PM Kaushal Vikas Yojana 3rd Phase – PMKVY 3.0 to Start for Skill Development

Central government is going to launch PM Kaushal Vikas Yojana 3rd Phase in the next financial year. PMKVY 3.0 will get started from 1 January 2021 to realize its target for skill development of one crore youths. PM Modi led Union govt. will put in place structures and incentives to enable skilling in new age technologies across various sectors. In PMKVY 3.0 scheme, govt. will provide skill development training through registered training centers in various industrial verticals. Moreover, govt. will lay special focus on COVID-19 related skills.

The main objective of PMKVY 3rd Phase is to enable youths to get jobs and to cope up with changing job roles. The govt. wants to create workforce which is capable of accessing new opportunities and insulate it from technical shocks. PMKVY 3.0 will focus on imparting skills related to healthcare, home delivery, sanitising, cleaning services among others.

PMKVY scheme was launched in FY 2015 and revamped in 2016 to impart skill training to 1 crore persons by 31 March 2020. The Modi govt. has allocated Rs. 12,000 crore for PMKVY Scheme. Now the 3rd Phase is likely to start in next financial year, so youths can check the PMKVY training centers list, course list and job roles.

PM Kaushal Vikas Yojana 3rd Phase (PMKVY 3.0)

PM Kaushal Vikas Yojana (Skill Certification Scheme) 3rd Phase will focus on enabling a large number of Indian youth to take up industry relevant skill training to help them secure better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL). The key components of PMKVY 3.0 would be short term training, RPL, special projects, Kaushal and Rozgar Mela, placement assistance, continuous monitoring, standardized branding and communication.

Start Date for PMKVY 3rd Phase

The one-year scheme was supposed to launch in April 2020 but was delayed due to the Covid-19 pandemic and will now begin on 1 January 2021. Previous version of PMKVY Scheme (PMKVY 2.0) was a grant-based model. Under that scheme, the training and assessment cost was directly reimbursed to training providers and assessment bodies in accordance with common norms. As per the official data, more than 69 lakh candidates had been trained across the country under the PMKVY till 1 October 2020.

Skill Development Minister said that govt. will cross 90% of target under the ongoing PMKVY Scheme by training and skilling the youths. Moreover, the govt. will also come up with PMKVY Phase 3 which would be bigger and cover larger aspects. Skills to be Focused in PM Kaushal Vikas Yojana Phase 3

As per the ministry officials, this PM Kaushal Vikas Yojana Phase 3 will focus on imparting skills related to the following:-

  • Healthcare
  • Artificial intelligence
  • 3D printing
  • Home delivery
  • Sanitising
  • Cleaning services
  • Logistics

All these services have become extremely important during the Covid pandemic. Officials added that while the scheme was supposed to be for a duration of five year, it was cut short to just one year due to shortage of funds amid Corona crisis.

The scheme is at the final stages of approval. The total cost of the scheme is about Rs 950 crore. It aims to skill 8 lakh youth in this year. This scheme will see a paradigm change in how training is implemented and is a precursor of a much longer and bigger scheme, which is being conceptualized for implementation from next year.

Bottom to Top approach at District Level

The ministry has decided to take a bottom-to-top approach with this PM Kaushal Vikas Yojana Phase 3. In this phase, district-level skilling committees will determine the demand for particular skills and set up courses accordingly. The ministry will then extend grants to these centres based on the demand and skilling programmes. India is witnessing a demand for skills related to Covid management like logistics and sanitisation, so the focus will largely be on skilling students and workers with such skills.

Role of District Committees in PMKVY Phase 3

The district committees will be directed to mobilise candidates and spread awareness about the courses through events like the “Kaushal Melas”. The committees will be tasked with creating information and counselling centres to counsel potential candidates. Moreover, district level committees will ensure that all candidates get post-training support through placement, self-employment and apprenticeship opportunities. Even after placements, help will be extended to all candidates to ensure they sustain their work.

The government has earmarked 5% of the PMKVY expenses to help the district committees with administrative and other expenditure. Under phase 2 of PMKVY, training partners were largely in charge of roles like mobilisation, counselling of candidates and batch formation which have now been handed to the district skill committees in this phase.

PMKVY 3.0 to Focus on Entrepreneurship

Training providers are owners of skill centres across the country and are engaged in providing skills to the Indian youth. Under phase 2, skills in sectors like beauty and wellness, apparel and tailoring, construction and auto mechanics, were provided. PMKVY will now focus more on entrepreneurship, demand-driven skill development, digital technology, and skill pertaining to industry 4.0.

However, govt. will help public sector and private sector companies to organize and promote apprenticeship programme. Till date, there are only 4 lakh apprentices in India out of which 2 lakh are in central public sector enterprises. This number is quite low in comparison to countries like Japan where number is 1 crore and China with 2 crore apprentices. CPSEs have also been asked to triple the number of apprentice to 6 lakhs.
