पूरे देश में कोरोना वायरस के बढ़ते मामलों को देखते हुए दिल्ली सरकार ने अपने बजट सत्र (23 मार्च 2020) के दौरान बड़ा फैसला लेते हुए पीएम जन आरोग्य योजना – आयुष्मान भारत (Ayushman Bharat Pradhan Mantri Jan Arogya Yojana – AB-PMJAY) को राजधानी दिल्ली में शुरू करने का फैसला किया है। इसका मतलब मोहल्ला क्लीनिक के साथ-साथ दिल्ली में यह सरकारी योजना (AB-PMJAY) भी लागू होगी। राजधानी दिल्ली के उपमुख्यमंत्री मनीष सिसोदिया ने सोमवार को अपने द्वारा 6ठी बार बजट सत्र के दौरान प्रधानमंत्री जन आरोग्य योजना 2020 (Ayushman Bharat Scheme Implementation in Delhi) को अगले वित्त वर्ष के लिए शुरू करने का एलान कर दिया है। आयुष्मान भारत योजना 2020 से प्रत्येक परिवार (AB-PMJAY Beneficiaries) को प्रति वर्ष 5 लाख रूपये तक का कैशलेस उपचार किसी भी सरकार द्वारा सूचीबद्ध अस्पताल में मिलेगा।

दिल्ली के उपमुख्यमंत्री मनीष सिसोदिया ने राजधानी दिल्ली की सरकार का अगले वित्त वर्ष 2020-21 के लिए 65,000 करोड़ रुपये का बजट विधान सभा में पेश किया। जहां पर अगले वित्त वर्ष में स्वास्थ्य क्षेत्र के लिए ही कुल 7,704 करोड़ रुपये के बजट का प्रावधान किया है। ऐसे संकट के समय में मुख्यमंत्री केजरीवाल द्वारा उठाया गया यह कदम लाखों लोगों को लाभ पहुंचाएगा।

केंद्र सरकार प्रधानमंत्री जन औषधि योजना (PMJYM) या आयुष्मान भारत योजना (ABY) को पहले ही 25 सितंबर 2018 से लागू कर चुकी है। जिसमें अभी तक देश के 10.74 करोड़ परिवारों को इसका सीधा लाभ मिला है।

दिल्ली आयुष्मान भारत – पीएम जन आरोग्य योजना

देश की राजधानी दिल्ली में भी उसी फॉर्मूला के तहत आयुष्मान भारत योजना को लागू करने का काम शुरू हो चुका है जैसा केंद्र सरकार के अनुसार होता है मतलब जिन भी परिवारों का नाम सामाजिक आर्थिक जनगणना (SECC 2011) के अंतर्गत आता है उनही लोगों को दिल्ली में प्रधानमंत्री जन आरोग्य योजना 2020 का लाभ दिया जाएगा। सभी नागरिकों के लिए कॉल सेंटर 14555 की सुविधा उपलब्ध रहेगी जिस पर कॉल करके लाभार्थी किसी भी प्रकार की योजना से जुड़ी समस्या यहाँ पर बता सकते हैं।

उप मुख्यमंत्री सिसोदिया ने कहा की वे 6ठी बार बजट सुना रहे हैं उन्होने यह भी कहा की दिल्ली के नागरिकों ने केजरीवाल सरकार के मॉडल पर भरोसा जताया है। बजट ऐसे समय मे पेश हो रहा है, जब कोरोना वायरस की चपेट में कई मौत हो चुकी है। ऐसे में आम आदमी पार्टी की सरकार ने भी दिल्ली में आयुष्मान भारत – प्रधानमंत्री जन आरोग्य योजना (Delhi Ayushman Bharat – PM Jan Arogya Yojana 2020-21) को शुरू करने का फैसला किया।

इसके अलावा उप मुख्यमंत्री ने यह भी बताया की बिजली बिल पर मिलने वाली सब्सिडी भी अगले वित्त वर्ष तक जारी रहेगी इसके लिए भी 2,028 करोड़ रूपये का प्रावधान किया गया है।

दिल्ली प्रधानमंत्री जन आरोग्य योजना 2020 – इलाज पैकेज

आम आदमी पार्टी द्वारा शुरू की गई आयुष्मान भारत योजना (Ayushman Bharat – PM Jan Arogya Yojana Packages) में इलाज के कुल 1,354 पैकेज शामिल किए गए हैं, जिनमें से कुछ निम्न्लिखित हैं:

दिल्ली विधान सभा बजट 2020-21

17 नई स्कूल बिल्डिंग बनाने का प्रस्ताव : मनीष सिसोदिया ने कहा कि इस बजट में स्कूली बच्चों को अखबार पढ़ने की सुविधा देंगे, साथ ही अंग्रेजी स्पीकिंग के लिए 12 करोड़ रुपए का प्रस्ताव किया गया है। वित्त वर्ष 2020-21 में 17 नई स्कूल बिल्डिंग बनाने का प्रस्ताव भी रखा है। डिजिटल क्लास के लिए 100 करोड़ का प्रस्ताव है और स्कूलों में सीसीटीवी लगाने का काम जून 2020 तक खत्म हो जाएगा।

नए शिक्षा बोर्ड का गठन करेगी दिल्ली : मनीष सिसोदिया ने कहा कि स्कूल कार्ड में छात्र का हेल्थ कार्ड ऐड किया जाएगा। नर्सरी से 8वी तक के पाठ्यक्रमों में बदलाव किए जाएंगे, साथ ही राज्य का दिल्ली का नया बोर्ड का गठन भी कर रहे हैं, करीब 90 स्कूल को सिंगल शिफ्ट में लाने की तैयारी इस साल पूरी हो जाएगी। इसके साथ ही दिल्ली में 45 स्कूल ऑफ एक्सीलेंस खोले जाने का प्रस्ताव भी है।

