Assam Micro Finance Incentive and Relief Scheme 2021 – AMFIRS Microfinance Loan Waiver for Women

Assam government has rolled out an ambitious AMFIRS Microfinance Loan Waiver Scheme for women. The new scheme namely, Assam Micro Finance Incentive and Relief Scheme 2021 is likely to benefit around 24 lakh women across the state. CM Himanta Biswa Sarma has launched Assam Microfinance Loan Maaf Yojana on 28 November 2021.

Assam Micro Finance Incentive and Relief Scheme (AMFIRS) 2021

CM announced the beginning of Assam Micro Finance Incentive and Relief Scheme 2021 (AMFIRS) on Nov 28 and ceremonially handed over cheques to five beneficiaries from Sonitpur district. CM mentioned that “We are able to fulfil our election promise of microfinance loan relief within 6 months from returning to power and the state government will continue to march forward with the same zeal in the future as well.”

Assam Microfinance Loan Maaf Benefits

The Assam Microfinance Loan Maaf Scheme 2021 will benefit 24 lakh women in the state. Around 59,468 of the beneficiaries of AMFIRS Microfinance Loan Waiver Scheme will be from Sonitpur district who will receive a one-time incentive amounting from Rs. 16,000 to Rs 25,000 each.

AMFIRS Microfinance Loan Waiver Scheme Phase 1 Launch

The chief minister inaugurated the first phase of AMFIRS Microfinance Loan Waiver Scheme for those borrowers, who have been repaying their debt regularly. CM said “They will be provided with a one-time incentive up to Rs. 25,000 or the outstanding balance, whichever is less. This is an incentive for them to maintain good credit discipline. Altogether, 11 lakh women will benefit in this phase of the programme”.

On 29 November and 30 November 2021, beneficiaries of eight districts — Sonitpur, Charaideo, Sivasagar, Jorhat, Majuli, Golaghat, West Karbi Anglong and Dima Hasao — are provided with their due incentives through account payee cheques. The Assam Cabinet had on 30 September 2021 approved Rs. 1,800 crore to waive microfinance loans availed by poor women in the first phase.

Assam Microfinance Loan Maaf Scheme Phase 2

In the second stage, benefits of Assam Microfinance Loan Maaf Scheme will be extended to borrowers whose payments are overdue by less than 90 days and loan accounts are not classified as non-performing assets (NPA). The state government will pay the overdue amounts to borrowers in these cases. Borrowers whose accounts have become NPA will be covered in the third phase of Assam Micro Finance Incentive and Relief Scheme 2021. The government will consider providing partial or full relief based on evaluation.

Pre Election Promise for Assam Microfinance Loan Waiver Scheme

During the assembly election campaign in March-April 2021, CM Himanta Biswa Sarma had said all the microfinance loans of women would be waived if the BJP-led coalition returned to power, but after assuming the office he said it was a “political statement, but not a government promise”. The opposition parties had attacked the government for its “U-turn” in waiving the loans as promised by the BJP and said the saffron party has “cheated” the people.

The state government had on August 24 signed an agreement with 38 microfinance institutions and banks for a Rs 12,000-crore AMFIRS. While presenting the state budget for 2021-22, Assam Finance Minister Ajanta Neog had said almost 26 lakh borrowers took loans worth Rs 12,500 crore from various MFIs and the bulk of this portfolio is in rural areas.

2 BHK Housing scheme is a flagship scheme of Telangana Government to provide affordable 2BHK houses to eligible beneficiaries in the state. In this article, we will tell you about the Telangana 2BHK Housing Scheme online application form, eligibility criteria, cost, pattern, design of houses, selection process, reservation process and complete details. All those beneficiaries who wish to avail a double bedroom house in the TS state can apply online and make registration for 2 BHK housing scheme at official website at 2bhk.telangana.gov.in.

Latest Guidelines for 2BHK Housing Scheme in Telangana

Government have committed to provide 2 Bed Room Houses to all the houseless poor families in the State through 2 Bed Room Housing Programme in a phased manner. Each house will consist of 2 Bed Room, Hall, kitchen and two toilets (bath-cum-WC) (2BHK). Accordingly the following guidelines are issued for implementation of the programme by the District Collectors and Commissioner, Greater Hyderabad Muncipal Corporation.

Eligibility Criteria for Selection of Beneficiaries

  • Beneficiary family should be a BPL family having a valid Food Security Card with a number on her / her spouse name / his name (in case of widow/ widower/ Physically challenged.).
  • House will be sanctioned in the name of house wife of the family.
  • Houseless Families and families living presently in Huts, Katcha houses or in Rented houses.
  • The following SC/ST/Minorities caste composition (of available eligible SC/ST/Minorities) shall be adhered to in selection of beneficiaries in each Assembly Constituency and the overall composition shall be maintained for the district as a whole.

Rural: SC /ST – 50%, Minorities – 7% and balance for others.
Urban: SC – 17%, ST – 6%, Minorities – 12% and balance for others.

(The percentages indicated are minimum and can exceed to the extent required wherever such a scenario arises).

Selection of Gram Panchayats / Wards and Selection of Beneficiaries

a. A District Level Committee will be constituted with the MLAs of the District under the Chairmanship of the Minister of the
District, and the District Collector will be the convener of the Committee for the purpose of implementation of 2 Bed Room Housing Programme.
b. The Committee will finalize G.Ps/ULBs (Wards) and number of houses allotted to G.Ps/ULBs (Wards) for each Assembly
Constituency, where 2 Bed Room Housing Programme will be implemented. The number of houses allotted shall not be more than the sanctions given to each Constituency. The minimum caste composition for SC/ST and Minorities will be decided for each GP/ULB (Ward) by the Committee. Overall caste composition in allotment of houses shall be maintained for the district as a whole.
c. The District Collector will prepare the schedule to GPs/ ULBs for calling applications and conducting Grama Sabhas/Ward Sabhas for making preliminary scrutiny of applications as per the eligibility criteria for allotment of houses under 2 Bed Room Housing Programme.
d. Preliminary scrutinized eligible list of the applicants will be forwarded to the Tahsildar of that Mandal for the thorough verification. Tahsildar after verification will submit the eligible list of applicants to the District Collector.
e. As per the schedule given by the District Collector, the list finalized by the Tahsildar will be again placed in the Grama Sabha/Ward Sabha for conduct of drawal of lots to select beneficiaries for sanction of 2 Bed Room Houses. The drawal of lots will be done as per caste composition given by the District Collector for that particular G.P/ULB (Ward).
f. The list finalized by drawl of lots for each GP / ULB (Ward) will be placed before the District Level Committee for approval and
after approval the District Collector will issue sanction orders.
g. If any complaints are received on the selection process such complaints will be enquired by the District level officer
nominated by the District Collector and findings will be placed before the Committee and the orders passed by the Committee shall be final.
h. In case of Urban areas, guidelines issued under “Housing for All” by GOI shall be followed wherever funds are dovetailed with “Housing for All” scheme funds.

