Mukhyamantri Yuva Swarozgar Yojana (MMYSY) in Madhya Pradesh

Mukhyamantri Yuva Swarozgar Yojana (MMYSY), started on 1st August 2014 is a financial assistance scheme help people get loans from banks to setup their own small business. The MP Government under the scheme provides margin money assistance, interest subsidy, loan guarantee and training to the beneficiaries. The main objective of the scheme is to promote entrepreneurship in the Madhya Pradesh without the need for collateral security.

Eligibility for Mukhyamantri Yuva Swarozgar Yojana

  • Only the permanent residents of MP are eligible to avail the scheme benefits.
  • The applicant should have passed at least 5th Class.
  • Age of the applicant should be between 18 to 45 years.
  • The applicant should not have been declared defaulter by any of the nationalized or private sector banks.
  • The applicant should not already be getting assistance under any state run schemes.
  • The scheme is available only to set up industry/service company/business.

Financial Assistance Under the Scheme

  • The project cost under the scheme should be between Rs. 20 thousand to 10 Lakh.
  • The government will grant interest at a rate of 5% of the cost of project (Max. 25K) per year till 7 years.
  • The guarantee fee will be paid at the current rate for up to 7 years.
  • State Government will provide 20% of the project cost as Margin Money or Maximum Rs. 10000 one shot basis for project cost up to Rs. 50000.

How to apply for Mukhyamantri Yuva Swarozgar Yojana

  1. The application forms are available for free in the related district office.
  2. The application forms will then be reviewed and sorted. Applicants with incomplete forms will be called to complete the missing details in the forms.
  3. The applicants are required to submit the general project report of proposed project along with the application form.
  4. Application forms will then be presented to the selection committee of respective department elected under the scheme.
  5. Non-Eligible applications will be rejected.
  6. Loans for the accepted applications will be disbursed within 15 days after the acceptance of the application.

After the loan disbursement, the applicants will be given training for the development of their industry/businesses by the government.

Mukhyamantri Jan Awas Yojana Rajasthan – Housing Scheme for Poor

Government of Rajasthan formed a new policy named as “Mukhyamantri Jan Awas Yojana 2015” to cater the basic need of shelter. The scheme was prepared by the Urban Development and Housing Department of the state. Implementation of the scheme has already been started in order to achieve the goal of affordable and quality houses for all.

Objective of Mukhyamantri Jan Awas Yojana

The main objective of Jan Awas Yojana 2015 is to achieve affordable housing for all and integrated habitat development. The scheme is prioritized to provide housing in general and for EWS and LIG sections of the society in particular.

Launched to realize the dream of the poor, the scheme has been integrated with Pradhan Mantri Awas Yojana to provide more incentives to the beneficiaries. The scheme has many provisions to attract private developers and government bodies to construct affordable housing in the state.

The policy aims to motivate housing board, development authorities, urban improvement trusts & other local bodies to take up the construction of affordable housing especially for EWS and LIG categories.

Need of Chief Minister’s Jan Awas Yojana

In Rajasthan, total housing shortage in the urban sector was estimated to be 1.05 million by Technical Group on Housing Shortage, constituted by Govt. of India out of which more than 85% is in the EWS/LIG category. The rapid increase in urbanization is also leading to more demand of affordable housing and other related infrastructure.

To bridge the gap between demand and supply, the new policy was formed and achieve the goal of “Affordable Housing for All” with special focus on economically weaker section, lower income group and urban poor.

The Affordable Housing Policy – 2009 was renamed to Mukhyamantri Jan Awas Yojana with some major amendments. The 2009 policy did not achieve much progress due to certain shortcomings and bottlenecks in the implementation.

Goals of Mukhyamantri Jan Awas Yojana

  1. Creating EWS/LIG housing stock to fulfill housing shortage in the State.
  2. To incentivize private developers and attract investment for construction of houses for EWS/LIG segment of the society.
  3. To motivate govt. agencies and private developers to take up construction of Affordable Housing.
  4. To identify land for affordable housing which can be monetized by inviting private participation on a large scale.
  5. Fast track approval for private developers to expedite the process of construction.

