उत्तर प्रदेश के मुख्यमंत्री श्री योगी आदित्यनाथ ने सभी परम्परागत कारीगरों के विकास और स्वरोजगार को बढ़ावा देने के लिए विश्वकर्मा श्रम सम्मान योजना 2020 के तहत ऑनलाइन पंजीकरण शुरू कर दिये है। इस विश्वकर्मा श्रम सम्मान योजना 2020 के तहत पारंपरिक कारीगरों व दस्तकारों को अपने हुनर को और ज्यादा निखारने के लिए 6 दिन की फ्री ट्रेनिंग दी जाएगी, जिसका पूरा खर्च राज्य सरकार द्वारा उठाया जाएगा। इसके साथ ही स्थानीय दस्तकारों तथा पारंपरिक कारीगरों को छोटे उद्योग स्थापित करने के लिए 10 हजार से लेकर 10 लाख रुपये तक की आर्थिक सहायता भी उपलब्ध कराई जाएगी।

इस सरकारी योजना के अंतर्गत राज्य के शहरी व ग्रामीण क्षेत्रों के बढ़ई, दर्जी, टोकरी बुनने वाले, नाई, सुनार, लोहार, कुम्हार, हलवाई, मोची जैसे पारंपरिक कारोबारियों तथा हस्तशिल्प की कला को प्रोत्साहित करने और आगे बढ़ाने के लिए राज्य सरकार ने उत्तर प्रदेश विश्वकर्मा श्रम सम्मान योजना के ऑनलाइन आवेदन शुरू करने का निर्णय लिया है।

विश्वकर्मा श्रम सम्मान योजना आने वाले समय में बहुत से लोगों को फ़ायदा पहुंचाएगी, इस योजना में फ्री ट्रेनिंग कैसे दी जाएगी इसकी पूरी जानकारी नीचे दी गई है:

  • उप्र विश्वकर्मा श्रम सम्मान योजना के अंतर्गत श्रम मजदूरों को ट्रेनिंग तहसील अथवा जिला मुख्यालय पर लघु या मध्यम उद्यम विभाग द्वारा दी जायेगी।
  • विश्वकर्मा श्रम सम्मान योजना के अंतर्गत सभी योग्य कारीगरों को 6 दिन तक फ्री में ट्रेनिंग दी जाएगी ताकि उन्हें रोजगार प्राप्त करने में आसानी हो सकें।
  • यूपी विश्वकर्मा श्रम सम्मान योजना के अंतर्गत दी जाने वाली सभी प्रकार की ट्रेनिंग का पूरा खर्च राज्य सरकार द्वारा उठाया जाएगा।
  • इस योजना में ट्रेनिंग के दौरान, कारीगरों के रहने और खाने-पीने का खर्च भी सरकार द्वारा दिया जाएगा।

विश्वकर्मा श्रम रोजगार योजना – पात्रता व शर्तें

सभी आवेदक को इस कुशल कारीगर श्रम योजना 2020 के लिए ऑनलाइन आवेदन करने जा रहे हैं वे नीचे दी गई शर्तों और पात्रता को पढ़ सकते हैं जो राज्य सरकार द्वारा निर्धारित की गई हैं:

  • आवेदक की आयु कम से कम 18 वर्ष होनी चाहिए।
  • आवेदक उत्तर प्रदेश का निवासी होना चाहिए।
  • योजना का लाभ लेने के लिए किसी भी तरह की शैक्षिक योग्यता अनिवार्य नहीं है।
  • पिछले 2 वर्षों में आवेदक ने केंद्र सरकार या राज्य सरकार से टूलकिट के संबंध में कोई लाभ प्राप्त नहीं किया हो।
  • योजना के अनुसार, आवेदक या उसके परिवार का कोई भी सदस्य केवल एक बार ही योजना के लिए आवेदन करने के लिए पात्र होगा। परिवार का अर्थ पत्ति एवं पत्नी से है।
  • योजना के तहत पात्रता मानदंडों को पूरा करने के लिए एक शपथ पत्र प्रस्तुत करना होगा।

योजनान्तर्गत पात्रता के लिए किसी भी जाति, धर्म का व्यक्ति ऑनलाइन आवेदन कर सकता है यानि लाभ लेने के लिए किसी विशेष जाति या धर्म से संबंधित होना जरूरी नहीं है। योजनान्तर्गत लाभ प्राप्त करने हेतु ऐसे व्यक्ति भी पात्र होगे जो परम्परागत करीगरी करने वाली जाति से भिन्न हो। ऐसे आवेदको को परंपरागत करीगरी से जुड़े होने के प्रमाण के रूप मे ग्राम प्रधान, अध्यक्ष नगर पंचायत अथवा नगर पालिका / नगर निगम द्वारा निर्गत प्रमाण पत्र प्रस्तुत करना अनिवार्य होगा।

Maharashtra govt. has launched a unified web portal for Mahaswayam Employment Registration. All those people who are looking for jobs in Maharashtra can register online at Mahaswayam portal. Accordingly, Rojgar Mahaswayam registration will provide an easy access of jobs to jobs seekers as specified by various employers. Interested candidates can make Mahaswayam registration through the official website mahaswayam.in or can directly login at rojgar.mahaswayam.gov.in.

Maharashtra govt. has launched mahaswayam unified web portal which consists of 3 parts – first is employment for youth (Maharojgar), second is skill development (MSSDS) and third is self employment (Mahaswayamrojgar).

Earlier, Maharashtra govt. has 3 different portal for above mentioned 3 parts – MSSDS (kaushalya.mahaswayam.gov.in), Maharojgar (rojgar.mahaswayam.gov.in) and Mahaswayamrojgar (udyog.mahaswayam.gov.in). Instant e-PAN Card using Aadhaar Card – Apply Online, Check Status & Download [in 10 Minutes]

Income Tax dept. has started the online application process to generate Instant e-PAN Card. This is a simple and hassle free process and requires only Aadhaar Card 12 Digit Biometric Number for online application. Aadhar Number can be used as Identity (ID), Address and Date of Birth (D.O.B) Proof. Now people can easily apply online for Instant e-PAN at the official website incometaxindiaefiling.gov.in

Instant e-PAN allotment (Beta version) in near to real time is available free of cost for limited period. Individuals (other than minors) with a valid Aadhaar number (with updated Mobile number) can avail the e-PAN allotment facility. This facility is not applicable to undivided hindu families, companies and trusts.