Additional Guidelines

  • The verification of applications received for allotment of 2BHK shall be cross verified with the available data of beneficiaries and ensure that aadhar card address must be within the respective village / municipality.
  • To exclude applicants who have benefited (allotted) under previous housing schemes namely rural housing, urban housing, indiramma, JnNURM, IHSDP, VAMBAY, RGK in the state duly taking the help of TSTS.
  • The guidelines of PMAY-HFA (U) shall be followed in the projects taken up in ULBs and the beneficiary particulars required as per Form-4B of PMAY HFA (U) shall be obtained from the selected beneficiaries.

Pattern, Design and Cost of TS 2BHK Housing Scheme

Pattern of construction

  • While selecting sites for housing construction, the District Collector have to identify most suitable Government land available if any, abutting to the village/ Municipality to take up housing in layouts.
  • In Rural areas, independent houses shall be taken up with an individual plot area of 125 Sq.yds. If land is scarce, the District Collectors may consider for G+1 houses in major Gram panchayats.
  • In Urban areas, houses shall be taken up in G+ pattern. District Collectors/ Commissioner, Greater Hyderabad Muncipal Corporation shall consider land availability and decide on the number of floors to be taken up. G.O.Ms. 1493 dt1.12.2007, Revenue (Asst.POT) Dept may be followed for house-sites within 2Kms of mandal headquarters.
  • In case of G+ houses, allotment of flats shall be done by way of lots. Families with Physically challenged persons (PHCs) shall be allotted in the Ground floor.

Design

  • Each house will have 2 Bed Rooms, hall, kitchen and two toilets (bath-cumWC) with a plinth area of 560 sq.ft. (in Rural it includes area of staircase and in Urban it includes stair case & common area).
  • Two lofts for storage of house-hold goods shall be provided in each house.
  • Kitchen shall have kitchen platform .
  • The type design of 2 BHK for 560 Sft. is indicated in annexure enclosed. In rural areas toilets can be within the house or outside the house.
  • District Collectors can access funds from NREGS or Swatch Bharat for construction of toilets

Cost

The cost of construction per flat/ house shall not be more than Rs.5.30 lakhs in Urban areas and 5.04 lakhs in Rural areas which includes all basic facilities of Water supply, Sanitary and Electric connections and stair case. Construction cost includes all statutory taxes. The cost of construction is expected to be less than Standard Schedule of Rates (SSR) due to economies of scale, uniform design and due to supply of sand to be made available by the District Collectors under weaker section housing programme as per extant instructions issued by the Govt time to time. District Collector may issue permits to the successful bidder to the extent of sand requirement.

The unit cost of houses in the 2 BHK scheme without the Infrastructure component is as follows and it shall be applicable only for the future tenders including second & subsequent calls for the entire 2BHK Programme in the State.

2BHK Housing Scheme Unit Cost

Administrative Sanction, Technical Sanction and Execution

  • District Collector shall select any Engineering Department in the district to execute 2 Bed Room Housing programme. The selected engineering department shall prepare Estimates for each colony for construction of Houses and infrastructure . In case of urban areas which are dovetailed with Housing For All (HFA) DPR shall be prepared as per the instructions issued by Director MEPMA.
  • The District Collector is empowered to accord Administrative sanction for projects under 2 Bed Room Housing Programme up to Rs.150 crores in relaxation of existing PWD Codal provisions. The work shall be entrusted to the Executing Engineering department under intimation to the respective Head of the Department.
  • The Tender Approval Committee shall be constituted by the District Collector as himself/herself as chairperson, Superintending Engineer of executing department as member convener and with other members as he deemed fit.
  • The Superintending Engineer of the Engineering department selected by the District Collector to execute the Project, is empowered to issue Technical sanction up to Rs. 150 crores in relaxation of existing PWD Codal provisions and to call for tenders on e-procurement platform as per procedures in vogue in Government departments.
  • Tenders may be called by clubbing several locations together based on the Geography, Size of the Project and Operational feasibility. Price escalation is not permitted under this programme.
  • Tenders shall be called jointly for Housing and infrastructure. A construction schedule shall be given to ensure sequential completion of the project including infrastructure.
  • Each tendered work shall be completed within 6 months.
  • The District Collector who is the Chairman of the Tender Approval Committee is empowered to finalise and approve tenders upto Rs.150 crores for 2 Bed Room Housing Programme in relaxation of PWD Codal procedures.
  • The District Collector shall issue work orders to the successful bidder.
  • The executing Engineering department will execute the work as per Standard Engineering procedures.
  • Work bills shall be raised once in a month or on achieving 10% of ECV.
  • In GHMC area, administrative sanction, tender approval, execution of the Programme and Project monitoring and quality control shall be done by the Commissioner, Greater Hyderabad Muncipal Corporation duly following the established procedures in Greater Hyderabad Muncipal Corporation and shall seek the orders of the Muncipal Administration &Urban Department in Government, wherever required, in this regard.

Project Monitoring and Quality control of TS 2 BHK Housing Scheme

a. The District Collector shall constitute a District Monitoring Committee to monitor the progress of 2 Bed Room Housing Programme and to sort-out issues arising time to time.

b. The District collector shall ensure Quality Control of 2 Bedroom Housing Programme through the Engineering Department executing the programme. The Engineering Department executing the Programme shall follow the regular Department Quality Control procedures and submit periodical reports to the District Collector or whenever required by the District Collector.

All the District Collectors/Commissioner, Greater Hyderabad Muncipal Corporation are requested to take immediate action for implementation of 2 Bed Room Housing Programme duly following the above guidelines.

2 BHK Housing Scheme Merger With PM Awas Yojana (PMAY) in Telangana

Telangana govt. 2BHK Housing Scheme or Dignity Housing Scheme is offering homes to eligible beneficiaries absolutely free of cost. This two BHK scheme was introduced in October 2015 in order to ensure shelter to poor people. Now the state govt. will link 2 BHK housing scheme with Pradhan Mantri Awas Yojana (PMAY). In the Telangana state, flats priced b/w Rs. 5 lakhs to Rs. 8.65 lakhs are given free of cost to beneficiaries. The main purpose to merge 2 BHK Housing Scheme with PMAY is to utilize funds for construction. On merger of these 2 schemes, Rs. 1.5 lakh per unit from PMAY funds would be able to flow into state’s scheme.

Telangana 2BHK Housing Scheme Application Forms

Each house being constructed under the 2BHK housing scheme will consist of 2 Bedrooms, 1 Hall, One Kitchen and Two toilets with a plinth area of 560 Sq.ft. The estimated cost of the house is Rs. 5.30 Lakh in urban area excluding the infrastructure cost. The pattern of the housing units construction would be G+1 to G+9 based upon the type of land at site of construction.

How to Apply for 2BHK housing scheme in Telangana

Reservation Pattern in Telangana 2BHK Housing Scheme

Allotment of houses under the 2BHK housing scheme will be done on the lottery draw basis. The draw will be held among the eligible candidates for a particular category of house in any particular locality. Out of the total houses being constructed, 60% of the Houses are earmarked for Outright sale and 40% of houses for hire purchase.

Apply Online for Telangana CM Overseas Scholarship Scheme for Minorities at telanganaepass.cgg.gov.in. Telangana Minority Welfare Department is inviting registration for TS Chief Minister’s Overseas Scholarship Scheme for Minorities. Minority students enrolled in foreign universities for higher education (graduate/ doctorate) for the academic year 2021 (spring season and fall season) can apply for the scholarship.