Under the policy, there are certain provisions for private developers as well as the government bodies responsible for providing housing in the state.

Under the policy, there is 100% waiver on EWS/LIG component for Land Conversion / Land use change charges for private developers. Same is the case with the building plan approval charges. Under the policy, the private developers are also bound to complete the projects on time. The timeline for completion of projects with EWS/LIG component of all the provisions shall be as below:-

  • up to 200 EWS/LIG units – 30 months
  • above 200 upto 400 EWS/LIG units – 36 months
  • above 400 upto 600 EWS/LIG units – 42 months
  • above 600 EWS/LIG units – 48 months

In case the developer fails to construct EWS/LIG housing units within the stipulated time, penalty shall be imposed as follows:-
(i) For first three months Rs.50/- per sq.ft.
(ii) For next three months Rs.100/- per sq.ft.
(iii) For next six months Rs.200/- per sq.ft.

Benefits under Jan Awas Yojana

Any project which qualifies for Credit Linked Subsidy Scheme or Affordable Housing in Partnership or Beneficiary Led Individual house construction or enhancement scheme may be sent to Government of India.

Credit Linked Subsidy Scheme
Credit Linked Subsidy will be provided to EWS/LIG for procurement or construction of house. Beneficiaries of EWS/LIG seeking housing loan from bank or other financial institutions would be eligible for interest subsidy @ 6.5% for a tenure of 15 years. This will be available for loan amount up to Rs. 6 lakhs.

This facility will be available for housing loans availed for new construction where area of housing units shall be up to 30 sqm carpet area for EWS and up to 60 sqm for LIG is being constructed.

Affordable Housing in Partnership
Under this provision financial assistance to EWS houses is available and Central assistance @ Rs. 1.5 lakh per EWS house would be available for the projects being built by Local Bodies or in partnership with private sector.

Beneficiary Led Individual House Construction
In case EWS plots are allotted by Local Authority in their scheme such allottee belonging to EWS category to construct house on such land owned by him may avail central assistance of Rs. 1.5 lakh for construction of new house. The beneficiary for availing this assistance shall approach the ULB with documentation of land ownership.

Gram Uday Se Bharat Uday Abhiyan to be Launched in April

Gram Uday Se Bharat Uday Abhiyan, a new initiative by Prime Minister Narendra Modi will be launched in the Mid April. The main objective of the Abhiyan is to learn ground realities of rural development schemes and making necessary changes in them.

The Gram Uday Se Bharat Uday Abhiyan will ensure that the benefit of every scheme is reached to every beneficiary of each village. The ambitious campaign will be launched on 14 April from Mhow. The campaign will be held from 14th April to 31st May in Madhya Pradesh.

Implementation of Gram Uday Se Bharat Uday Abhiyan

Under the Gram Uday Se Bharat Uday Abhiyan, MPs, MLAs, Panchayat and other public representatives will be associated. Programmes under the campaign will be held at Gram, Janpad and district Panchayat levels. To monitor the programme more effectively, CM of MP will himself make visits to villages 3 days a week. Officers from village to state level will also make regular visits to the villages.

Under the campaign, discussions will be done with the villages about various social welfare scheme of the state and centre Government. Some of the subjects of the discussions would be as following

Mukhyamantri Amrit Yojana to Reduce Malnutrition in Chhattisgarh

State Government of Chhattisgarh has launched Mukhyamantri Amrit Yojana under its special drive of eradicating malnutrition. Under the scheme the government aims to bring down the malnutrition level in Chhattisgarh.

The state government under the Mukhyamantri Amrit Yojana will distribute flavored nutritious milk in the 50,000 Aanganwadi and Mini Aanganwadi centers. This milk will be distributed to as many as 9 lakh children aged between 6 to 9 years once every week.