The facility to obtain PAN Number through Aadhaar Card is on the first come first serve basis. All the individuals who does not possess a PAN Card (PAN Number) can apply online and also check status.

This is a paperless process and no physical documents are required to be sent by PAN applicant. All the details in the e-PAN Application Form must match exactly with the Aadhaar Card details as it is the sole proof in this process. Once Aadhar e-KYC is done, then the process to apply for e-PAN will be initiated. After successful filing of e-PAN Application Form, 15 digit acknowledgement number will be generated and will be sent to the mobile number / e-mail id registered in the application form. PAN allotment based on Aadhaar is free of cost. PAN pdf will be generated and issued to applicant

Pre-Conditions to Fill Instant e-PAN Online Application Form

Any individual must fulfill the following conditions before filling Instant e-PAN Application Form:-
— Applicants who already possess PAN Number should not apply for e-PAN.
— e-PAN facility is only applicable for Resident Individuals (Except minors and others covered under u/s of IT Act, 1961).
— This facility is also not applicable for HUF, Firms, Trusts and Companies.

Instant e-PAN Card Benefits

Currently, applicants are required to fill form and submit documents to get PAN card which takes upto 15 days. Now people who wants to apply for instant e-PAN are required to enter basic details such as name, address, aadhar details. Applicants will have to verify their details using one-time password (OTP) on their registered mobile phone number.

Aadhaar already has details like address, father’s name and date of birth, so there will be no need to upload any physical document. However, applicants need to ensure that their Aadhaar details are correct as the application may get rejected in case of data mismatch.

On successful verification of Aadhar details using the OTP, the applicant will be issued a digitally signed e-PAN along with a QR code. This QR code will carry demographic data alongwith photo of the applicant. As a security measure, the information in the QR code will be encrypted to prevent forgery or digital photoshopping.

Instant e-PAN initiative is part of greater digitisation of income tax services. This facility will enable people to get PAN Card through online mode without making unnecessary visits at the office. The instant e-PAN service will be launched nationwide over the next few weeks after successful pilot test issued more than 62,000 e-PANs over 8 days. The facility would also help those with an existing PAN get a duplicate in a matter of minutes.

Central government of India has allowed movement of migrants from one state to another amid Coronavirus (COVID-19) lockdown. All the respective state governments are inviting online applications for Migrant (Go From / Return) registration form through different direct links. The stranded migrants can now check the All India (State Wise) Migrant Workers online registration process to make entry / exit from state where they are stranded. People can now check the apply online process and complete details at this official respective state govt’s portal.

The pravasi majdur registration apply online process has now been started at the official government websites for stranded migrants. The Pravasi Yatra Panjikaran form filling process is for those migrants who wants to come back (return) or go from the home state. People can now fill Migrants online application / registration form to register themselves for inter state travel (entry / exit) purposes amid Coronavirus (COVID-19) lockdown.

This Pravasi Majdur Yatra Panjikaran online form is compulsory for all migrants to travel in or out of any state in India. केंद्र सरकार के वित्तीय विभाग ने पैन कार्ड (Generate Instant e-PAN Card Online) बनवाने की प्रक्रिया को और भी आसान कर दिया है। जिसके तहत अब बस चंद मिनटों में ही पैन कार्ड नंबर आपको मिल जाएगा। जिसके लिए पहले महीनों का इंतेजार करना पड़ता था। आयकर विभाग ने ई-पैन कार्ड सुविधा शुरू कर दी है जिसके लिए आप ऑनलाइन आवेदन पत्र भर सकते हैं। बस आपको अपना आधार कार्ड नंबर (Instant e-PAN Card using Aadhaar Card) देना होगा। ई-पैन कार्ड के लिए ऑनलाइन पंजीकरण (Instant e-PAN Card Apply Online) आप आयकर विभाग की आधिकारिक वेबसाइट incometaxindiaefiling.gov.in पर कर सकते हैं। जिससे जुड़े स्टेप्स आप नीचे देख सकते हैं।

परमानेंट अकाउंट नंबर की सुविधा पहले पोर्टल पर उपलब्ध तो थी पर उसमें समय लगता था। आयकर विभाग और वित्त विभाग द्वारा की गई बैठक में निर्णय लिया गया की लोगों को जल्द से जल्द पैन कार्ड (Instant e-PAN allotment) की सुविधा मिले इसके लिए इनकम टैक्स डिपार्टमेंट लोगों को इलेक्ट्रानिक पैन नंबर (E PAN) के लिए अगले कुछ हफ्तों में इंस्टैंट पैन फीचर की नई सुविधा लॉन्च करेगा।

इंस्टैंट ई-पैन फीचर से आधार कार्ड (PAN Number through Aadhaar Card) के डाटा का इस्तेमाल कर आवेदक की डिटेल्स तुरंत वेरिफाई हो जाएंगी और इस सुविधा की सबसे खास बात यह है कि इलेक्ट्रानिक पैन नंबर की सुविधा सभी आवेदकों के लिए बिल्कुल मुफ्त होगी और इलेक्ट्रानिक पैन कार्ड बनवाने के लिए आवेदक को किसी तरह के डॉक्यूमेंट अपलोड करने की भी जरूरत नहीं पड़ेगी।