मध्य प्रदेश सरकार ने राज्य में किसानों के लिए मुख्यमंत्री सोलर पंप योजना 2020 (Mukhyamantri Solar Pump Yojana MP Online Registration) के तहत ऑनलाइन आवेदन प्राप्त करने शुरू कर दिये हैं। एमपी मुख्यमंत्री सोलर पंप योजना के तहत किसानों को सिंचाई खेती से संबंधित पंप राज्य सरकार वितरित करेगी। इस सरकारी योजना के माध्यम से राज्य सरकार ने 5 वर्षों में 2 लाख सोलर पम्प स्थापित करने का लक्ष्य रखा है। पहले नवीन एवं नवकरणीय ऊर्जा मंत्रालय इस योजना का कार्यान्वन करता था पर सरकार ने अब अलग से इसके लिए पोर्टल cmsolarpump.mp.gov.in लॉन्च कर दिया है जहां पर आप सब्सिडी पर मिलने वाले पंप के लिए ऑनलाइन रजिस्ट्रेशन (Mukhyamantri Solar Pump Yojana MP Online Registration Form) कर सकते हैं।

मध्य प्रदेश सीएम सोलर पंप योजना 2020 (CM Solar Pump Online Registration) के लिए केंद्र सरकार और एमपी सरकार द्वारा 90% अनुदान (MP Solar Pump Anudan Yojana 2020) दिया जा रहा है| जिससे की किसानों को सस्ते दामों पर पंप वितरित किए जा सकें। सोलर पंप स्कीम के तहत प्रदेश में आवेदक की मांग देखते हुए उन व्यक्तियों को प्राथमिकता दी जा रही है जहां पर बिजली ठीक से नहीं पहुँच पाई है।

इसके अलावा योजनांतर्गत कृषक को सोलर पम्प का लाभ इस शर्त पर दिया जाएगा कि कृषक की कृषि भूमि के उस खसरे / बटांकित खसरे पर भविष्य में विद्युत पम्प लगाये जाने पर उसको विद्युत प्रदाय पर कोई अनुदान देय नहीं होगा।

केंद्र सरकार ने देश में चल रहे कोरोना वाइरस (कोविड-19) के संकट के चलते लोगों को राहत देते हुए देश में नागरिकों के लिए 1.70 लाख करोड़ रुपए के राहत पैकेज की घोषणा कर दी है। वित्त मंत्री निर्मला सीतारमण ने कोरोना वायरस (कोविड-19) से प्रभावित अर्थव्यवस्था और गरीबों की मदद के लिए प्रधानमंत्री गरीब कल्याण अन्न योजना 2020 का ऐलान कर दिया है जिससे इस लॉकडाउन की स्थिति में लोगों को राहत पहुंचाई जा सके। वित्त मंत्री निर्मला सीतारमण ने बताया की 1.70 लाख करोड़ रुपये के पैकेज से देश में हर तबके को प्रधानमंत्री गरीब कल्याण योजना के तहत सहायता दी जाएगी। उन्होने बताया की देश में महामारी के संकट से उभरने के लिए सरकार हर संभव प्रयास कर रही है।

24 मार्च 2020 को वित्त मंत्री निर्मला सीतारमण ने वीडियो कॉन्फ्रेंसिंग के माध्यम से तीन महीने तक किसी भी एटीएम से पैसे निकालने पर कोई चार्ज ना लगने की घोषणा करी थी। प्रधानमंत्री गरीब कल्याण अन्न योजना 2020 में नागरिकों को खाने-पीने के समान के साथ-साथ अन्य सेवायें और सुविधाएं भी मिलेंगी जिससे कोरोना वायरस (कोविड-19) के चलते लॉकडाउन की स्थिति को लोगों के लिए आसान बनाया जा सके।

पीएम गरीब कल्याण अन्न योजना 2020 से देश में 80 करोड़ लोगों को सीधा लाभ मिलेगा जिसमें सस्ती दरों पर अन्न शामिल है।

प्रधानमंत्री गरीब कल्याण अन्न योजना

वित्त मंत्री ने कहा कि प्रधानमंत्री गरीब कल्याण अन्न योजना से 80 करोड़ लोगों को सस्ती दरों पर अनाज मिलेगा। केंद्र सरकार ने कहा कि कोरोना वायरस की वजह से कोई भी गरीब खाने-पीने की चीजों को लेकर चिंता न करे। गरीब लोगों को 3 महीने तक 5-5 किलो अनाज मुफ्त में मिलेगा। इसके साथ उनको एक किलो दाल भी मुफ्त में दी जाएगी। गेहूं, चावल के साथ दाल भी गरीबों को पहुंचाई जाएगी। इसके साथ ही प्रधानमंत्री गरीब कल्याण अन्न योजना के तहत गरीबों के बैंक खाते में डाइरैक्ट कैश भी ट्रांसफर किए जाएंगे।

प्रधानमंत्री गरीब कल्याण अन्न योजना – आवेदन / लाभार्थी चयन

प्रधानमंत्री गरीब कल्याण योजना – अन्य योजनाएं

स्वास्थ्य सेवा देने वालों को इंश्योरेंस कवर

वित्त मंत्री ने इसके अलावा कोरोना वायरस से लड़ने सभी लोगों जो चिकित्सा के क्षेत्र में किसी भी पद पर कार्यरत है उन्हें 50 लाख रुपये का इंश्योरेंस कवर देने की घोषणा भी करी है। इस योजना से 20 लाख कर्मचारियों को सीधा लाभ पहुंचेगा। इनमें आशा वर्कर्स, डॉक्टर और उनकी सहायक टीम, नर्स और अन्य मेडिकल स्टॉफ शामिल होंगे।

दिव्यांगों के लिए 1000 रुपये अतिरिक्त पेंशन

वित्त मंत्री निर्मला सीतारमण ने संबोधित करते हुए कहा कि बुजुर्ग, विधवा और दिव्यांगों के लिए 1000 रुपये अतिरिक्त दिए जाएंगे। ये अगले तीन महीने के लिए होंगे इसे दो किस्त में दिया जाएगा। इस वर्ग के लोगों को डायरेक्ट बेनिफिट ट्रांसफर के माध्यम से पैसे ट्रान्सफर किए जाएंगे। इस पहल से लगभग 3 करोड़ लोगों को लाभ मिलेगा।