The state government has a provision of about Rs. 25 Crore for the successful implementation of the scheme. The scheme will be implemented and monitored by the State Women and Child Development department.

According to the stats, the malnutrition level has been reduced from 52% in 2005 to 29.89% in 2015 through such initiatives by the department and the state Government. The government is also running Nava Jatan Yojana in the state to ensure nutritious diet for children.

The 4th phase of Nava Jatan Yojana was launched in February last year.

Deen Dayal Upadhyay Swaniyojan Yojana – The Rural Avatar of Startup India

Deen Dayal Upadhyay Swaniyojan Yojana is a new initiative being designed by the Rural Development Ministry of India. The action plan of Swaniyojan Yojana is being finalized and it will be launched soon by the Prime Minister Mr. Narendra Modi.

Objective of Deen Dayal Upadhyay Swaniyojan Yojana

The main objective of Swaniyojan Yojana is to provide incentives such as financial assistance to the rural poor looking for self-employment options.

The scheme will be launched on the lines of Start-Up India initiative which was launched in January 2016 to help grow the start-up ecosystem in India. The scheme will be integrated with MUDRA Bank Loan Yojana, innovative credit linkages and self-help groups. Swaniyojan Yojana will be funded by the existing National Rural Livelihood Mission of the rural development ministry.

The scheme will provide the basic skill set required for self employment in various fields. To do so, the government would provide credit linkages, incubation centers wherever needed. The skill sets would be related to driving, plumbing, agriculture, dairy farming, grafting and horticulture among others.

The rural development ministry is also in talks with some other government departments such as textile, animal husbandry, and food processing to help rural poor setup their own business in these fields.

Deen Dayal Upadhyay Swaniyojan Yojana will help generating livelihood through self-employment. The livelihood programme will provide training for activities ranging from beauty courses and masonry to horticulture and agriculture.

Aam Aadmi Swasthya Bima Yojana – A Health Insurance Scheme by Delhi Government

Delhi Government is planning to launch an Aam Aadmi Health Insurance Scheme in the capital city to cover over 40 lakh families. Named as Aam Aadmi Swasthya Bima Yojana, the scheme will be launched to provide health insurance cover to people below certain income level.

Aam Aadmi Swasthya Bima Yojana will be launched for the 4 years in first phases to cover an estimated 40 Lakh families in the capital city. The health department of Delhi Government has opened a Request For Qualification (RFQ) to shortlist insurance companies who can bid for the scheme till end of May, in the first stage of screening. 6 companies will be shortlisted in the first stage to bid in the second stage.

Named as Aam Aadmi Swasthya Bima Yojana, the scheme will cover only the families falling below a certain income threshold. The families above that threshold can also apply for the scheme if they can pay the premium decided by the Government.

Treatment Center Coverage Under Aam Aadmi Swasthya Bima Yojana

Delhi government will include treatment at all government hospitals under the insurance scheme. The scheme will also include treatment at identified and empaneled private hospitals. According to the a senior health department official, the government is expecting a package of at least 1700 health institutions under the scheme.

Delhi Dialogue Commission (DDC) came up with the provision of launching a new health insurance scheme in the capital city to fil the gaps in coverage of existing such schemes including the Delhi Arogya Nidhi and Rashtria Swasthya Bima Yojana.

According to the officials, Aam Aadmi Swasthya Bima Yojana is expected to cost about Rs. 500 crores annually to the Delhi Government.

The government is looking to include several diseases under the scheme including cancer and neurological diseases, cardiac problems or organ transplants. These treatments are cost intensive and are often partial assistance is included under the existing health insurance schemes.

Stand Up India Loan Scheme to be Launched on 5th April

Narendra Modi Government is all set to launch another scheme named “Stand Up India Scheme” on 5th April. Prime Minister will launch the scheme in Noida sector 62 in presence of Governor, UP, Union Finance Minister, Union Minister for Culture and Tourism and Union Minister of State for Finance among others.