Instant e-PAN Card कार्ड कुछ महत्वपूर्ण विशेषताएँ

बता दें कि आधार की जानकारियों को ही वेरिफाई करने के बाद यूजर्स को ई-हस्ताक्षर वाला ई-पैन जारी किया जाएगा। नई सर्विस का फायदा नए आवेदकों के साथ-साथ उन लोगों को भी मिलेगा, जिनका पैन कार्ड खो गया है और डुप्लीकेट पैन के लिए अप्लाई किया है। पैन नंबर जनरेट होने के बाद इनकम टैक्स विभाग पहले आवेदक को डिजिटल रूप से हस्ताक्षरित ई पैन नंबर जारी करेगा। इस डिजिटल पैन में एक क्यूआर कोड होगा। किसी भी तरह के फ्रॉड और फोटोशॉप के जरिए बदले जाने वाली जानकारी को रोकने के लिए क्यूआर कोड में डिटेल्स को एन्क्रिप्ट रखा जाएगा।

इनकम टैक्स डिपार्टमेंट ने पायलट प्रोजेक्ट के तौर पर पिछले आठ दिनों में 62,000 से अधिक ई-पैन जारी किए हैं। वहीं जबतक ये सर्विस शुरु नहीं हो जाती तबतक यूजर्स इनकम टैक्स डिपार्टमेंट यूनिट ट्रस्ट ऑफ इंडिया (यूटीआई) और नेशनल सिक्योरिटी डिपोजिटरी लिमिटेड (एनएसडीएल) के जरिए भी पैन कार्ड हासिल कर सकते हैं। ये दोनों पैन कार्ड संख्या जारी करते हैं। यूटीआई और एनएसडीएल एजेंसी में आवेदन कर आपको नया पैन कार्ड जारी किया जाता है। बता दें कि यूटीआई और एनएसडीएल भारत में कहीं भी पैन कार्ड की डिलीवरी के लिए 50 रुपए चार्ज करते हैं।

Uttarakhand government has launched Mukhyamantri Swarojgar Yojana (मुख्यमंत्री स्वरोजगार योजना) to retain migrants who returned to state during Coronavirus (COVID-19) lockdown. CM Trivendra Singh Rawat has started this scheme on 28 May 2020 and focus on conveying CM Self Employment Scheme to every village so that youth can benefit. All the interested candidates who wants to take bank loans at subsidy to setup new business can now apply by filling Mukhya Mantri Swarozgar yojana online application / registration form.

In the Uttarakhand Mukhyamantri Swarojgar Yojana 2020, people can now take easy loans from nationalized banks, rural banks and cooperative banks. The general category beneficiary will have to pay 10% of the total cost of the project while special category people will have to pay 5% of the total project cost as subscriber contribution.

Public representatives and district level officers will publicize this scheme to enable maximum number of villagers to take advantage of it. Under the Yojana, the margin money will be provided as a grant by the MSME department. According to the MSME policy, the maximum limit for margin money in classified category A will be 25% of the total project cost, 20% in category B and 15% for projects of the total project cost in C and D category. Margin money will be adjusted as a grant after the successful operation of the enterprise for minimum two years.

उत्तराखंड सरकार ने प्रवासी मजदूरों के लिए मुख्यमंत्री स्वरोजगार योजना की शुरुआत कि है जिसके लिए सभी प्रवासी मजदूर ऑनलाइन अथवा ऑफलाइन आवेदन / रजिस्ट्रेशन कर सकते हैं। मुख्यमंत्री स्वरोजगार योजना के तहत अपना उद्योग शुरू करने के लिए सरकार द्वारा राष्ट्रीयकृत बैंकों, क्षेत्रीय ग्रामीण बैंकों, राज्य सहकारी बैंकों और अन्य शैडयूल्ड बैंकों के जरिये लोन दिया जाएगा। मुख्यमंत्री स्वरोजगार योजना के लिए ऑनलाइन रजिस्ट्रेशन / आवेदन करने के लिए सभी प्रवासी मजदूरों को सरकार की आधिकारिक वैबसाइट पर जाना होगा। योजना के लिए ऑफलाइन आवेदन करने के लिए आवेदन पत्र अथवा रजिस्ट्रेशन फॉर्म डाउनलोड करना होगा और बैंक में जाकर सभी दस्तावेजों समेत जमा करवाना पड़ेगा।

मुख्यमंत्री स्वरोजगार योजना के प्रचार प्रसार के लिए सरकार द्वारा अधिकारियों को निर्देश दिये गए कि इस योजना की जानकारी गांव गांव तक पहुंचाई जाये ताकि युवा इस योजना का लाभ उठा सकें। जन प्रतिनिधियों एवं जिलास्तरीय अधिकारियों के माध्यम से योजना का व्यापक प्रचार प्रसार किया जाये। इस योजना के तहत लाभार्थियों को लोन लेने में कोई समस्या न हो इसके लिए जिलाधिकारी, बैंकर्स से समन्वय करें।

  • इस योजना के अन्तर्गत आवेदक की आयु कम से कम 18 वर्ष होनी चाहिए।
  • शैक्षिक योग्यता की बाध्यता नहीं है।
  • योजना के अन्तर्गत उद्योग, सेवा एवं व्यवसाय क्षेत्र में वित्त पोषण सुविधा उपलब्ध होगी।
  • आवेदक अथवा उसके परिवार के सदस्य को योजना के तहत केवल एक बार लाभान्वित किया जायेगा।
  • लाभार्थियों का चयन अधिक आवेदन प्राप्त होने पर प्रोजेक्ट वायबिलिटी को देखते हुए ‘पहले आओ पहले पाओ’ के आधार पर किया जायेगा।
  • आवेदन की प्रक्रिया एवं योजना का क्रियान्वयन आवेदक, महाप्रबंधक एवं जिला उद्योग केन्द्रों में ऑनलाइन एवं मैनुअल आवेदन कर सकते हैं।
  • आवेदक द्वारा पिछले 5 वर्ष के भीतर भारत सरकार या राज्य सरकार द्वारा संचालित किसी अन्य स्वरोजगार योजना का पूर्व में लाभ प्राप्त नहीं किया हो।