दीनदयाल योजना महिला स्वयं सहायता समूह को 20 लाख का लोन

दीनदयाल योजना में जिन भी महिला स्वयं सहायता समूह की महिलाओं ने पंजीकरण कराया हुआ है उन्हे अब 20 लाख तक का लोन दिया जाएगा। पहले इस योजना के तहत इनको 10 लाख रूपये तक का लोन दिया जाता था। अगले तीन महीने तक महिला जनधन खाताधारकों को प्रति माह 500 रुपये दिए जाएंगे। वित्त मंत्री ने कहा कि इससे लगभग 20 करोड़ महिलाओं लो सीधा लाभ मिलेगा।

मुफ्त सिलिंडर देने की घोषणा

पीएम उज्ज्वला योजना के तहत 8 करोड़ महिला लाभार्थियों को इसमें सीधा लाभ दिया जाएगा जैसे की आगामी तीन महीने तक फ्री गैस सिलिंडर दिए जाएंगे। मनरेगा के मजदूरों की दिहाड़ी जो पहले 182 रुपये प्रतिदिन थी उसे भी अब बढ़ाकर 202 रुपये कर दिया गया है।

तीन महीने तक EPF सरकार भरेगी

प्रधानमंत्री गरीब कल्याण योजना के अंतर्गत ईपीएफ कंट्रीब्यूशन का भुगतान केंद्र सरकार करेगी। वित्त मंत्री ने कहा सरकार पीएफ कंट्रीब्यूशन कंपनी की 12 प्रतिशत और कर्मचारी की 12 प्रतिशत यानी 24 फीसदी सरकार अदा करेगी। अगले तीन महीने तक EPF सरकार भरेगी। इसका लाभ सभी उन कंपनी को मिलेगा जिनमें 100 या इससे अधिक कर्मचारी हैं। 15 हजार रुपये से कम वेतन पाने वाले कर्मचारियों को भी लाभ पहुंचाये जाएंगे।

After announcement of 21 day full Lock-down by PM Modi, central govt. has now approved Pradhan Mantri Garib Kalyan Yojana (PMGKY). In this rainbow PM Gareeb Kalyan Scheme, Finance Minister Nirmala Sitharaman announced a Rs. 1.7 lakh crore package. This scheme is going to benefit 80 crore Indians including urban and rural poor, migrant workers and women in the bottom rung of the socio-economic strata. This scheme will ensure that people stay at their home and maintain social distancing to fight Coronavirus.

FM said on 26 March 2020 that package under PM Garib Kalyan Yojana is ready which would ensure that no one will be hungry during lockdown. This Pradhan Mantri Gareeb Kalyan Scheme will have 2 components – cash transfer through DBT and food security measures – for those who need immediate help. These includes migrant workers and urban and rural poor. The FM also announced 8 separate measures for farmers, MNREGA, poor widows, pensioners, Jan Dhan Yojana accounts held by women, Ujjwala scheme holders, SHGs for women, organised sector workers through EPFO and construction workers.

The inclusion of extra Anna in the existing Pradhan Mantri Garib Kalyan Yojna keeping in view the regional preferences and the essential nutrition intake is highly appreciated. Pradhan Mantri Garib Kalyan Yojana (PMGKY) 2020-21

It is a multi pronged approach to fight Coronavirus (COVID) and its main features are as follows:-

PM Garib Kalyan Ann Yojana 2020-21 – 10 Kg Ration + 1 Kg Pulses Free

In the PM Garib Kalyan Ann Yojana, govt. will cover 80 crore poor people which is about two-thirds of the country’s population. Now each of such persons will get 5 kg rice or wheat each month for the next three months free of charge, in addition to the 5 kg they already get. This means that each family will now get 10 Kg Ration along with 1 kg of dal of their choice for next three months absolutely free of cost. The FM has also assured that there would be no shortage of food products and essential goods during lockdown.

Medical Insurance to Paramedic / Nurses / Asha Workers & Others fighting COVID 19

FM Nirmala Sitharaman also announced medical insurance of Rs. 50 lakh each for those people fighting on frontline with COVID 19. This component includes paramedics, nurses, ASHA workers and others who are serving people in fight against Coronavirus. This PMGKY Scheme will benefit of medical insurance of Rs. 50 lakh to about 22 lakh people.

Rs. 2,000 DBT for Farmers under PM-KISAN Scheme

The central govt. is going to deposit first installment of Rs. 2,000 to bank accounts of each of 8.69 crore farmers through Direct Benefit Transfer (DBT) mode. This initiative under Pradhan Mantri Kisan Samman Nidhi Yojana is going to start from 1 April 2020.

MGNREGA Workers Wage Raised

The central govt. approves Rs. 20 wage increase for workers (Rs. 202 from Rs. 182) under Mahatma Gandhi Rural Employment Guarantee Act (MGNREGA). The center will start this MGNREGA Workers wage raised initiative by providing Rs. 2,000 additional income to daily wage workers. The MNREGA wage increase will benefit 5 crore families.

Ex-Gratia to Old Age / Widow / Disabled

For senior citizens above 60 years, widows and disabled, govt. will provide ex gratia of Rs. 1,000 in two installments. This initiative will benefit around 3 crore poor people.

Women Jan Dhan Account Holders

In this initiative, govt. will provide Rs. 500 ex-gratia per month for 3 months to 20 crore women Jan Dhan Account holders.

Free Cylinders to PM Ujjwala Yojana Beneficiaries

Under the Pradhan Mantri Ujjwala Yojana, govt. will provide free cylinders for 3 months to 8.3 crore below poverty line (BPL) families.

Collateral Free Loans upto Rs. 20 Lakh to Women SHGs

The women self help groups (SHGs) will be able to take collateral free loans upto Rs. 20 lakh (previously Rs. 10 lakh) with immediate effect. This initiative to provide Collateral Free Loans to Women SHGs will impact 7 crore households.

Home Delivery of Medicines

CCEA on 26 March 2020 has also approved the scheme for home delivery of medicines to ensure that people gets essential medicines at their homes. To ensure social distancing and prevent buyers lines in front of medical shops during lockdown, govt. has approved this scheme.