The Stand up India scheme is basically a loan scheme for Scheduled Caste/Schedule Tribe and Women. The scheme will promote entrepreneurship among SC/ST and Women. Under the Stand Up Scheme, the government will provide loans from Rs. 10 Lakh to 1 Crore to the beneficiary entrepreneurs.

Main features of Stand Up India Loan Scheme

  1. A composite loan between Rs. 10 lakh and upto Rs. 1 Crore will be provided, inclusive of working capital component for setting up any new enterprise.
  2. Debit Card (RuPay) for drawal of working capital.
  3. Credit history of borrower to be developed.
  4. Refinance window through Small Industries Development Bank of India (SIDBI) with an initial amount of Rs.10,000 crore.
  5. Creation of a corpus of Rs. 5,000 crore for credit guarantee through NCGTC.
  6. Handholding support for borrowers with comprehensive support for pre loan training needs, facilitating loan, factoring, marketing etc.
  7. Web Portal for online registration and support services.

The Stand Up India scheme will help reach out to the under served sectors of the population by facilitating bank loans in the non-farm sector set up by such SC, ST and Women borrowers.

Mukhyamantri Nidan Yojana – Free Medical Test Scheme in Gujarat

Gujarat Government has launched “Mukhyamantri Nidan Yojana” in the state of Gujarat. The scheme aims to provide quality medical test and diagnostic services for free of charge. The scheme was launched and started on 7th April, “World Heath Day”

Objective of Mukhyamantri Nidan Yojana

Under the Mukhyamantri Nidan Yojana, free medical test and diagnostic services will be available across 9,156 sub health centers, 1,342 primary health centers, 331 community health centers, 33 sub district and 22 district hospitals and 16 medical colleges across the state.

According to the Chief Minister, the arrangements are made to avail most of the tests in PHCs and CHCs. The facilities of diagnosis and laboratory tests will be available at government hospitals, hence, people need not to go to private healthcare institutions.

Most common medical tests including blood test, urine test, blood group test, kidney, jaundice, diabetes, typhoid tests will be available at govt facilities for free under Mukhyamantri Nidan Yojana. The scheme will be implemented by the health and family welfare department of Gujarat.

Stand Up India Loan Scheme – Apply, Eligibility & Interest Rates

Launched on 5th April, Stand Up India is a new initiative by the Government of India for the schedule caste, backward tribes & women. It is basically a loan scheme to provide financial assistance to lower sections of the country. The stand up India scheme also promotes entrepreneurship and employment among SC/ST and women.

Main objective of Stand Up India Loan Scheme

The main objective of the scheme is to provide financial aid to SC/ST and women to promote entrepreneurship and employment in the country. The financial aid will be provided to set up and grow businesses to SC/ST and women in need. The initiative will also encourage young minds to come up with innovative ideas and create job opportunities in the country.

Amount of Financial Aid
The loan amount aid under the scheme would vary between Rs. 10 lakh to 1 Crore. The initiative will allow and enable under-served to utilize the institutional credits in the form of bank loans. Under the Stand Up India initiative, RuPay debit cards will be issued to the borrowers to withdraw the money/capital for operations.

The funds allocated under the scheme will help borrowers start their ventures and overall grow the economy of country. Other than the financial aid, the government will also help eliminate the legal and operational hurdles for entrepreneurs under the scheme.

How to enroll/apply for Stand Up India Loan

Central government may launch a dedicated web portal soon where the interested candidates can apply online for the loan under Stand Up India scheme. A self certification system will also be launched for the same purpose. The interested applicants can fill the online application forms by filling all the required data such as personal details, proposed business details etc.

The applicants will be required to submit their plan of action along with the legal documents to validate their loan requirements.