स्वरोजगार योजना के तहत कितना लोन मिलेगा

  • विनिर्माण क्षेत्र में परियेाजना की अधिकतम लागत 25 लाख रूपये और सेवा व व्यवसाय क्षेत्र के लिए अधिकतम लागत 10 लाख रूपये होगी।
  • एमएसएमई नीति के अनुसार वर्गीकृत श्रेणी ए में मार्जिन मनी की अधिकतम सीमा कुल परियोजना लागत का 25 प्रतिशत, श्रेणी बी व बी़ में 20 प्रतिशत तथा सी व डी श्रेणी में कुल परियोजना लागत का 15 प्रतिशत तक मार्जिन मनी के रूप में देय होगी।
  • उद्यम के 02 वर्ष तक सफल संचालन के बाद मार्जिन मनी, अनुदान के रूप में समायोजित की जायेगी।
  • योजना के अन्तर्गत सामान्य श्रेणी के लाभार्थियों द्वारा परियोजना लागत का 10 प्रतिशत जबकि विशेष श्रेणी के लाभार्थियों को कुल परियोजना लागत का 05 प्रतिशत स्वयं के अंशदान के रूप में जमा करना होगा।

  • Government will provide training aligned with the national flagship programmes such as “Swachch Bharat”, “Digital India”, “Make in India”, “National Solar Mission” and so on.
  • The training providers will undergo the due diligence according to the guidelines of PMKVY issued by NSDC before being registered to provide training to the youth. This will ensure the good quality of training.
  • The training curricula also includes soft skill training, personal grooming, behavioral change for cleanliness, and good work ethics.
  • Trainees with prior skills and experience will be assessed and given monetary rewards for undergoing the assessment.
  • Monetary rewards will be provided upon successful training and assessment to the beneficiaries according to their job roles and sectors. Higher incentives will be given to training in manufacturing, construction and plumbing sectors.
  • The monetary reward amount will directly be transferred to the bank account of the beneficiary without any intermediaries. This will bring transparency to the system and fasten the whole process. Aadhar number of the beneficiary will be used for unique identification.
  • The government also provides mentoring support to the candidates who have successfully completed the training and are looking for employment opportunities.

Get Enrolled Under Pradhan Mantri Kaushal Vikas Yojana

1. Find Training Center: The candidate who wants to get benefits of the scheme, have to find the affiliate training center who is offering a skill development course of your choice. The list of training centers is available on the official website of PMKVY at http://pmkvyofficial.org and further information of PMKVY can be obtained by joining Kaushal Vikas Shivir or by calling on the helpline number 88000-55555.

2. Get Enrolled: The second step is to choose the course you are eligible for. To be a trainee, the candidate have to pay training and assessment fees. And at the time of application submission for enrollment, the candidate have to submit their Aadhaar Card and bank account details.

3. Learn a Skill: Sector Skill Councils (SSCs) formulated the National Occupation Standards (NOS) and Qualification Packs (QPs) for trainings under the scheme, which will be received by a candidates from PMKVY affiliated training centers.

4. Be Assessed and Certified: To complete the course and get certified, the applicants will have to give an assessment of SSC approved agency. After passing the assessment and having a valid Aadhaar Card, the candidate will receive a government certification and skill card.

5. Get a Reward: For being certified, the trainee will received a monetary award from the government. The reward amount will be directly transferred to the trainee’s bank account. The certified trainee having a valid bank accounts and has not availed of the monetary reward before, will only be eligible for monetary reward.

Central govt. has launched Free Online Career Skills Training for all the registered jobseekers at National Career Service (NCS) Portal. This “Free Career Skills Training Online” initiative is launched at www.ncs.gov.in in partnership with TCS ion. People can now apply by filling Free Online Career Skills Training application / registration form, check benefits, course syllabus, services offered at NCS portal and other initiatives for labour market in COVID-19 lockdown.

National Career Service (NCS) is a mission mode project launched by the Ministry of Labour and Employment of India for establishing quick and efficient career related services across the country. This is done by revamping the existing nation-wide set-up of Employment Exchanges into IT-enabled Career Centers.

The Free Online Career Skills Training module is available in both Hindi and English on the official NCS portal. Around 76 online job fairs have already been conducted by NCS during the Coronavirus (COVID-19) lockdown period.

Haryana Government is going to start a new pension scheme for citizens suffering from cancer and kidney disease in the state. In this Haryana Kidney / Cancer Patients New Pension Scheme 2020, the state govt. will provide Rs. 2250 per month for their treatment. Chief Minister Manohar Lal Khattar had given his approval for this scheme.

The state govt. of Haryana is contemplating to include cancer patients under the ambit of its social security pension scheme on the lines of old age pension. Moreover, the data of patients afflicted with serious kidney ailments including those who have undergone transplant was also gathered.

Now, more than 28 lakh beneficiaries will get social security pension amount of Rs. 2,250 per month under this scheme.

Haryana Kidney / Cancer Patients Pension Scheme 2020

The state govt. of Haryana has given its in-principle approval to Haryana Kidney / Cancer Patients pension scheme on 31 May 2020. Social Justice and Empowerment dept. will be nodal agency to implement the new pension scheme for citizens suffering from cancer and kidney disease in the state. The financial assistance to such persons will prove to be very valuable and is a very commendable step.

Just like other social security scheme like old age pension, widow pension, disabled pension, the state govt. may invite online application form for this scheme. The Haryana Govt. Eligibility Criteria

All the applicants must fulfill the following eligibility criteria to become eligible for new Kidney / Cancer patients pension scheme in Haryana:-

A) The applicant must be a permanent resident of Haryana.

B) He / she must be suffering from cancer / kidney serious ailments.

C) The applicant must be above 18 years of age. For minors, assistance amount would be transferred in the bank accounts of their parents / guardians.

D) His/her income from all sources together with that of his/her spouse does not exceed Rs. 2,00,000 per annum.

Notwithstanding the above, any person receiving pension from any Government or Local/ Statutory Body or any organization substantially financed by any Government or Local/ Statutory Body will not be eligible to receive allowance under the scheme.

Other Public Welfare Initiatives by Haryana State Govt.

Haryana govt. has taken a lead in implementing the central govt’s concept of One Nation, One Ration Card. Now all the migrant labourers coming to Haryana from other states will not require a separate ration card. Instead, migrant workers will be able to get their ration here through the online system with the same ration card. This scheme will be started for the migrants from all the states where ration card has been linked online with Aadhaar card.