Govt. to Pay EPF Contribution for Employer & Employee (Organized Sector)

The central govt. wants to ensure money in hand and money in Provident Fund Accounts for the organized sector. Accordingly, the central govt. will now pay EPF contribution for both employer and employee. This would be around 24% for next 3 months in establishments in which upto 100 people are employed. Moreover, around 90% of the employee earns less than Rs. 15,000 a month. EPFO Scheme regulation is also going to be amended to allow non-refundable advance of 75% of the amount or 3 months wages (whichever is lower).

Recapitalization of Regional Rural Banks (RRBs)

Cabinet Committee on Economic Affairs (CCEA) has approved the recapitalisation of regional rural banks with Rs. 1340 crores. This recapitalization of banks will improve their capital adequacy ratio (CAR). As Rs. 670 crores would be given by the central government, Rs. 670 crore would be collected from different banks.

The proposal to permit non-refundable advance to employees out of their PF balances will help employees to tide over their liquidity issues. At present, non refundable advances are permitted only for specified purposes such as housing, marriage etc. Even these are permitted where the employee has put in a minimum services period.

The central govt. has also given directions to state governments to utilize construction workers fund of Rs. 31,000 crore. This scheme will protect 3.5 crore registered workers against economic disruption as many building and construction has been stopped. The state govt. can also use District Minerals Fund for medical testing, screening activities and other requirement to prevent the spread of the Coronavirus.

Gujarat government has announced to start Free Ration Scheme 2020 to tackle Coronavirus (COVID 19). In this scheme, the state govt. will provide free food items like wheat, rice, pulses, sugar absolutely free of cost. This scheme will ensure that no poor people in the state remain hungry during 21 day Lockdown period. Around 60 lakh ration card holder families (3.25 crore people) to benefit from this scheme.

Gujarat Free Ration Scheme 2020-21

CM Vijay Rupani has announced on 26 March 2020 to provide food items such as wheat, rice, pulses and sugar free of cost to around 60 lakh ration card holding families. The distribution of essential food commodities under Gujarat Free Ration Scheme 2020-21 will be done through fair price shops starting from 1 April 2020. This scheme will ensure that poor who depends on daily wages for livelihood are not affected by 21 day nationwide lockdown due to coronavirus outbreak.

This scheme will ensure that buyers will not have to line up in front of ration shops to buy monthly ration. People will not have to purchase food items for the month of April. With the entire country under lockdown, Gujarat govt. has taken this important decision for poor families.

Around 60 lakh families or 3.25 crore individuals holding ration cards will get food items under Free Ration Scheme in Gujarat. This includes 3.5 kg wheat and 1.5 kg rice per person and 1 kg of pulses, sugar and salt per family free of cost from April 1. The chief minister said his government is concerned about the state’s poor families and will continue to take decisions to ensure they do not face hurdles during the lockdown.

As works have been closed for 21 days, poor families earning daily livelihood face great problems. CM said that the sensitive government understands this and will take more such decisions in future so such people do not face face much hurdle. CM Vijay Rupani also requested people to stay indoors for 21 days. Gujarat govt. has so far reported 38 cases of Coronavirus and one death due to COVID-19. The entire state is under lockdown.

Haryana Govt. Initiatives to Tackle Coronavirus (COVID 19)

Farmers – In Haryana, govt. is aware that mustard crop is almost ready for harvesting and wheat harvest season is also not far. But there would be delay in procurement of crops due to COVID 19 lockdown. The state govt. wants to assure farmers that every single grain of agricultural produce will be procured. From 15 April 2020, govt. will start of procurement of mustard and April 20 for the wheat crop. This announced extension in the last date of repayment of cooperative loans by farmers from April 15 till the procurement of their crops and he assured that no interest would be charged from them for the extended period.

Doctors – The state govt. will provide ex-gratia amount for doctors performing duty on COVID-19 patients. These doctors will get Rs. 50 lakh from Rs. 10 lakh as announced earlier. Moreover, ex-gratia of Rs. 30 lakh would be given to nurses and Rs. 20 lakh for others.

Lab Setup – CM said that 5 labs had already been setup in the state to test COVID 19 and 2 more would be setup very soon.

Beds for Isolation – Haryana govt. has setup 2,500 beds for isolation of COVID 19 patients in the state. Moreover, around 6,500 beds have been setup to provide quarantine facility to suspected patients.

Haryana COVID Relief Fund – CM Manohar Lal Khattar said that 5.84 crore had already been collected for the Haryana Covid Relief Fund. As many as 2,000 people had thus far contributed to it and more people are likely to contribute in the next few days.

Delhi govt. starts Grocery / Milk / Medicine Shop Registration for Coronavirus (COVID 19) lockdown e-passes. Now people who provides essential services such as kiryana, milk sellers, vegetable vendors, chemist, private sector employees can apply to get curfew pass. Such people can get Lockdown pass through WhatsApp or at district magistrate (DM) offices. Arvind Kejriwal’s govt. has provided this solution to those engaged in essential services who needs to go out during COVID 19 lockdown who are being stopped by the police.

The state government of Delhi is now issuing e-passes to such employees as well as residents stuck outside the city or in border areas. Delhi district administration on 26 March 2020 has introduced colour coding mechanism to streamline process of issuing electronic passes (e-pass) for those working to provide essential services in the national capital.

LG Anil Baijal said that govt. will ensure strict implementation of lockdown in Delhi and CM Kejriwal urged people to stay at home.