What is Telangana CM Overseas Scholarship Scheme for Minorities

In order to be eligible for Telangana CM Overseas Scholarship Scheme for Minorities, the age of the applications should not exceed 35 years on 26 October 2021, and their parents’ income must not be more than Rs 5 lakhs. Applicants should also belong to the minority community and their percentage in previous course should not be less than 60 percent. The applicants must submit Aadhaar card, passport copy, proof of enrollment in foreign universities and xerox copy of bank pass book.

Eligibility Criteria for TS CM Overseas Scholarship Scheme for Minority Students

  • Applicant must be a permanent resident of Telangana.
  • He / She must belong to minority category.
  • Family income of applicant from all sources must not exceed Rs. 5 lakh per annum.
  • In case of employees, salary certificate from the employer is a must.
  • The maximum age under the scheme shall not exceed 35 years as on 1st July of the year of advertisement.

In all cases the Income Certificate must be obtained through MEE SEVA. A copy of the latest Tax Assessment as well as the latest monthly salary slip from the employer is also required to be enclosed with the application.

Educational Qualification

  • For Post Graduate Course: 60% marks or equivalent grade in foundation Degree in Engineering / Management / Pure Sciences / Agriculture Sciences / Medicine and Nursing / Social Sciences / Humanities.
  • For Ph.D. Courses: 60% marks or equivalent grade in P.G. course in Engineering / Management / Pure Sciences / Agriculture Sciences / Medicine / Social Sciences / Humanities.

One Child in a family one time Award: Not more than one child of the same parents / guardians will be eligible and to this effect a self certification will be required from the candidate. The awardee cannot be considered for the second or subsequent times as the individual can be awarded only once in a life time. Countries eligible under the Scheme: USA, UK, Australia, Canada, Singapore, Germany, New Zealand, Japan, France and South Korea.

Mandatory Requirements for Telangana Overseas Scholarship for Minority Students

  • He/ She should have a valid TOEFL / IELTS & GRE / GMAT;
  • He/she should have obtained admission in an accredited Foreign University;
  • Applicant should possess a valid Passport;
  • The candidates are required to make their own efforts in seeking admission in accredited University / Institution abroad;
  • The selected candidate has to join the concerned university within one year of communication of selection. On expiry of this specified period of time, the award will be automatically cancelled and come to an end. No request for extension of time for availing the award is permissible under the scheme;
  • The candidate shall not change the course of study or research for which the scholarship has been sanctioned;
  • It will be the responsibility of the candidate to obtain the appropriate visa for a country wherein one intends to study further under award from the scheme and the Visa issuing authorities may kindly see that only such type of visa be issued which only permits the candidate to pursue specified course abroad and thereafter the candidate returns to India;
  • The applications should be complete in all respects and should be accompanied by all relevant documents. The applications, incomplete in any respect, are liable to be rejected.

The student shall submit the following documents to apply online for Telangana CM Overseas Scholarship Scheme for minorities:-

Scholarship Amount

  • Fees: Fees shall be payable in Two instalments as follows:-
    • Instalment-I: An amount of Rs. 5.00 lakhs shall be payable to the students upon production of the landing permit / I-94 Card (Immigration Card);
    • Instalment-II: An amount of Rs. 5.00 lakhs shall be payable to the students upon production of the 1st Semester results.
  • Sanction proceedings mentioning that Rs. 10.00 lakhs is sanctioned to the individual towards fees and living expenses by way of a grant subject to his / her joining the course, shall be issued to the candidates selected by the Selection Committee. The sanction proceedings can be made use of by the candidates for obtaining a Visa from the respective Embassy.
  • Education Loan: The student shall be eligible for an educational loan of Rs. 5.00 lakhs from any Nationalized Bank at prevailing rates of interest;
  • Earning from Research / Teaching Assistance-ship: The awardees are permitted to supplement their prescribed allowances by undertaking Research / Teaching Assistantship;

Utilisation Certificate

Utilization Certificate shall be obtained from the student with due endorsement of concerned University Authorities for record purpose under Telangana Overseas Scholarship Scheme for minorities.

Instant e PAN Card using Aadhaar Card – Apply Online, Check Status & Download [in 10 Minutes]

Income Tax dept. has started the online application process to generate Instant e PAN Card at incometaxindiaefiling.gov.in. It is a simple and hassle free process and requires only Aadhaar Card 12 Digit Biometric Number for online application. Aadhar Number can be used as Identity (ID), Address and Date of Birth (D.O.B) Proof. Now people can easily apply online for Instant e PAN at the official website.

Instant e PAN Card allotment (Beta version) in near to real time is available free of cost for limited period. Individuals (other than minors) with a valid Aadhaar number (with updated Mobile number) can avail the e-PAN allotment facility. This facility is not applicable to undivided hindu families, companies and trusts.

The facility to obtain PAN Number through Aadhaar Card is on the first come first serve basis. All the individuals who does not possess a PAN Card (PAN Number) can apply online and also check status.

This is a paperless process and no physical documents are required to be sent by PAN applicant. After successful filing of e-PAN Application Form, 15 digit acknowledgement number will be generated and will be sent to the mobile number / e-mail id registered in the application form. A) Applicants who already possess PAN Number should not apply for e-PAN.

B) e-PAN facility is only applicable for Resident Individuals (Except minors and others covered under u/s of IT Act, 1961).

Instant e-PAN Card Benefits

Currently, applicants are required to fill form and submit documents to get PAN card which takes upto 15 days. Now people who wants to apply for instant e PAN Card are required to enter basic details such as name, address, aadhar details. Applicants will have to verify their details using one time password (OTP) on their registered mobile phone number.

Usage of Aadhaar in Getting Instant e PAN Card

Aadhaar already has details like address, father’s name and date of birth, so there will be no need to upload any physical document. However, applicants need to ensure that their Aadhaar details are correct as the application may get rejected in case of data mismatch.

On successful verification of Aadhar details using the OTP, the applicant will be issued a digitally signed e PAN along with a QR code. This QR code will carry demographic data alongwith photo of the applicant. As a security measure, the information in the QR code will be encrypted to prevent forgery or digital photoshopping.

Instant e PAN Card initiative is part of greater digitization of income tax services. This facility will enable people to get PAN Card through online mode without making unnecessary visits at the office. The instant e PAN Card service will be launched nationwide over the next few weeks after successful pilot test issued more than 62,000 e-PANs over 8 days. The facility would also help those with an existing PAN get a duplicate in a matter of minutes.

Check AP Jagananna Vidya Deevena Scheme 2021 Payment Status, Date Wise Installments: Andhra Pradesh govt. has launched Jagananna Vidya Deevena Scheme 2021. Chief Minister Y.S Jagan Mohan Reddy has released first installment of Jagan Anna Vidya Deevena Scheme on 19 April 2021, second installment on 29 July 2021 and 3rd installment on 30 November 2021 for the current year. A total amount of Rs. 686 crore in 3nd installment (earlier 693.81 cr in 2nd installment, 671.45 cr in 1st installment) is paid directly to accounts of women whose children are pursuing higher education. The fourth installment is scheduled to be released in February 2022.