Through this 1 Nation 1 Ration Card Scheme, all the eligible beneficiaries of National Food Security Act (NFSA) will be able to take their share of food grains from any fair price shop anywhere in the country using the same ration card. Haryana has made all kinds of preparations in this regard and now ration will be distributed to the beneficiaries under this portability system soon.

This new system will prove to be very beneficial for the migrants. With this, migrants will not have to get a new ration card after moving to another state, and there will be more transparency in the whole system. The central and state governments are determined to raise the standard of living of persons standing on the lowest rung.

प्रधानमंत्री कौशल विकास योजना या PMKVY नरेंद्र मोदी सरकार की फ्लैगशिप स्कीम में से एक सरकारी योजना है। PMKVY के तहत केंद्र सरकार रजिस्टर्ड प्रशिक्षण केन्द्रों (Registered Training Centers) के माध्यम से विभिन्न औद्योगिक कार्यक्षेत्रों (Industrial Verticals) में स्किल्स को बढ़ाने के लिए ट्रेनिंग देती है। जिससे बेरोजगार युवाओं में कौशल को बढ़ाया जा सके और उन्हे रोजगार प्राप्त करने में किसी भी तरह की परेशानी ना हो।

केंद्र सरकार ने 3 मार्च 2019 को पीएम कौशल विकास योजना (PMKVY) के कोर्सेज की लास्ट सूची (2018-2020) जारी करी थी। PMKVY का उद्देश्य देश के युवाओं को उद्योगों से संबंधित ट्रेनिंग देना है, जिससे वे अपने कौशल में सुधार ला सकें और उन्हें रोजगार पाने में मदद मिल सके। जारी की गई नई सूची में कोर्सेज की संख्या को 577 से घटाकर 165 कर दिया गया है।

पीएम कौशल विकास योजना के जरिये सरकार ने वर्ष 2022 तक कम पढे लिखे करीब 40 करोड़ लोगों को फ्री ट्रेनिंग देने का लक्ष्य रखा है जिससे वे आगे चल कर दूसरों को भी रोजगार दे सकें और खुद का व्यवसाय स्थापित कर सकें।

AP Rythu Bharosa Kendras (RBK) Digital Kiosks for Farmers | CMAPP Mobile App Download

Andhra Pradesh government has started Rythu Bharosa Kendras (RBK) Scheme to setup digital kiosks for farmers. AP CM YS Jagan Mohan Reddy led YSRCP govt. launched its ambitious 10,641 Rythu Bharosa Kendram on completion of 1st year in office. Along with the Rythu Bharosa Kendralu, govt. also started Comprehensive Monitoring of Agricultural Prices and Procurement (CMAPP) mobile application. All the android smartphone users can now download CMAPP mobile app from google play store.

This AP Rythu Bharosa Kendralu (RBK) scheme will enable farmers to check real-time market price and help them in placing orders for agricultural produce. Rythu Bharosa Kendras in Andhra Pradesh will also be selling products tested, packed and graded by the AP state government. Moreover, CMAPP app is also developed as a tool to monitor agricultural activity at the farm level.

CM Jagan Mohan Reddy has launched Rythu Bharosa Kendras (RBK) Scheme and CMAPP app at an event held at the Tadepalli CM camp office.

AP Rythu Bharosa Kendras (RBK) Scheme

The important features and highlights of AP govt. Rythu Bharosa Kendras (RBKs) Scheme are as follows:-

  • These Rythu Bharosa Kendram will act as a one-stop shop to address all the needs of farmers across the state.
  • RBKs would usher in a revolutionary change in the lives of the farmers as they would assist them in every step from purchase of seed to sale of their final produce.
  • The RBKs in each village will sell seeds, fertilizers and pesticides apart from acting as soil testing centres.
  • RBKs will also be knowledge and training centres for farmers.
  • Several agriculture experts disseminating required information on better crop management and encouraging organic farming practices.
  • Each RBK will have a digital kiosk where farmers could place orders for inputs that would be delivered at their doorstep. They will also aid the farmers in marketing their produce.

The chief minister said the state government will further increase the number of services available at the Rythu Bharosa Kendra. CM also launched an integrated call centre with the number 155251 for farmers to get their grievances redressed.

AP CMAPP Mobile App Download from Google Play Store

As mentioned earlier, CMAPP stands for Comprehensive Monitoring of Agricultural Prices and Procurement. AP CMAPP mobile app can easily be downloaded from the google play store on android smartphones. The important features and highlights of this app are as follows:-

A) CMAPP mobile app showcases all data relating to the cost, procurement and marketing facilities of the farmers for their agriculture produce. Thus this app will monitor agricultural activity at the farm level.

B) CMAPP will give the authorities the scope to attend to distress calls by intervening at the village level itself. Moreover, market intelligence report will be filed by Village Agricultural Assistant (VAA) every day.

C) This report filed by VAA will consist of daily updates pertaining to every single aspect of agriculture in a particular village.

D) If the report suggests that the village is in distress, the officers at the district and state level who will be monitoring these reports using the tool will direct the VAA to intervene or suggest alternative solutions to the problem.

E) This mechanism will ensure a much faster and localised intervention by the government, thereby resulting in the authorities being able to solve most if not all problems faced by the farmers.

CMAPP empowers and entrust respective officials of the state to monitor & review village level agriculture conditions including the sale and procurement of crops on a daily basis. All the joint collectors assigned with agriculture department will be trained through a quick session on the use of the CMAPP app.

The YSRCP-led Andhra Pradesh government said it has fulfilled 90% of its poll promises within one year of its rule and spent about Rs. 40,139 crore for various welfare schemes. These scheme had benefited 3.57 crore people and creating over 30,000 jobs in the state.