किसान के लिए इनसेंटिव योजना – जैसा की आप जानते हैं कि सरसों की फसल कटाई के लिए लगभग तैयार है और गेहूं की फसल का मौसम भी अब ज्यादा दूर नहीं है पर महामारी के चलते देश में लॉकडाउन है जिससे फसलों की खरीद में देरी होगी। इसीलिए हालात सामान्‍य होने पर किसानों की पूरी फसल खरीदी जाएगी उन्हे आसवासन देते हुए कहा की कृषि उपज का हर एक अनाज खरीदा जाएगा। खरीद में देरी होने पर किसानों के जिए इनसेंटिव योजना लाई जाएगी। इसके साथ ही किसानों के ऋण पर जो भी किश्त है उसके ऊपर किसी भी तरह का ब्याज नहीं लिया जाएगा।

डॉक्टर – COVID-19 रोगियों के लिए ड्यूटी करने वाले डॉक्टरों के लिए 50 लाख रूपये का बीमा कराया जाएगा। इसके साथ जो नर्स हैं उन्हे भी 30 लाख रूपये का बीमा दिया जाएगा। उन्‍होंने कहा कि प्रदेश में अभी कोराेना की टेस्टिंग के लिए पांच लैब हैं और इनकी संख्या बढ़ाई जा रही है।

आइसोलेशन बेड – हरियाणा में COVID 19 रोगियों के लिए आइसोलेशन बेड की संख्या 2,500 बेड हैं। जिनको बढ़ाकर 6,500 किया जा रहा है।

हरियाणा मुख्यमंत्री परिवार समृद्धि योजना – के लाभार्थियों के लिए मुख्यमंत्री मुद्रा योजना के तहत पंजीकृत लगभग 12.56 लाख लोगों को सीधे पैसे ट्रान्सफर किए जाएंगे।

Reserve Bank of India (RBI) has announced a slew of measures on 27 March 2020 to tackle Coronavirus (COVID 19) outbreak in India. RBI has put EMI on all outstanding loans on hold as well as reduced repo, reverse repo rate. EMI on All Outstanding Loans Put on Hold

RBI has announced a moratorium of 3 months of EMIs on all outstanding loans due with banks. The official statement is that “All commercial, regional, rural, NBFCs and small finance banks are being permitted to allow 3-month moratorium on payment of installments in respect of all term loan EMIs outstanding on 31 March 2020”. For the upcoming 3 months, no EMI shall be deducted from anyone’s bank account who has outstanding loans.

All the EMIs will resume after the moratorium period gets over. It is going to be a huge relief for all EMI payers especially for self employed persons. All such people whose income had become uncertain in the wake of lockdown. The 3 month moratorium will apply to corporate loans, home loans as well as car loans. All the personal loans would also qualify for this EMI relief by RBI. However, it is important to note that credit card dues would not be a part of this moratorium as it is not a term loan.

Repo / Reverse Repo Rate Reduced by RBi amidst Coronavirus Outbreak

RBI calls fight on Coronavirus as a war and it is a fight never seen before. RBI governor has outlined the risks of COVID 19 fight to Indian economy. Now the RBI is laying emphasis on the need to keep credit flowing to stressed areas of economy. Repo rate has been reduced by 75 basis points to 4.4% while reverse repo rate is also cut by 90 bps to 4%. RBI also maintains accommodative stance as long as necessary to ensure that inflation remains within target.

RBI governor said that big recession coming all over the world and India will not be immune. This depends on how India will respond to situation. Global slowdown can make things difficult for India also inspite of some help from falling crude prices. The food price may soften further on record crop, aggregate demand may weaken and can further ease core inflation.

Injection into Liquidity Flow By RBI

RBI Governor Shaktikanta Das has announced a 3 way liquidity injection into Indian economy which are as follows:-

1. Auction of targeted long term repo operations of 3-year tenor for total amount Rs. 1,00,000 crore at floating rate.
2. Reduction of CRR for all banks by 100 basis points. RBI is going to release Rs. 1,37,000 crore across banking system.
3. Accommodation under Marginal Standing Facility to be increased from 2% from SLR to 3% with immediate effect till 30 June 2020. It will release Rs 1.37 lakh crore into the system.

These 3 combined measures will make a total availability of Rs. 3,74,000 crore to Indian financial system. The country’s banking system is safe and sound and it would be false to link share prices to bank’s fate. Any Indian must not get worried about their bank deposits.

In last 1 year, RBI has cut down policy rates for 5 times but RBI had been on a pause since December 2019 keeping in view high inflation rate. How Corona Kavach App Works

The way which Corona Kavach Mobile App is supposed to work is simple and as follows:-

Central govt. has decided to provide 3 months pension in advance to around 3 crore widows, senior citizens and differently abled persons. The Old age / Widow / Disabled Pension beneficiaries will get advance pension in 1st week of April 2020. This decision comes as govt. feels that people needs money in cash to tackle Novel Coronavirus Pandemic. The central govt. led by PM Narendra Modi had earlier announced national level lockdown in which people are required to stay at their homes to curb COVID 19 menace.

This 3 Months Advance Pension amount for elderly, vidhwa and viklang jan is required to sustain their livelihood during this difficult times. Till 7 Arpil 2020, the central govt. will release the advance pension money directly to the pension bank accounts of beneficiaries.

The transfer of advance pension money will be done through the Direct Benefit Transfer (DBT) Mode.

3 Months Advance Pension to Senior Citizens / Vidhwa / Viklang

After the announcement of 21 day lockdown over Novel Coronavirus (COVID 19), govt. will now provide 3 months pension in advance to old age / widow / disabled beneficiaries. The senior citizens, widow and persons with disabilities can utilize this amount while staying at home. Govt. wants to ensure that there is no shortage of cash, food items, ration, vegetables during curfew in the country. Moreover, the people who are most susceptible to this diseases must stay at home and come out victorious after lockdown is over.

Under the National Social Assistance Program (NSAP), central govt. provides monthly pension to the poor senior citizens, widows and differently abled. NSAP programme comes under the Ministry of Rural Development of Indian government. There are around 2.98 crore beneficiaries who receives pension every month. The pension amount are transferred into beneficiary bank accounts through DBT mode.

The centre has now decided to give three months pension in advance to all the 2.98-crore beneficiaries by the first week of April 2020. Now let’s check the amount which would be given to beneficiaries:-

• Senior Citizens (Old Age Pension) – As per the NSAP, each elderly citizen in the age group of 60 to 79 years gets Rs. 200 per month. Moreover, Rs. 500 per month is given to senior citizen beneficiaries whose age is above 80 years.
• Vidhwa (Widow Pension) – As per NSAP, each widow women in the age group of 40 to 79 years gets Rs. 200 per month while Rs. 500 per month is given to widow women above 80 years of age.
• Viklang (Disabled Pension) – For the differently-abled, the pension is fixed at Rs. 300 per month up to 79 years of age and Rs. 500 for 80 years and above.