Jagananna Vidya Deevena Scheme aims to help students from relatively low income backgrounds in getting higher education. Money under the scheme to be credited directly to the accounts of students mothers. Previously money used to transferred to owners of colleges. CM Jagan Mohan Reddy’s Speech while Releasing 3rd Installment

Speaking on the occasion, the Chief Minister YS Jagan Mohan opined that education alone can eliminate poverty and empower the people and thus spent Rs. 6,259 crore for the total fee reimbursement benefiting 21,48,477 students through the Vidya Deevena scheme since 2019, besides clearing Rs. 1,778 crore pending dues of the previous TDP government. CM mentioned that the government is aiming for 100% graduates besides 100% literacy rate in the state. Mr Reddy said that the scheme is being implemented to make education accessible to the poor, especially fulfilling the dream of pursuing higher education without burdening their families.

He stated that the amount is directly credited to the mother’s accounts as they could have better supervision on the college facilities and students wellbeing, which would also improve accountability from college management. If there arises any problem with the college management or with Vidya Deevena, beneficiaries were advised to call on the 1902 toll-free number. CM said that the government had also taken steps to support the merit students, who secured admission in private universities by making a law where 50% of seats in Medical and Dental streams, 35% of the seats in Engineering and other courses will be filled under convener quota. So far, 2118 students studying in private universities are availing total fee reimbursement through Jagananna Vidya Deevena scheme.

On this occasion, he recalled the All India Survey on Higher Education, which stated that the Gross Enrollment Ratio (GER) of students between 17-23 years in colleges was increased to 35.2 percent in Andhra Pradesh registering a growth of 8.6 percent against the National growth of 3.04 percent. While the GER of SC, ST, and Girl students across the country has increased by 1.7 percent, 4.5 percent, and 2.27 percent, in the state the increase was 7.5, 9.5 and 11.03 percent respectively. He stated that the government is also implementing Vasathi Deevena along with Vidya Deevena and so far spent Rs 8,526 crore alone on these two schemes.

This Jagananna Vidya Deevena scheme was earlier approved on 27 November 2019. Along with this scheme, AP govt. has also launched 2 other major schemes namely Jagananna Vasathi Deevena Scheme and YSR Kapu Nestam Scheme which were approved on the same day in cabinet. AP Jagananna Vidya Deevena Scheme Eligibility

The important features and highlights of 100% Fee Reimbursement Scheme are as follows:-

  • Under Jagan Anna Vidya Deevena Scheme, the fee of students belonging to Scheduled Castes, Scheduled Tribes, backward classes, minorities, Kapus, economically backward classes and differently-abled categories will be reimbursed.
  • Any student whose annual family income is less than Rs. 2.5 lakh are eligible under Jagananna Vidya Deevena Scheme.
  • Those with 10 acres of wetland and 25 acres of dry land are also eligible for the benefit.
  • There is no income limit for students hailing from families of sanitation works and those who are professionally dependent on taxi, auto, and tractor. However, The income taxpayers will not be eligible.
  • Initially, the full fee reimbursement will be extended to students pursuing B Tech, B Pharmacy, M Tech, M Pharmacy, MBA, MCA, BEd and such courses.

AP Jagan Anna Vasati Deevena Scheme

AP govt. also approves Jagananna Vasati Deevena Scheme to help students with their hostel and mess charges in the institutions. Under this scheme, ITI students will receive Rs 10,000, polytechnic students Rs 15,000, and degree students Rs 20,000 every year as their mess charges. The amount would be paid in two installments, one in December and the other in July, and will be credited to the bank account of student’s mother.

The cabinet also approved allocation of Rs. 2,300 crore every year for Jagananna Vasathi Deevana Scheme. The minister said the allocation for Vasati Deevena scheme was enhanced by Rs. 1,500 crore compared to the allocation by the previous government. YSRCP government has increased the allocation for fee reimbursement scheme (Vidya Deevena) by Rs. 1,800 crore as compared to annual allocation made by the previous TDP government.

AP YSR Kapu Nestam Scheme

AP cabinet also approves YSR Kapu Nestam Scheme for women from Kapu, Balija, Telaga, Ontari communities. Under this scheme, women b/w age of 45 to 60 years will be given an assistance of Rs. 15,000 per annum. Each beneficiary will get Rs 75,000 in five years to help them improve their living conditions. The cabinet approved implementation of YSR Kapu Nestham scheme with an allocation of Rs 1,101 crore and Rs 900 crore every year thereafter.

AP Vahana Mitra Scheme Phase 2

AP govt. has also allocated Rs. 63 crore for implementation of Vahana Mitra Scheme Phase 2 for auto, taxi, maxi cab owners cum drivers. Under this scheme, each driver / owner will get Rs. 10,000 per annum for annual maintenance of their vehicles. AP Vahana Mitra Scheme was launched in September 2019 and over 1.7 lakh applications were approved and sanctioned for financial aid.

Its guidelines were relaxed in October 2019 to enable more owners cum drivers to avail scheme benefits. In 2nd phase, a total number of 65,054 people applied for benefits and 62,637 applications were approved. The state govt. has released amount to benefit new beneficiaries. A total amount of Rs. 236 crore is distributed to beneficiaries in these two phases of Vahana Mitra Scheme. The registration of beneficiaries will continue next year.

Finally, Navaratanalu’s Pedhalandariki Illu (Housing for all poor) scheme also got approved and Rs. 25 lakh houses to be constructed.

What is Rajasthan Back to Work Scheme 2021

The state govt. of Rajasthan has approved Back to Work Scheme in which women will be given regular / work from home job opportunities with the help of private sector. A target to provide 15,000 jobs in three years has been fixed. Priority for providing regular jobs will be given to widows, divorcees, and victims of violence. Those women who will not be able to do regular office jobs will be provided work-from-home job opportunities.

Back to Work Scheme Portal by Women Empowerment Directorate

Rajasthan Back to Work Scheme Portal will be developed by Directorate of Women Empowerment directorate and CSR organization. This will provide employment opportunities to women willing to join employment. The new Back to Work single window system will be developed for women registration / login to help them in job facilitation. Skill and training will also be provided to women through Rajasthan knowledge Corporation Limited (RKCL) to make them employable.

Application for Rajasthan Back to Work Scheme

For the implementation of the scheme as a pilot project, applications will be taken from the target category of women on the portal. Based on the category wise database of registered women on the portal, the work of connecting them with employment in the private sector will be done by a CSR organization.

If needed, a training facility for re-skilling/up-skilling will also be provided to the targeted category of women registered on the portal by the CSR organization. A monitoring committee will be constituted for effective implementation of the scheme, the release stated.

Financial Assistance for Water Supply Projects under Jal Jeevan Mission

CM Gehlot also approved a financial sanction of Rs. 8461.76 crore for 27 water supply projects under Jal Jeevan Mission scheme. A revised sum of Rs. 485.72 crore for two other water supply projects were also allowed. In total, Rs. 8947.48 crore were sanctioned for water supply projects on 30 November 2021. Out of this amount, Rs. 5234.84 crore is the share of state govt. whereas Rs. 3712.64 crore is the share of central government.

With the approval, the implementation of the Jal Jeevan Mission will accelerate. The 29 projects for which sanction has been given include three projects for which announcement was made in the year 2020-21, 14 projects are for the year 2021-22 and the remaining 12 are other projects. The aim is to provide drinking water through tap to 7.73 lakh households of the state.