Eligibility Criteria for Stand Up India Loan Scheme

Government plans to reach out a maximum people and provide financial aid to start their businesses. But, it will not be feasible to provide loans to everyone. The applicants will be required to abide the rules and guidelines of the stand up India scheme. The designated team will review all the loan applications and approve only those showing true need and potential of success.

The basic eligibility criteria for stand up India scheme is

  • The company should be a private limited/LLP or a partnership firm.
  • The age of the company/firm should not be more than 5 years.
  • The annual turnover of the company should not exceed Rs. 25 Crore.
  • A company dealing with commercial goods or innovating consumer products with approval from DIPP (Department of Industrial Policy & Promotion) will only be eligible for the loan.
  • The company should also produce few more letters/documents at the time of application.

Benefits of Start up India Scheme

The stand up India loan scheme will benefit four kinds of individuals mainly angel investor, incubator, consultant and entrepreneurs. The scheme gives right platform to everyone and grow their businesses.

Start up India provides professional advice, time, and knowledge about laws to the angel investors and aid for initial two years of the first stage of the scheme. An incubator will get right coaching and expertise knowledge to shape their ideas and thoughts into a definite shape and structure.

The main benefit is for the loan borrowers, they need not to worry so much about paying back the loan amount. The borrowers will be given a time of up to 7 years to pay the loan amount. The loan borrower also have the freedom to choose the amount to be paid back per month.

The government will provide 80% rebate on patent filing fee under the scheme if the patent is filed by a startup. The scheme includes Credit Guarantee Fund and entrepreneurs need not to pay any income tax for the first 3 years. For sure, the loan under Stand Up India scheme will be provided at interest rate less than any other commercial loans provided by the financial institutions. The low interest rates charged to the borrowers will also help reduce the burden of paying back the loan amount. The interest rate may also depend upon the loan amount which vary between Rs 10 Lakh and 1 Crore.

  4. The loan application process and licensing process is to be automated for quick actions and faster approval.
  5. The government will launch dedicated website and application to help interested candidates.
  6. Financial aid amount for the startups will vary between Rs. 10 Lakh to 1 Crore.
  7. 80% rebate on the patent application fee will be refunded to the the entrepreneurs.
  8. The exit process only takes 90 days to wind up the entire process.
  9. More than 5 lakh schools across the country will be covered under the program to promote innovation core programs.

As reported earlier, Narendra Modi Government is all set to launch Gram Uday Se Bharat Uday Abhiyan on 14 April. It is a nationwide movement towards social harmony, strengthening of Panchayati Raj, rural development and farmer’s progress.

Gram Uday Se Bharat Uday Abhiyan – 14-24 April 2016

The abhiyan will be launched on the birth anniversary of Dr. Bhimrao Ambedkar by Prime Minister Shri Narendra Modi. Under the Gram Uday Se Bharat Uday Abhiyan, three following programs will be organized on different dates between 14 and 24 April.

  1. Social Harmony Programme – 14, 15 & 16 April
  2. Gram Kisan Sabha – 17, 18, 19 & 20 April
  3. Gram Sabha Meeting – 21, 22, 23 & 24 April

PMJJBY (Pradhan Mantri Jeevan Jyoti Bima Yojana) premium for the year 2016-17 has been kept unchanged. The interested candidates will have to pay same amount as the premium for the financial year 2016-17.

Details of PM Jeevan Jyoti Bima Yojana Premium 2016-17

Total Premium: Rs. 330/- per annum per member
Appropriation of Premium:

  1. Insurance Premium to LIC / insurance company : Rs.289/- per annum per member
  2. Reimbursement of Expenses to BC/Micro/Corporate/Agent : Rs.30/- per annum per member
  3. Reimbursement of Administrative expenses to participating Bank: Rs.11/- per annum per member

The period of the insurance would be same as before, i.e. 1st June to 31st May.

The government has also extended the enrollment into PMJJBY without self certification of good health up to 31st May 2016.