Central government of India has launched a new Pradhan Mantri Street Vendor’s Atmanirbhar Nidhi (PM SVANidhi) Scheme on 1 June 2020. Under this PM SVANidhi yojana, the Union govt. will provide short term loans upto Rs. 10,000 to rehdi / patri valas (phereewala). This scheme was earlier announced by FM Nirmala Sitharaman in the Rs. 20 lakh crore Atmanirbhar Bharat Abhiyan Package. People needs to apply online at the PM Street Vendor Atmanirbhar Nidhi Scheme official website (to be launched) or can apply offline at banks to avail initial working capital loan.

The main objective of PM Street Vendor’s Aatmanirbhar Nidhi Yojana is to ensure that daily wage earners like vegetable seller, fruits seller earns their livelihood. These short term assistance of Rs. 10,000 will enable small street vendors to restart their work which is badly hit due to Coronavirus (COVID-19) lockdown.

PM SVANidhi Scheme 2020

In order to provide initial working capital loan of upto Rs. 10,000, govt. has started PM Street Vendor Atmanirbhar Nidhi (PM SVANidhi) Scheme 2020. The apply online process for street vendor self reliant scheme is not been specified yet. It is expected that applicants will have to fill either PM SVANidhi online application form or can even take loans by applying offline for Pradhan Mantri Street Vendor Atmanirbhar Nidhi Scheme at banks. Here are the complete details about the PM SVANidhi Scheme launched by Prakash Javadekar on 1 June 2020.

Commercial Banks Will Face Difficulty in Disbursing Loans

Central govt’s recent announcement to offer Rs. 10,000 loans to phereevaala (फेरीवाला) under PMSVA Nidhi scheme will put commercial banks in trouble. It is because commercial banks does not have any past experience in disbursing such small size loans in urban clusters. The new PM Street Vendor Atmanirbhar Scheme 2020 proposes bank credit facility for initial working capital upto Rs. 10,000 for each vendor.

In the nation wide Coronavirus (COVID-19) lockdown, street vendors suffered the most as these people are daily earners. This Rehdi / Patri Wala Loan scheme (रेहड़ी / पटरी वाला लोन योजना) will cover urban as well as rural vendors doing business in the adjoining urban areas. However, mainstream bankers are not excited with extension of such small amount of loans under PM Street Vendor Atmanirbhar Nidhi (PM SVANidhi) Scheme.

Beneficiaries of PM SVANidhi Scheme

As per the initial data collected from state governments, around 50 lakh street vendors would be benefited from PM Street Vendor Atmanirbhar (PM SVANidhi) Scheme. The central govt. will extend a credit flow of Rs. 5,000 crore to this sector. Moreover, those street vendors who makes use of digital payments and timely repayments would be incentivized through monetary rewards.

It is important to mention that only a fraction of those 50 lakh phereevaala may have credit history with commercial banks as banks didn’t had a product designed for this sector. The major objective is to make street vendors self reliant and not fall in debt trap of lenders for such small amount.

Difficulty in Credit Appraisal for Street Vendors Without Credit History

It is of major concern that how to do credit appraisal for an entity without any credit history. As per some of the bankers, self help group model which are followed to extend loans in the rural areas could be followed which is given below:-

A) In this model, a group comprising women borrowers mostly is formed with 10-12 individuals of a neighborhood in a rural area.
B) Here individuals of the group can take responsibility for timely repayment by other members. These groups are required to show savings habit, for at least 6 months, before lending can start.

Problems in Self Help Group (SHG) Model for PM SVANidhi Yojana

The main problem in SHG model for PM Street Vendor Atmanirbhar Nidhi (PM SVANidhi) Yojana is that it may not be feasible to form such a group in urban areas. People of urban areas are apprehensive to be a guarantor of another borrower in the group. Moreover, there is no time to build savings habit as the vendor requires the loan immediately.

Small Finance Banks, MFIs can Disburse Loans Speedily

It is believed that the micro finance institutions (MFIs), and small finance banks who focuses on lending money to urban poor could emerge as the key player to make Street Vendor Loan Scheme a success. SFBs and micro-finance institutions have customers who belong to these community and have expertise in extending small ticket loans.

Key to Implement PM Street Vendor Atmanirbhar Nidhi (PM SVANidhi) Yojana

In order to make Street Loan Vendor Scheme 2020 (दस हज़ार फेरीवाला कर्ज योजना) acceptable for lenders, certain key aspects should be kept in mind:-

Interest Rate – There is need to place an interest cap for such loans which should be linked with the cost of funds. Ideally, it should be linked to the MCLR [marginal cost of funds based lending rate] rather than the government prescribing a particular rate.

Speedy Disbursal – The success of this scheme depends on the speed at which the loan is delivered. For this purpose, govt. will have to keep documentation short and simple. It should be a single page document as the purpose of loan is speed and convenience at which it is delivered. If borrower runs around for a week, then they will lose interest. So, customer delight is one of the key implementation strategy.

Credit Guarantee – Loans under this scheme are likely to be under the Mudra scheme. Mudra loans are guaranteed by Credit Guarantee Trust for Micro And Small Enterprises (CGTMSE). It is not easy to get claims for CGTMSE in case there is a default. Many questions are asked to settle claims as well as loan appraisal report is seen. So in case of NPAs, these loans would incur losses for bankers.

Claim Settlement Criteria – To prevent bankers from loss, CGTMSE should clearly state the claim settlement criteria upfront. A deadline must be specified within which a claim should be paid and if not, then interest should accrue.

It is important that the Street Loan Vendor Scheme 2020 mechanism is effective. The finance ministry is expected to detail the contours of the दस हज़ार फेरीवाला कर्ज योजना in the next few days.