Along with this pension, Finance Minister had also announced an ex-gratia amount of Rs. 1,000 over the next 3 months and it will be given in two installments. This ex-gratia amount will be over and above the pension which is given on a monthly basis.

All the Haryana citizens can apply online for lockdown passes to facilitate their movement during COVID 19 curfew but it must be ensured that people move out only if it is required. This decision to provide citizen movement pass will be taken after request of people to go outside for purchase of essential items nearby them.

How to Apply / Register for COVID-19 Lockdown Pass in Haryana

Below is the complete procedure to apply online and fill registration form for COVID-19 lockdown pass.

  • After reaching at the homepage of Sarak Haryana Portal, users will have to do online registration at Saral Haryana portal and then login to apply for coronavirus lockdown passes.

Maharashtra CM Uddhav Thackeray has announced the launch of Shiv Bhojan Yojana for poor people across the state. In this Rs. 10 Meal Canteen Scheme, the state govt. will provide Shiv Thali to needy one at price of just ten rupees. This Shiv Food Scheme is named after the Shivaji Maharaj who was the king of the poor. Hinduhridaysamrat Balasaheb Thackeray Anna-rath would be operational in Maharashtra after launch of Shiv Meal Scheme.

The state govt. of Maharashtra will initially launch Shiv Bhojan Yojana for Rs. 10 from 50 places. In the next phase of Shiv Rs. 10 Meal Scheme, the state govt. will expand the scheme to other areas.

Latest Update – In the wake of nation-wide Coronavirus (COVID-19) lockdown, the state govt. of Maharashtra has decided to provide meals at Rs. 5 to 1 lakh people daily. This scheme will run for the 3 months and will ensure that poor people particularly daily wagers will not remain hungry.

Maharashtra Shiv Bhojan Yojana 2020 (Rs. 10 Thali Scheme)

Shiv Bhojan Yojana is announced by the Maharashtra CM Uddhav Thackeray to provide food to poor people at subsidized price of ten rupees. This subsidized Rs. 10 Meal Canteen Scheme to be implemented by Hinduhridaysamrat Balasaheb Thackeray Anna-rath which would be started by the government. The Shiv Food Thali Scheme will start from the next year i.e 2020. The Rs. 10 Shiv Meal Scheme is part of the MVA government’s official common minimum programme (CMP).

The Hinduhridaysamrat Balasaheb Thackeray Anna-rath are those vehicles from where the Rs. 10 Shiv Meal Yojana will be implemented. These food vans will serve meals at subsidized prices to needy and marginalised people. The meal would be known as Shiv Thali and include 3 chapatis, a vegetable dish, a portion of rice-dal/curry and a sweets preparation. The menu for Shiv Bhojan Yojana will be changed every day.

This Shiv Thali Scheme will follow the similar lines of Tamil Nadu Amma Canteen, AP Anna Canteen Scheme & Karnataka Indira Canteen Scheme.

केंद्र सरकार के संस्‍कृति मंत्रालय ने वित्‍त वर्ष 2018-19 और 2019-20 के लिए 325 करोड़ रुपये की लागत से सेवा भोज योजना शुरू करने का फैसला किया है। इस सरकारी योजना का मुख्य फोकस धर्मार्थ संस्थाओं के वित्तीय बोझ को कम करना है। संस्कृति मंत्रालय की सेवा भोज योजना पवित्र स्थानों में भोजन / प्रसाद / लंगर (सामुदायिक रसोई)/ भंडारे करने के लिए घी / तेल / आटा / मैदा / रवा, चावल, दाल, चीनी, बुरा / गुड जैसी कच्‍ची सामग्री पर माल और सेवा कर (जीएसटी) माफ करेगी। योजना का लाभ लेने के लिए धर्मार्थ संस्थानों को दर्पण पोर्टल पर ऑनलाइन पंजीकरण करना पड़ेगा। जिसकी प्रक्रिया आप नीचे आर्टिक्ल में पढ़ सकते हैं।

केंद्र की सेवा भोज योजना से कच्ची सामग्री की खरीदारी पर केन्‍द्रीय वस्‍तु और सेवाकर (सीजीएसटी) और एकीकृत वस्‍तु और सेवाकर (आईजीएसटी) को माफ कर दिया जाएगा या फिर लौटा दिया जाएगा। इससे लोगों / श्रद्धालुओं को बगैर किसी भेदभाव के निशुल्‍क भोजन / प्रसाद / लंगर (सामुदायिक रसोई) / भंडारा प्रदान करने में किसी भी तरह की परेशानी का सामना नहीं करना पड़ेगा।

मोदी सरकार के इस निर्णय से देश में बहुत से धार्मिक संस्थाओं को फायदा मिलेगा जिससे उनके धार्मिक कार्य में भी किसी तरह की रुकावट नहीं आएगी।

सेवा भोज योजना दर्पण पोर्टल ऑनलाइन पंजीकरण

सभी धार्मिक संगठनों को योजना का लाभ लेने के लिए अपने आप को नीति आयोग के एनजीओ दर्पण पोर्टल पर रजिस्टर करना होगा, ऑनलाइन रजिस्ट्रेशन करने की पूरी प्रक्रिया आप नीचे देख सकते हैं:

• सबसे पहले आपको दर्पण ngodarpan.gov.in पोर्टल पर जाना होगा।
• वेबसाइट के मुख्य पेज पर दाईं ओर “Login / Register” के ऑप्शन पर क्लिक करना होगा।

Seva Bhoj Yojna 2018

सभी पात्र संस्‍थानों द्वारा दर्पण पोर्टल पर ऑनलाइन पंजीकरण करने के बाद मंत्रालय को प्राप्‍त हुए सभी आवेदनों की जांच करने के चार सप्‍ताह के भीतर धार्मिक संगठन को विशेष सामग्रियों पर सीजीएसटी और आईजीएसटी का हिस्सा केन्‍द्र सरकार द्वारा वापस लौटा दिया जाएगा।