Housing for all Android App “AwaasApp” Launched – Download from Play Store

AwaasApp, the android app for housing for all beneficiaries in rural areas has been launched. The app can be downloaded from Google android play store. AwaasApp, the rural housing app is an android platform based application which can be used by any PMAY beneficiary or the representative. The app has been launched by the Ministry of Rural Development.

Benefits of AwaasApp

AwaasApp provides an easy interface to the housing for all beneficiaries to report the construction progress of their homes and get next installment of financial assistance.

The AwaasApp android app can also be used by the inspectors to inspect the progress in their areas being constructed under the rural housing schemes or Pradhan Mantri Awas Yojana.

The beneficiary of rural housing scheme can login into the app through one time password (OTP) sent to his/her mobile number registered on AwaasSoft portal during the sanction of the financial assistance.

Using the AwaasApp, the beneficiaries can capture the good quality photographs with time stamp and geo-coordinates of the houses at each construction stage.

National Agriculture Market Website enam.gov.in Launched

Indian Government has launched a unified pan India trading portal eNam for farmers. Named as NAM or National Agriculture Market portal is designed to create a unified national market for agricultural commodities. The portal will be run by the Ministry of Agriculture and Farmer’s Welfare.

The portal has been launched as a part of Digital India movement and towards doubling the agricultural income. The portal was inaugurated by Prime Minister Narendra Modi in presence of Shri Radha Mohan Singh, Union minister of Agriculture & Farmer’s Welfare.

Main features of eNam Portal

  1. Farmers can showcase their produce online from their nearest market and traders can quote price from anywhere.
  2. Results in increased number of traders and greater competition.
  3. Ensures open price discovery and better returns to farmers.
  4. On launch day, first big step covers 25 commodities and 21 markets across 8 states.
  5. To cover 585 markets across the country.
  6. Single license across the state.
  7. Single point levy of market fee.

Gram Kisan Sabha 17-20 April – List of Schemes to be Discussed

Gram Kisan Sabha under the Gram Uday Se Bharay Uday Abhiyan will be organized from 17 to 20 April. Several schemes will be discussed during the programme including the Fasal Bima Yojana and more.

Below is the list of schemes for Agriculture sector to be discussed under Gram Kisan Sabha

  1. Farmer’s income to be doubled in 5 years
  2. Prime Minister Fasal Bima Yojana: Prime Minister Fasal Bima Yojana has been implemented across India after removing discrepancies in insurance schemes. This is biggest ever government assistance in crop insurance. Hence forth, it will be one season – one rate for grains, pulses, oil and seeds. Relief from crop-wise and district-wise different rates.
  3. Prime Minister Krishi Sinchayee Yojana: This scheme has been started with the aim of delivering water to every field and as a permanent relief from drought.
  4. Soil Health Card: Soil health cards will be provided to all 14 crore farmers across the country to encourage the use of appropriate amount of nutrients fro crop production and for maintaining soil health and improving fertility.
  5. Organic Farming: Purpose of this scheme is to increase the soil fertility and yield by suing the organic waste.
  6. Pulses and oilseeds production: Aims to make the country self sufficient in pulses and oil seeds production.
  7. Neem Coated Urea: Only neem coated urea to be available in the country to prevent its misuse.
  8. National Agriculture Market (eNam): Launched with the aim to provide a unified e-platform to the farmers which will give them best value to their produce.
  9. Mobile Apps: Four mobile apps have been developed for the farmers named Kisan Suvidha, Pusa Krishi, Agri Market, and Fasal Bima. The apps can be downloaded from mkisan.gov.in or from the Google Play Store.
  10. Disaster Relief: Compensation can be claimed even on the loss of 33% of crop compared to 50% earlier. The compensation amount has also been increased by one and half times.

People can also come to the web site and directly upload the content in the web site itself (in case they don’t get connectivity or file size is large) using the same credentials which they use in mobile app.