प्रधानमंत्री नरेंद्र मोदी की केंद्रीय कैबिनेट बैठक में पीएम स्वनिधि योजना – प्रधानमंत्री स्ट्रीट वेंडर्स आत्म निर्भर निधि या एक विशेष माइक्रो-क्रेडिट सुविधा योजना को शुरू करने का फैसला किया है। प्रधानमंत्री स्वनिधि योजना 2020 से रेहड़ी और पटरी वालों को सरकार 10,000 रुपए का लोन देगी। विभिन्न क्षेत्रों में वेंडर, हॉकर, ठेले वाले, रेहड़ी वाले, ठेली फलवाले आदि सहित 50 लाख से अधिक लोगों को योजना से लाभ मिलेगा। प्रधानमंत्री स्वनिधि योजना उन्हें फिर से काम शुरू करने और अपनी आजीविका कमाने में सक्षम बनाने के लिए एक लंबा रास्ता तय करेगी। इस सरकारी योजना को लॉन्च करने के अलावा इस बैठक में कई अन्य फैसले भी लिए गए जैसे की कृषि, मजदूरी से लेकर छोटे उद्योगों के लिए फैसले हुए।

केंद्रीय मंत्री प्रकाश जावड़ेकर ने बताया कि कोरोना महामारी से लॉकडाउन के कारण नाई की दुकानें, मोची, पान की दूकानें व कपड़े धोने की दूकानें, रेहड़ी-पटरी वालों की आजीविका पर सबसे ज्‍यादा असर पड़ा है ऐसे समय में उन्हें अपने व्यापार को बढ़ावा देने के लिए सस्ता क्रेडिट देने की तत्काल आवश्यकता है। इसी कारण पीएम स्‍वनिधि योजना को लॉन्च किया गया है जिसके तहत स्‍ट्रीट वेंडर जो फल, सब्जियाँ बेचते हैं या रेहड़ी पर छोटी-मोटी दुकान लगाते हैं उन्हे 10,000 रूपये का लोन आसानी से मिलेगा और अपने काम को बढ़ाने में मदद मिलेगी।

प्रधानमंत्री स्वनिधि योजना आवेदन प्रक्रिया

1. लोन लेने की प्रक्रिया – यह इतिहास की पहली ऐसी योजना जिसमें कि शहरी / ग्रामीण क्षेत्रों के आस-पास सड़क पर माल बेचने वाले विक्रेताओं को इसमें लाभार्थी बनाया गया है। स्ट्रीट वेंडर सीधा 10,000 रुपये तक की कार्यशील पूंजी ऋण का लाभ उठा सकते हैं। जिसे वे एक वर्ष में मासिक किस्तों में चुका सकते हैं। अगर कोई ऋण की को समय पर या जल्दी चुकाना चाहता हैं तो उसे 7 प्रतिशत प्रतिवर्ष की दर से ब्याज सब्सिडी लाभार्थी के बैंक खाते में प्रत्यक्ष लाभ हस्तांतरण के माध्यम से हर छह महीने के आधार पर जमा की जाएगी। प्रधानमंत्री स्वनिधि योजना में मिलने वाले लोन को समय से पहले चुकाने पर कोई पेनल्टी नहीं ली जाएगी।

2. सशक्तिकरण के लिए प्रौद्योगिकी का उपयोग – प्रभावी वितरण और पारदर्शिता सुनिश्चित करने के लिए प्रौद्योगिकी का लाभ उठाने की सरकार की दृष्टि के अनुरूप इस योजना को एंड-टू-एंड समाधान के साथ शुरू करने के लिए वेब पोर्टल और मोबाइल ऐप दोनों को एक साथ विकसित किया जा रहा है। इस प्लेटफ़ॉर्म से क्रेडिट प्रबंधन के लिए सिडबी के उद्यमी मित्र पोर्टल और आवास और शहरी मामलों के मंत्रालय के मनी पोर्टल के साथ जोड़ा जाएगा जिससे ब्याज सब्सिडी को नियंत्रित किया जा सके।

3. डिजिटल लेनदेन को प्रोत्साहित करना – प्रधानमंत्री स्वनिधि योजना 2020 सड़क पर माल बेचने वालों को डिजिटल लेनदेन के लिए भी प्रोत्साहित करेगी।

4. क्षमता निर्माण पर ध्यान – पीएम स्वनिधि योजना में आवास और शहरी मामलों का मंत्रालय राज्य सरकारों से साथ मिलकर निम्न्लिखित योजनाओं और सेवाओं का इस्तेमाल करेगा:
i) दीनदयाल अंत्योदय योजना
ii) नेशनल अर्बन लाइवलीहुड मिशन
iii) शहरी स्थानीय निकाय
iv) सिडबी
v) क्रेडिट गारंटी फंड ट्रस्ट फॉर माइक्रो एंड स्माल एंटरप्राइज़ेस

इन सभी कार्यक्रमों के साथ मिल कर सभी हितधारकों और आईईसी गतिविधियों की क्षमता निर्माण के लिए वित्तीय साक्षरता कार्यक्रम का पूरे देश में जून में शुभारंभ होगा और जुलाई के महीने में लोन मिलना शुरू हो जाएगा।

सोमवार 1 जून 2020 को हुई केंद्रीय कैबिनेट मीटिंग में सूक्ष्म, लघु और मझोले उद्योग (MSMEs), किसानों और रेहड़ी पटरी वाले के बारे में कई अहम फैसले लिए गए हैं:

  • MSME सेक्टर के लिए इक्विटी स्कीम को कैबिनेट की मंजूरी
  • 14 फसलों की एमएसपी तय
  • कृषि ऋण पर ब्याज छूट का लाभ अब 31 अगस्त तक मिलेगा
  • एमएसएमई में शेयर लेकर अपनी भागीदारी देगी सरकार
  • सैलून, पान की दुकान और मोची को भी मिलेगा लाभ

कैबिनेट ने तय की 14 फसलों की एमएसपी

कैबिनेट ने धान की एमएसपी 1,868 रुपये, ज्वार की 2,620 रुपये, बाजरा की 2,150 रुपये प्रति क्विंटल तय की है। साथ ही मक्का की एमएसपी में 53 फीसद, मूंगफली में 50 फीसद, सूरजमुखी में 50 फीसद, सोयाबीन में 50 फीसद और कपास में 50 फीसद की वृद्धि हुई है।

LPG gas cylinder prices (subsidy and non-subsidy cylinder rates) has been raised in June 2020 month. This increase has come after govt. start Coronavirus (COVID-19) Unlock 1. The prices has been risen by Rs. 11.50 to Rs. 37 for 14.2 Kg non-subsidy cylinders. People can now check the LPG Gas Cylinder New Prices (14.2 kg / 19 Kg cylinder rates) in top metro cities like Delhi, Kolkata, Chennai, Mumbai & in other cities. These new LPG cylinder rates would remain applicable for the entire month of June 2020 starting from today (1 June 2020) onward.