LPG Gas Cylinder New Prices December 2021 have been released by the central government. The prices for 14.2 Kg non subsidized cylinders have not been been raised this month & rates of 19 Kg non-subsidy cylinders have been increased by Rs. 103.50. People can now check the LPG Gas Cylinder New Prices (14.2 kg / 19 Kg cylinder rates) in top metro cities like Delhi, Kolkata, Chennai, Mumbai & in other cities. These new LPG cylinder rates would remain applicable for the entire month of December 2021 starting from today onward.

People can check the non-subsidized domestic gas cylinder rates to know the total amount which customer will have to pay to buy cylinder in December 2021 month. However, subsidy amount will now not be transferred by the government into the bank accounts of people purchasing domestic cooking gas LPG cylinders or commercial LPG cylinders.

The prices of non-subsidized LPG gas cylinders are revised by oil marketing companies (OMCs) on 1st date of each month. Central govt. does not provide any subsidy on gas cylinders under the direct benefit transfer (DBT) scheme. All the purchases for LPG gas cylinders will have to be made at market rates.

Maharashtra Ramai Awas Yojana Latest Update

Maharashtra Social Justice Minister Dhananjay Munde on 29 November 2021 announced that under ambitious Ramai Awas Gharkul Yojana, the eligible members of Scheduled Castes and Neo-Buddhists can realize the dream of building their own house. Delhi Govt School Nursery Admission Form 2022 are being invited at edudel.nic.in official website through online mode. Delhi government invites online applications for Nursery School Admission 2022-2023 at edudel.nic.in portal. All the parents who want to get their child below 5 years of age admitted in entry level classes (Nursery) in private unaided recognized schools can now submit application forms. Delhi Nursery School Admission 2022 application forms are available either at the school premises or at the official website for online filling.

Interested parents / wards can fill application form for Nursery Admission 2022-23 in Delhi at the official website of Directorate of Education (DoE) of Delhi. These nursery school admissions are for EWS / DG seats in 1700 private schools and the number of vacant seats is yet to be disclosed. The start date to fill nursery admission forms in Delhi is 15 December 2021 while the last date is 7 January 2022. Parents are also requested to check the age limit, criteria, documents and notification for nursery private school admission before filling the online application form.

Delhi Govt School Nursery Admission Form 2022 – Apply

Delhi government’s Directorate of Education has released the Delhi Nursery Admissions 2022 schedule. The registration process for entry level classes for open seats in private unaided schools in Delhi will commence from December 15, 2021 onwards. The admission forms will be available on the schools’ website from December 15 till January 7, 2021. 

The details of the children who have applied for the school for admission under open seats will be uploaded on January 21, 2022 and marks will be uploaded on January 28, 2022.   • All the farmers b/w 18 to 75 years of age can take benefits of Kisan Credit Card (KCC Scheme).     Shishu Loans under MUDRA Yojana

    Small businesses under MUDRA have been disrupted the most due to Coronavirus (COVID-19) lockdown & has also impacted their capacity to pay EMIs. So, Loan moratorium has already been granted by RBI. The current portfolio of MUDRA-Shishu loans is Rs. 1.62 Lakh crore (Maximum loan amount of Rs. 50,000).     Maharashtra Pandit Deendayal Upadhyay Credit Society Deposit Protection Scheme 2021 Details

    Maharashtra government had launched Pandit Deendayal Upadhyay Credit Society Deposit Protection Scheme 2021 to protect deposits of upto Rs. 1 lakh in cooperative credit societies. Under this scheme, the state govt. will safeguard fixed deposits of middle and lower-middle-class depositors in various rural credit societies. This scheme will follow the lines of similar protection offered to depositors of commercial banks.

    Cooperation minister has made announcement to roll out this Pandit Deendayal Upadhyay Credit Society Deposit Protection Scheme after holding a meeting with representatives of cooperative credit societies. This scheme will provide deposits protection upto Rs. 1 lakh.

    Former CM Devendra Fadnavis had launched this scheme on 25 September 2018 as this was a long term demand of credit societies. It follows the lines of Reserve Bank of India’s scheme for urban cooperative banks.

    Pt. Deendayal Upadhyay Credit Society Deposit Protection Scheme

    The important features and highlights of this Pt. Deendayal Upadhyay Credit Society Deposit Protection Scheme are as follows:-

    • This scheme will protect deposits of upto Rs. 1 lakh in cooperative credit societies in the state of Maharashtra.
    • There are a total number of 8,421 credit societies in the state with total deposits amounting upto Rs. 40,000 crore. This scheme will provide additional protection to these deposits.
    • Fixed deposits of middle and lower middle class depositors will be safeguarded in these rural credit societies.
    • If any society faces financial crisis or goes into moratorium period, then the depositors will still get their money back upto Rs. 1 lakh.
    • Credit societies were demanding this protection for a long time which was started by former CM Devendra Fadnavis on 25 September 2018. Similar protection is already available for deposits of upto Rs. 5 lakh in banks.

    This type of protection is given to urban cooperative banks by RBI’s Deposit Insurance and Credit Guarantee Corporations. This scheme of state govt. will remain applicable to urban, rural (non-agricultural), women and salaried cooperative credit societies.

    Credit societies functions as micro-finance institutions and serves lower middle class, small shop owners and labourers, who falls in lower-income groups. The state govt. will invite application forms from credit societies to participate in the Pandit Deendayal Upadhyay Credit Society Deposit Protection Scheme.

    Age Limit

    The application forms of only those children will be considered for admission who are less than 4 years of age as on 31 March for Nursery Class & who are less than 5 years of age as on 31 March for class KG and who are less than 6 years of age as on 31 March for Class-I.

    Eligibility

    Those children who live within the vicinity of 1 kilometre radius are eligible to apply for admission at the Sarvodaya schools. However, in case a Sarvodaya school is not available within 1 km radius, residents who are within 3 kms of the radius will also be eligible. Children who are divyang, asylum seeker or  belong to a migrant family will not be denied admissions if essential documents are unavailable at the time of the submission.

    Input Cost Distribution in Matsya Pokhari Yojana

    Eligibility Criteria for Odisha Matsya Pokhari Yojana

    • Must be a permanent resident of Odisha and must possess identity and residential proof including Aadhaar Card.
    • Must have a bank account in his/ her name in the State of Odisha.
    • Must have requisite land free from all encumbrances (Documentary evidence in support of the land needs to be produced by the beneficiary).
    • The minimum of 0.2 ha. and the maximum of 2.00 ha. excavated area having a minimum water depth of 6 feet shall be considered for subsidy.
    • If a beneficiary has availed subsidy earlier for excavation of ponds for pisciculture development under different schemes of Government of India and State Government, for less than 2 ha., he/ she shall also be eligible to avail further subsidy under this scheme. However in such cases, the subsidy shall be limited to a maximum of 2 ha.; which will include the area covered earlier.