सेवा भोज योजना के लिए जरूरी पात्रता व शर्तें

प्रसाद, लंगर पर माल और सेवा कर (जीएसटी) माफ करवाने के लिए धार्मिक संस्थानों को निम्न्लिखित पात्रता व शर्तों को पूरा करना होगा:

• वित्‍तीय सहायता/अनुदान के लिए आवेदन करने से पहले मंदिर, गुरूद्वारा, मस्जिद, गिरिजाघर, धार्मिक आश्रम, दरगाह, मठ जैसे परोपकारी धार्मिक संस्‍थानों को 5 वर्षों तक कार्यरत होना जरूरी है।
• परोपकारी धार्मिक संस्‍थानों में कम से कम 5,000 लोगों को निशुल्‍क भोजन कराया जाता हो।

• GST Waiver Scheme Langar

• आयकर की धारा 10 (23बीबीए) के तहत आने वाले संस्‍थान या सोसायटी पंजीकरण अधिनियम (1860 की XXI) के अंतर्गत सोसायटी के रूप में पंजीकृत संस्‍थान इसके लिए पात्र होंगे।
• इसके अलावा आयकर अधिनियम की धारा 12 एए के तहत भी पंजीकृत संस्‍थान इस योजना के तहत अनुदान पाने के पात्र होंगे।

Maharashtra government has decided to include Coronavirus Treatment under its flagship MJPJAY health care scheme from 1 April 2020. Now all the COVID-19 patients in the state will get treatment under Mahatma Jyotiba Phule Jan Arogya Yojana 2020. Earlier MJPJAY scheme was called as Rajiv Gandhi Jeevandayee Arogya Yojana (RGJAY). This decision is taken in the wake of increasing number of COVID-19 patients in the state.

This Coronavirus Treatment under Mahatma Jyotiba Phule Jan Arogya Yojana will ensure that no one in the state particularly poor people are deprived of COVID-19 treatment. The MJPJAY scheme was launched to improve access of BPL / APL families to quality medical care for identified specialty services. This includes hospitalization for surgeries and therapies or consultations through an identified network of health care providers.

The insurance policy/coverage under the MJPJAY can be availed by all eligible beneficiary families residing in any of 36 districts of Maharashtra. Mahatma Jyotiba Phule Jan Arogya Yojana covers 971 surgeries / therapies / procedures along with 121 follow up packages in following 30 identified specialized categories.

Maharashtra COVID-19 Treatment under Mahatma Jyoti Phule Jan Arogya Yojana

The state govt. of Maharashtra has decided to include Coronavirus treatment under Mahatma Jyotiba Phule jan Arogya Yojana. For more details about MJPJAY scheme, visit the official website at jeevandayee.gov.in. All diseases under the Mahatma Jyotiba Phule Jan Arogya Yojana shall be covered from day one. A person suffering from disease prior to the inception of the policy shall also be covered under approved procedures for that disease.

All the families belonging to any of 36 districts in Maharashtra holding Yellow Ration Card, Antyodaya Anna Yojana Card (AAY), Annapurna Card and Orange Ration Card are eligible. Moreover, farmers from 14 agriculturally distressed districts of Maharashtra (Amravati, Akola, Aurangabad, Buldhana, Beed, Hingoli, Jalna, Nanded, Latur, Osmanabad, Parbhani, Wardha, Washim and Yavatmal) would also be eligible.

Previously, the state govt. of Maharashtra announced that all groceries, milk, vegetables and chemist shops will remain open to avoid panic like situation during COVID-19 lockdown. As another initiative, the state govt. will now provide meals thali at Rs. 5 under Shiv bhojan Yojana for 1 lakh people daily.

As on 30 March 2020, the number of coronavirus cases rises to 1,071 in India. 29 deaths have been reported so far. 100 patients have recovered. In order to deal with the number of rising COVID 19 cases, the state govt. of Maharashtra has made its preparations and is ensuring that all people gets appropriate treatment in the hour of need.

केंद्र सरकार ने वन धन विकास योजना को वित्त वर्ष 2018-19 में शुरू किया था जिसको अब आगे बढ़ा कर वर्ष 2020 में 3000 वन धन केंद्रों की स्थापना करने जा रही है। इस सरकारी योजना को स्‍वयं प्रधानमंत्री नरेंद्र मोदी ने 14 अप्रैल 2018 को संविधान के निर्माता श्री बाबा साहेब भीमराव अंबेडकर के जन्‍मदिवस पर लॉन्च किया था। जिसमें अब विस्तार करके मोदी सरकार वन धन केंद्र स्थापित करने जा रही है।

केन्द्रों का निर्माण करने के लिए जनजातीय कार्य मंत्रालय पूरे देश में 30,000 स्वयं सहायता समूह स्थापित करेगा। जिसका मुख्य फोकस वन संपदा (गैर-लकड़ी उत्पादन) का विकास करना होगा और देश में लकड़ी के उत्पादों को बनाने के लिए पेड़ों को काटने पर प्रतिबंध लगाने का काम करेगी। इसके साथ ही वनों का विकास करना भी मुख्य लक्ष्य होगा।

वन धन मिशन गैर-लकड़ी के वन उत्पादन का उपयोग करके जनजातीय समुदाय के लोगों के लिए आजीविका के साधन उत्पन्न करने की पहल है। जंगलों से प्राप्त होने वाली संपदा, जो कि वन धन है, का कुल मूल्य दो लाख करोड़ प्रतिवर्ष है। वन धन विकास योजना के पहले चरण में सरकार 115 आकांक्षात्मक जिलों में काम शुरू करेगी और बाद में इसे सभी जनजातीय क्षेत्रों में लागू किया जाएगा। वन धन योजना, जन धन योजना और गोबर धन योजना मोदी सरकार की प्रमुख योजनाओं में से एक हैं।

वन धन योजना केंद्र – विशेषताएँ

वन धन केंद्र जनजातीय क्षेत्र के लोगों के लिए उनकी आय को बढ़ाने के उद्देश्य से कार्य करेंगे, जिनकी कुछ महत्वपूर्ण विशेषताएँ इस प्रकार हैं:

• आरंभ में इन केन्द्रों में टेमारिंड ईंट निर्माण, महुआ फूल भंडारण केंद्र तथा चिरौंजी को साफ करने एवं पैकेजिंग के लिये प्रसंस्करण सुविधाएं उपलब्ध होंगी।
• ट्राइफेड(ट्राइबल कोआपरेटिव मार्केटिंग डेवलपमेंट फेडरेशन ऑफ इंडिया) ने छत्तसीगढ़ के बीजापुर ज़िले में इस प्रायोगिक विकास केंद्र की स्थापना का कार्य सीजीएमएफपी फेडरेशन को सौंपा है तथा बीजापुर के कलेक्टर इनके बीच समन्वय ठीक से बना रहे इसका कार्य करेंगे।
• जनजातीय लाभार्थियों के चयन एवं स्वयं सहायता समूह (एसएचजी) के निर्माण का कार्य टीआरआईएफईडी द्वारा आरंभ कर दिया गया है। 10 अप्रैल, 2018 से इसका प्रशिक्षण आरंभ होने का अनुमान है।
• आरंभ में वन धन विकास केंद्र की स्थापना एक पंचायत भवन में की जा रही है जिससे कि प्राथमिक प्रक्रिया की शुरुआत एसएचजी द्वारा की जा सके। इसके अपने भवन के पूर्ण होने के बाद केंद्र उसमें स्थानांतरित हो जाएगा।
• वन धन विकास केंद्र एमएफपी के संग्रह में शामिल जनजातियों के आर्थिक विकास में एक महत्त्वपूर्ण मील का पत्थर सिद्ध होगा जो उन्हें प्राकृतिक संसाधनों का ईष्टतम उपयोग करने और एमएफपी समृद्ध ज़िलों में टिकाऊ एमएफपी आधारित आजीविका उपयोग करने में उनकी सहायता करेंगे।
• गौण वन उपज (एमएफपी) वन क्षेत्र में रहने वाले जनजातियों के लिये आजीविका के प्रमुख स्रोत हैं। समाज के इस वर्ग के लिये एमएफपी के महत्त्व का अनुमान इसी तथ्य से लगाया जा सकता है क्यूंकि वन में रहने वाले लगभग 100 मिलियन लोग भोजन, आश्रय, औषधि एवं नकदी आय के लिये एमएफपी पर निर्भर करते हैं।

देशभर के वन क्षेत्रों के जनजातीय ज़िलों में दो वर्ष में लगभग 3,000 वन धन केंद्र स्‍थापित किए जाएंगे। 50 प्रतिशत से अधिक जनजातीय आबादी वाले 39 ज़िलों में प्राथमिकता के आधार पर यह पहल शुरू करने का प्रस्‍ताव पहले ही शुरू किया जा चुका है। इसके बाद धीरे-धीरे योजना का विस्तार देश के अन्‍य जनजा‍तीय ज़िलों में किया जाएगा। इसके साथ-साथ यह भी प्रस्‍ताव किया गया कि वन धन एसएचजी के प्रतिनिधियों से गठित प्रबंधन समिति स्‍थानीय स्‍तर पर केंद्रों का प्रबंधन करेगी।

वन धन विकास योजना केन्‍द्रीय स्‍तर पर महत्त्‍वपूर्ण विभाग के तौर पर जनजातीय कार्य मंत्रालय और राष्‍ट्रीय स्‍तर पर महत्त्वपूर्ण एजेंसी के रूप में ट्राइफेड के माध्‍यम से लागू की जाएगी। योजना के कार्यान्‍वयन में राज्‍य स्‍तर पर एमएफपी के लिये राज्‍य नोडल एजेंसी और ज़मीनी स्‍तर पर ज़िलाधीश महत्त्वपूर्ण भूमिका निभाएंगे।

वन धन विकास योजना केंद्र – उद्देश्य

वन धन केन्द्रों के कुछ मुख्य उद्देश्य निम्न्लिखित हैं जो जनजातीय समुदाय के लोगों के लिए जमीनी स्तर से आर्थिक स्तर पर काम करेंगे:

• इस पहल का उद्देश्‍य प्राथमिक स्‍तर पर एमएफपी में मूल्‍य वृद्धि कर ज़मीनी स्‍तर पर जनजातीय समुदाय को व्‍यवस्थित करना है।
• इसके तहत जनजातीय समुदाय के वनोत्‍पाद एकत्रित करने वालों और कारीगरों की आजीविका आधारित विकास को बढ़ावा देने पर ज़ोर दिया गया है।
• इस पहल के ज़रिये गैर लकड़ी वन उत्पाद की मूल्‍य श्रृंखला में जनजातीय लोगों की भागीदारी वर्तमान में 20 प्रतिशत है जिसे बढ़ाकर लगभग 60 प्रतिशत करने की उम्‍मीद है।
• एमएफपी या अधिक उपयुक्त के रूप में उल्लिखित गैरलकड़ी वनोत्पाद (एनटीएफपी) देश के लगभग 5 करोड़ जनजातीय लोगों की आय और आजीविका का प्राथमिक स्रोत है।
• गौरतलब है कि देश में अधिकतर जनजातीय ज़िले वन क्षेत्रों में हैं। जनजातीय समुदाय पारंपरिक प्रक्रियाओं से एनटीएफपी एकत्रित करने और उनके मूल्यवर्धन में पारंगत होते हैं।
• यही कारण है कि स्थानीय कौशल और संसाधनों पर आधारित जनजातीय लोगों के विकास का यह आदर्श मॉडल एनटीएफपी केंद्रित होगा।

इस योजना को लागू करने के पीछे भारत सरकार व जनजातीय मंत्रालय आदिवासी लोगों की आय में वृद्धि करना चाहता है क्यूंकि आदिवासी समाज आधुनिक क्षेत्र से कटे हुए होते हैं तो उनके पास वनों के उत्पादों से होने वाली आय के अलावा कोई अन्य साधन नहीं होता। जनजातीय कार्य मंत्रालय देश के आदिवासी समुदाय की दशा और दिशा को हर हाल में सुधारने के लिए निरंतर कार्य कर रही है। इसी बात को ध्‍यान में रखते हुए वन धन विकास केंद्रों का निर्माण शुरू किया गया है।