    The application must be submitted with a self-contained proposal (SCP) with techno-economical details including the species to be cultured, capital cost and recurring cost involved. The self-contained proposal will also include documentary evidence of availability of requisite land (either own/ registered lease document) free from encroachments and encumbrances, necessary clearance/permission if any required. In case of leased land, the lease period/ agreement must not be less than 7 (seven) years from the date of submission of self-contained proposal and the registered lease document be included in the self-contained proposal. Interested persons shall apply through online/ offline to AFO of the respective block and submit their ID, residential proof, land documents etc.

    Process for Providing Subsidy under Matsya Pokhari Yojana

    • Identification of beneficiary shall be made with Aadhaar linking at the time of submission of application. The DFO must ensure the Aadhaar No. of the beneficiaries and the land record to prevent multiple benefits.
    • Preference shall be given to ST/ SC applicants in selection of beneficiaries.
    • On receipt of application from the applicant, the AFO of the block shall visit the site and submit the survey and technical feasibility report, land records and other documents to the DFO within 15 days.
    • The AFO shall take around 5 Geo tagged photographs of the site where the fish pond is proposed for excavation and submit a copy of the pre project photos to the DFO, along with other documents.
    • On receipt of application along with documents from the AFO, the DFO shall convene the District Level Screening Committee (DLSC) meeting under chairmanship of the Collector for approval of the list of eligible beneficiaries.
    • The DFO shall issue a Go-Ahead letter and DPR to the selected beneficiaries to take up excavation work of tanks.
    • The Assistant Fisheries Officer of the concerned block shall visit the site and guide the farmers from time to time at the time of project construction and render technical support during culture period.
    • During construction of the project, the beneficiary shall submit the RI verification report of the land on which the tank is being excavated.
    • Geo tagged photograph of the project shall be taken by AFO along with the beneficiary before excavation, during excavation and after completion of the project.
    • The beneficiary shall inform the AFO about completion of the project.
    • The AFO shall make field visit within 15 days and submit the completion certificate to the DFO along with all photographs.
    • Physical verification shall be conducted by the District Level Committee on completion of the project and recommend for release of subsidy. The District level Committee shall consist of DFO, Addl. FO/ AFO (Hqrs.), AFO of the concerned block and the representative of Block Level Officer of CDAO. The Committee shall physically verify all the completed projects.
    • The Zonal Deputy Director of Fisheries shall visit at least 30% of the completed cases.
    • 50% subsidy of the eligible subsidy shall be released by the DFO after completion of the excavation as per specification and after verification of the committee.
    • The remaining 50% of the subsidy shall be released to the beneficiary after stocking of fingerlings and on receipt of necessary certificate from the AFO on stocking of fingerlings.
    • The beneficiary shall submit the GST bills/ receipts towards procurements of inputs.
    • The back ended subsidy shall be released directly to the beneficiary account on completion of the project through DBT/ RTGS/NEFT in the Aadhaar linked Bank Account of the beneficiary.
    • Horticulture activity on the pond embankment shall be encouraged and taken up by the fish farmers at their own cost for additional income.
    • Sign Board must be displayed on the embankment of pond with details of scheme, funding, subsidy, area, name & address of beneficiary, year of implementation etc.

    • Training of farmers will be organized at Regional/ District/ Block level.
    • The concerned AFO of the block will guide the farmers in field and will give lay out for excavation of new tanks and provide all technical support for pisciculture.

    AP YSR Sampoorna Poshan Plus Scheme 2021 – Nutrition to Pregnant Women & Infants

    Andhra Pradesh government has started AP YSR Sampoorna Poshan Plus Scheme 2021. In this scheme, the state govt. provides nutritious food to tribal pregnant women, new mothers and poor children. This Y.S.R Sampoorna Poshan Plus Scheme is being implemented in the 77 tribal mandals in the state. Another YSR Sampurna Poshana Scheme is also being implemented for remaining plain areas. The state govt. will spend around Rs. 1863 crore for both these schemes.

    The 2 New Diet Schemes are covered through 55,607 Anganwadi Centers which covers around 30 lakh women. There are around 47,287 Anganwadi centers in plain areas from which around 27 lakh women and children would be covered. Around 1,555 crore would be exclusively spent for Anganwadi centers in plain areas. The remaining budget would be spared for 3 lakh women and infants in tribal areas.

    YSR Sampoorna Poshan Plus Scheme 2021 Details

    In this scheme, nutritious food is supplied to children and pregnant women, irrespective of their health profile. These new diet schemes will address underweight complication in children. Here are the important features of the new AP YSR Sampoorna Poshan Plus Scheme 2021:-

    • Around 3 lakh tribal women and children are covered through 8,320 anganwadi centres spread of 77 tribal mandals.
    • Pregnant women and infants b/w 6 months to 3 years are getting nutritious diet.
    • Eggs and milk are provided to children b/w 3 to 6 years of age.
    • AP govt. is spending Rs. 1100 per month to provide diet to a single pregnant women. The state govt. will also spend Rs. 553 p.m for diet to children in tribal areas.
    • A budget of Rs. 308 crore has been allocated for AP YSR Sampoorna Poshan Plus Scheme 2021 implementation.

    As mentioned above for plain areas, YSR Sampoorna Poshana Scheme is implemented. This scheme is going to benefit 27 lakh women & children through 47,287 anganwadi centers with an allocation of Rs. 1,555 crore. In this scheme, AP govt. will spend Rs. 850 per month for pregnant women and new mother’s diet in plain areas, Rs. 350 for infants and Rs. 412 for children. Earlier, the diet schemes covered only those with anemic conditions but now new schemes will cover all the poor people.

    How to Apply for AP YSR Sampoorna Poshana Plus Scheme

    AP YSR Sampoorna Poshana Plus is a state implemented scheme. The Anganwadi workers will collect the data by enrolling all eligible women and children. The implementation of the program in ITDAs will be closely monitored by respective Project Officer, ITDA in coordination with the Project Director, District Women and Children Development Authority (DW&CDA). Here is the complete process of enrollment in the AP Sampurna Poshana Plus Scheme:-

    • Anganwadi workers shall take up thorough survey of Anganwadi Centre (AWC) catchment area to enroll all eligible children and women in the program. Special efforts will be made to ensure unreached, most deserving populations in hill top, hard to reach locations, inaccessible areas.
    • All the children (6 months to 6 years), pregnant women, lactating mothers shall be registered in the AP Sampoorna Poshan Plus Scheme. Their names and details shall be registered in Common Application Software (CAS) to monitor service delivery.
    • Date of birth and gender at the time of registration in AWC and monthly height, weight records of children shall be entered correctly in CAS.
    • Weighing scales shall be calibrated regularly, height scales, adult, children weighing scales shall be in working condition at all Anganwadi centers.
    • Growth monitoring (height and weight) of every child will be done at Anganwadi centre every month.
    • Anganwadi worker-ASHA-ANM shall coordinate to ensure medical examination of all SUW/ SAM/ MAM children by the Medical Officers (MOs), PHC for detecting any underlying causes for malnutrition; for detecting medical complications or illnesses; for prescribing treatment, and dispensing medicines like antibiotics, iron/folic acid/calcium/vitamin/zinc supplementation and deworming medicines wherever necessary; and for referral to Nutritional Rehabilitation Centre/ hospital/ appropriate facilities or specialists wherever necessary. The AWW/Supervisor to furnish the list of SUM/SAM/MAM children to ASHA/ ANM/ MO (PHC).
    • Children discharged from NRC shall be monitored at home, their parents/family members shall be educated to ensure appropriate feeding, clean surroundings, personal hygiene, sanitation and clean, safe drinking water. Children identified as Severely Under Weight (SUW), SAM, MAM shall be monitored for weight on weekly basis.
    • Weight of pregnant women shall be monitored every month at Anganwadi centre and recorded in CAS.
    • Anganwadi worker-ASHA-ANM shall coordinate to ensure Ante-natal checkups, providing IFA tablets, administering De-worming to pregnant women and lactating mothers as per the protocol.
    • Anganwadi workers, Supervisors and CDPOs shall undertake home visits, educate and counsel the beneficiaries on nutrition and health care behaviors including Infant Young Child Feeding (IYCF) practices.
    • Pregnant women, lactating mothers shall be educated to utilize protein, energy based take home ration provided without distributing among family members.

    Community Based Events (CB Events) shall be organized at Anganwadi Centre as per the POSHAN Abhiyaan guidelines, to sensitize and create awareness among pregnant women and mothers of children up to 2 years of age and their key influencers on key health, nutrition and child care practices in order to strengthen positive practices related to survival, growth and development of children.

    1.0 Objective of Pragati Scheme for Degree Girls

    Scheme being implemented by AICTE aimed at providing assistance for advancement of Girls pursuing technical education. Education is one of the most important means of empowering women with the knowledge, skill and self-confidence necessary to participate fully in the development process. This is an attempt to give young women the opportunity to further her education and prepare for a successful future by “Empowering Women through Technical Education”.

    2.0 Eligibility for AICTE Pragati Scholarship Scheme for Girl Students (Degree)

    • The girl candidate should be admitted to First year of Degree level course OR Second year of Degree level course through lateral entry in any of the AICTE approved Institution of respective year.
    • Maximum two girl child per family are eligible.
    • Family income from all sources should not be more than Rs. 8 lakh per annum during the current financial year. A valid income certificate issued by State/ UT Government need to be enclosed.

    3.0 Number of Scholarships

    • A total of 5,000 scholarships are earmarked per annum under this scheme for pursuing First year of Degree level course OR Second year of Degree level course through lateral entry in any of the AICTE approved Institutions.
    • State/ Union Territory wise distribution of 5,000 scholarships is as per Annexure A.
    • In addition to 5,000 scholarships, all eligible girls who submit online scholarship form, from following 13 Union Territories and North Eastern States i.e. Andaman and Nicobar Islands (UT), Jammu and Kashmir (UT), Ladakh (UT), Dadra and Nagar Haveli & Daman and Diu (UT), Lakshadweep (UT), Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim & Tripura will be given scholarship by AICTE.

    4.0 Amount of Scholarship

    • Rs. 50,000/- per annum for every year of study i.e. maximum 4 years for first year admitted students and maximum 3 years for second year admitted students through lateral entry as lump sum amount towards payment of college fee, purchase of computer, stationeries, books, equipments, softwares etc. No other additional grant will be payable in lieu of hostel charges and medical charges etc.
    • No documentary proof need to be attached for the above while availing benefits.

    5.0 Mode of Payment

    After selection, the awardee will be paid scholarship through DBT mode on annual basis.

    6.0 How to Apply Online for AICTE Pragati Scholarship Scheme for Degree Girl Students

    • The candidate fulfilling the eligibility conditions is required to apply online on National Scholarship Portal (NSP) at scholarships.gov.in or at National Scholarship Portal App after initiation of application process and notice to be published on AICTE website.
    • The host institution where the candidate is studying, required to verify the online application.
    • Department of Technical Education (DTE) of respective State/ UT will verify these applications as second level of scrutiny.

    Criteria of Selection

    • The selection of candidate will be carried out solely on the basis of merit of qualifying examination to peruse the Technical Degree course from any of the AICTE approved institutions i.e. in First year or Second year (through lateral entry only) on the basis of percentage of marks obtained in the 10+2/ equivalent examination.
    • State/ UT wise merit list will be prepared as per number of scholarships allotted in the point number 3.0 above.

    8.0 Methods of Resolving Ties

    The procedure to be adopted for breaking ties (similar percentiles) shall be as under: –

    • Percentage of Marks in 10th Examination: In case qualifying examination percentile does not break ties, then higher percentage of marks in 10th examination will be ranked higher.
    • Age: In case 10th examination percentile does not break ties, then the candidate of elder age will be ranked higher.

    10.0 Renewals for AICTE Pragati Scholarship Scheme for Girl Students (Degree)

    • The scholarship will be renewed for the next year of study on receipt of renewal through National Scholarship Portal by submitting passing certificate/ marksheet along with letter from the Head of the Institution on the online portal.
    • Student failing to get promoted to the next class/ level would forfeit the scholarship.

    11.0 Terms and Conditions

    • The gap period between the year of passing the qualifying examination and the session of admission in degree course should not be more than two years.
    • Applications will be invited once in a year through National e-Scholarship Portal of the Government of India.
    • If a student is in reserved category and also qualified in General Category merit list of scholarship, then she will be counted under the General Category.
    • Incomplete applications will be summarily rejected. Only verified online applications will be considered for the award of scholarship.
    • If a candidate failed/ drop out in subsequent year, she will not be eligible for further scholarship.
    • The grant of scholarship is subject to the condition that the student does not receive any financial assistance in shape of scholarship/any emoluments, salary, stipend etc. from any other source during her course of study in the Institute. In case of receipt of any financial assistance from any other sources, the scholarship shall be discontinued and the entire amount of scholarship will have to be refunded to AICTE by D/Draft drawn in favour of “Member Secretary, AICTE” payable at New Delhi.
    • Scheme will be implemented and monitored by the AICTE.
    • For converting Cumulative Grade Point Average (CGPA) to percentage, multiplying factor will be 9.5 i.e. to convert the CGPA into percentage; CGPA X 9.5 will give the percentage.
    • In case both CGPA & total marks are given in the mark sheet, total marks will be considered for determining percentage.
    • If grades are given like A1, A2, B1, B2 etc. in the mark sheet, first the grades will be converted into CGPA and then average CGPA will be calculated. This CGPA will be converted into percentage as given in point No. 8.
    • Provisional list of shortlisted candidates will be uploaded on the AICTE web portal. In case, candidate has any query about merit list of scholarship, they may raise their grievances within a month. No query regarding merit list will be entertained after one month duration from the date of publishing of merit list on AICTE website.
    • Query regarding non-payment of the scholarship due to invalid/ wrong account number will be entertained only upto six months from the date of publishing of merit list on AICTE website.

    Affordable Rental Housing Complex Scheme: Central government has launched Affordable Rental Housing Complexes (ARHC) Scheme 2021 under the flagship Pradhan Mantri Awas Yojana. In this PMAY ARHC scheme, govt. will provide affordable rental accommodation to migrant workers & urban poor to ensure ease of living. The migrants and poor people will have to pay less rent on housing and save more money from their income. People can apply online by filling PMAY ARHC Scheme application / registration form at official website arhc.mohua.gov.in.

    ARHC Scheme will be implemented by converting govt funded houses in major cities into affordable rental housing accommodations or complexes through PPP mode. This PMAY 1BHK Rental housing scheme will enable migrant labourers and urban poor to get houses on lesser rent in the area of their working.

    The Union govt. of India will provide incentives business companies, state govt’s, agencies, associations to provide low rent housing facility to its workers.

    Just like applications are invited for other housing scheme, the central govt. is inviting PMAY Affordable Rental Housing Complex Scheme Apply Online Form 2021 from private / public entities. Here is the complete process to fill ARHC registration form & make subsequent login:-

    Step 4: At this page, scroll over the “Register” tab and click at the “Private / Public Entities” link as shown above. Afterwards, the ARHC Scheme online registration form will appear as shown below:-

    Step 5: Here applicants can enter all the details accurately and submit the completely filled in ARHC registration form to complete the application process.

    To get houses on rent, migrant workers / urban poor will have to fill ARHC Application / Registration form. These online application forms may be invited through the MoHUA official website or through the dedicated portal arhc.mohua.gov.in. As soon as the apply online form filling process will start, we will update it here.

    Ministry of Housing and Urban Affairs (MoHUA) will issue detailed guidelines for this PM Awas Yojana ARHC Scheme 2021. Finance Minister Nirmala Sitharaman had announced this PMAY ARHC Scheme as a component of Atmanirbhar Bharat Abhiyan (self reliant India campaign) on 14 May 2020.

    Principles and Objectives of PM ARHC Scheme 2021

    The central govt. has launched PM ARHC scheme with the following principles and objectives:-

    1. To address the vision of “AatmaNirbhar Bharat Abhiyan” significantly by creating a sustainable ecosystem of affordable rental housing solutions for urban migrants/ poor.
    2. To achieve overall objective of “Housing for All” encompassing the need of affordable rental housing for urban migrants/ poor. ARHCs will provide them dignified living with necessary civic amenities near their place of work.
    3. To create a conducive environment by incentivizing Public/ Private Entities to leverage investment for creating affordable rental housing stock to take care of their own requirements for workforce and also cater to neighboring areas, if they have available vacant land.

    Coverage and Duration of Affordable Rental Housing Complex Scheme

    A) ARHCs will be implemented in all Statutory Towns as per Census 2011 and Towns notified subsequently, Notified Planning Areas and areas of Development/ Special Area Development/ Industrial Development Authorities. States/UTs may consider any project as ARHCs in any other areas after due notification.

    B) Projects under ARHCs will be applicable for consideration and funding till PMAY (U) Mission period i.e. March 2022.

    C) Projects approved during the Mission period will continue for another 18 months to enable fund release and completion of projects.

    Major Beneficiaries of Affordable Rental Housing Complexes Scheme

    Beneficiaries for ARHCs will be from Economically Weaker Section (EWS)/ Low Income Group (LIG) who are urban migrants / poor. They include labour, urban poor (street vendors, rickshaw pullers, other service providers etc.), industrial workers, and migrants working with market / trade associations, educational / health institutions, hospitality sector, long term tourists /
    visitors, students or any other persons of such category.

    Preference under the Scheme shall be given to persons belonging to Scheduled Castes/Scheduled Tribes/Other Backward Classes, Widows and working Women, Divyang, Minorities, subject to beneficiaries being from EWS/LIG segments as provisioned by the Government.

    Cabinet Approval for ARHCs Scheme under PM Awas Yojana

    An affordable rental housing scheme for migrants who went back to their home states during the COVID-19 lockdown had been approved by the Cabinet on 8 July 2020. The Affordable Rental Housing Complexes (ARHCs) Scheme under the Ministry of Housing and Urban Affairs (MoHUA) will be a sub-scheme under the Pradhan Mantri Awas Yojana (Urban). The ARHC scheme will be implemented with an estimated expenditure of Rs. 600 crore. Initially, ARHC scheme aims to cover around 3 lakh beneficiaries.

    What is the Need for PM Affordable Rental Housing Complexes Scheme

    Covid-19 pandemic has resulted in massive reverse migration of workers and urban poor in the country. These labourers come from rural areas or small towns for seeking better employment opportunities in urban areas. Usually, these migrants live in slums, informal / unauthorized colonies or peri-urban areas to save rental charges. They spend a lot of time on roads by walking/ cycling to workplaces, risking their lives to cut on the expenses.

    A large part of workforce in manufacturing industries, service providers in hospitality, health, domestic/commercial establishments, and construction or other sectors, labourers, students etc who come from rural areas or small towns seeking better opportunities will be the target beneficiary under ARHCs.

    Govt. has launched this ARHC Scheme under PM Awas Yojana to ensure ease of living at affordable rent by the following measures:-

    • Converting government funded housing in the cities (JnNURM / RAY) into Affordable Rental Housing Complexes (ARHC) under PPP mode through concessionaire.
    • Incentivizing manufacturing units, industries, institutions, associations to develop Affordable Rental Housing Complex (ARHC) on their private land and operate.
    • Incentivizing State Government Agencies / Central Government Organizations on the similar lines to develop Affordable Rental Housing Complexes (ARHC) and operate.

    Implementation of ARHC Scheme 2021

    The ARHC scheme will have a 2 pronged approach for the effective implementation. First is the existing vacant government funded housing complexes will be converted into ARHCs through a concession agreement for 25 years. As per the official data, there are 1.2 lakh such govt. houses available under Jawaharlal Nehru National Urban Renewal Mission (JNNURM), PMAY and other state govt’s housing schemes. Out of these, Maharashtra has 35,000 accommodations while Delhi has 30,000 accommodations.

    Concessionaire will make the complexes livable by repair/retrofit and maintenance of rooms. Moreover, govt. will fill up infrastructure gaps like water, sewer/ septage, sanitation, roads among others. States/UTs will select concessionaire through transparent bidding. Complexes will revert to Urban Local Bodies after 25 years to restart the next cycle earlier or to run on their own.

    Secondly, special incentives like use permission, 50% additional Floor Area Ratio or Floor Space Index, concessional loan at priority sector lending rates, tax reliefs at par with affordable housing among others will be offered to private and public entities to develop ARHCs on their own available vacant land for 25 years. ARHCs will create a new ecosystem in urban areas making housing available at affordable rent close to places of work and will cut down unnecessary travel, congestion and pollution.

    New Job Opportunities through ARHC Scheme

    The investment under ARHCs is expected to create new job opportunities. Government funded vacant housing stock will be converted into ARHCs for economically productive use. ARHC scheme would create a conducive environment for entities to develop AHRCs on their own vacant land which will enable new investment opportunities and promote entrepreneurship in rental housing sector.

    The NIOS October 2022 Admission Registration to secondary, senior secondary and vocational courses in the National Institute of Open Schooling (NIOS) has begun. The NIOS admission application forms are available on the official website nios.ac.in. Registration is mandatory at NIOS admission for the October 2022 exam. The last date to submit the application form without late fee is January 31, 2022. 

    The NIOS will extend the registration process till March 15, with late fee. Candidates who apply from February 1 to February 15 have to pay Rs. 200 as late fee. Those who apply from February 16 to 28 have to pay Rs. 400 as late fee. A late fee of Rs. 700 will be charged from candidates who apply from March 1 to 15.