For April and May 2020 month, the lpg gas rates had reduced but now increase in price is observed for June 2020. People can now compare these new cylinder rates with LPG Gas Cylinder prices in previous months. People can check both the subsidized and non-subsidized domestic gas cylinder rates to know the total amount which customer will have to pay to buy cylinder in June 2020 month. Moreover, people can also calculate the subsidy amount to be transferred into their bank accounts by the government.

The prices of both the subsidized and non-subsidized LPG gas cylinders are revised by oil marketing companies (OMCs) on 1st date of each month. Central govt. only provides subsidy on the first 12 gas cylinders to every household in 1 year under the direct benefit transfer (DBT) scheme. All the additional purchases for LPG gas cylinders will have to be made at market rates.

Central government has launched a new Champions Portal at www.champions.gov.in for MSMEs. This is an initiative of Ministry of Micro, Small and Medium Enterprises (MSME) to start CHAMPIONS Grievance Management System. Here people or organizations can now fill MSME Grievance online registration form at the official website to get their concern addressed. This CHAMPIONS Portal has been launched to put up and promote unified, empowered, robust, bundled and technology driven platform to help and promote MSMEs of India.

CHAMPIONS stands for Creation and Harmonious Application of Modern Processes for Increasing the Output and National Strength. CHAMPIONS is also fully integrated on real time basis with GOI’s main grievances portal CPGRAMS and MSME Ministry’s own other web based mechanisms. The entire ICT architecture is created in house with the help of NIC in no cost. Accordingly, the physical infrastructure is created in one of ministry’s dumping rooms in a record time.

Along with the candidate registration, employer registration facility is also available at the online portal for Skill Register.

HP Skill Register database at online portal would provide industries in getting information regarding skilled manpower. Need for HP Skill Register of Migrant Labourers

In Himachal Pradesh, the state government has launched an online portal Skill Register to create a sound database of migrants. Karnataka Maralu Mithra App Download – Sand Booking / Buy Sand Online

Karnataka government is going to launch a new Maralu Mithra App for sand booking and buying sand online. People would be soon able to buy sand online using their smartphones just like people order groceries or apparels. All the android mobile phone users would be able to download Karnataka Maralu Mitra App from google play store.

Booking of Sand would be absolutely free of cost and the purchased sand will be available for much below the market price. Once the Maralu Mithra app is launched, the Karnataka govt. intends to supply sand at a maximum rate of Rs. 1,500 per tonne. The current market rate is close to Rs. 3,250 to Rs. 3,500 per tonne.

The Maralu Mithra App in Karnataka would enable customers to book sand online, pay digitally and get it delivered at their doorstep.

The entire details of sand order placing, shipment, delivery is available at the Maralu Mithra App. This model was successfully implemented in Udupi district in FY 2019 on an experimental basis and this model of sand booking and buying through Maralu Mitra app is now being extended across the state.

Upgradation of Maralu Mithra Mobile App

The state govt. of Karnataka is planning to upgrade the Maralu Mithra mobile app so as to provide the location of the block from where sand is extracted. The Karnataka govt. is also in talks with transporter associations to register them via. Maralu Mitra app so that transportation cost and location from where sand will be ferried can be known in advance. The online application process to book sand online and buy it will help in bringing about more accountability and transparency in sand distribution and put an end to illegal sand mining in the state.

Central government has announced New Electronics Manufacturing Schemes to boost production in electronics sector in India as part of its Atmanirbhar Bharat Abhiyan. These 3 schemes are Production Linked Incentive Scheme (PLI) for Large Scale Electronics Manufacturing, Modified Electronics Manufacturing Clusters (EMC 2.0) Scheme and Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS). The new schemes of Modi government for Electronics Manufacturing Sector aims to invite global tech companies to set up roots and make products in India. This PLI scheme offers a production linked incentive to boost domestic manufacturing. PLI scheme will attract large investments in mobile phone manufacturing and specified electronic components. This includes Assembly, Testing, Marking and Packaging (ATMP) units. The scheme shall extend an incentive of 4% to 6% on incremental sales (over base year) of goods manufactured in India and covered under target segments, to eligible companies, for a period of 5 years subsequent to the base year as defined.

Project Management Agency (PMA) will be the Nodal Agency to implement PLI Scheme. This scheme amounts to Rs. 40,995 crores for increasing their production capacity in the country. Support under the PLI Scheme shall be provided for a period of five years subsequent to the base year and the incentives will be applicable starting 1 August 2020.

Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS)

SPECS scheme will provide financial incentive of 25% amounting to Rs. 3,285 crore on capital expenditure for the identified list of electronic goods. These includes downstream value chain of electronic products i.e., electronic components, semiconductor/ display fabrication units, ATMP units, specialized sub-assemblies and capital goods for manufacture of aforesaid goods as all of these involve high value added manufacturing. The capital expenditure will be total of expenditure in plant, machinery, equipment, associated utilities and technology, including for Research & Development (R&D).

SPECS Scheme Online Application Form

SPECS Scheme online application can be made by any entity registered in India. SPECS scheme will be applicable to investments in new units and expansion of capacity/ modernization and diversification of existing units. Project Management Agency (PMA) will be the nodal agency to implement Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors. PMA will be responsible for providing secretarial, managerial and implementation support and carrying out other responsibilities as assigned by MeitY from time to time.

SPECS Scheme is open for applications initially for 3 years from the date of its notification. Incentives under SPECS Scheme will be applicable from the date of acknowledgment of the application. The incentives will be available for investment made within 5 years from the date of acknowledgement of application. The central government has set a minimum threshold between Rs. 5 crore to Rs. 1,000 crore for the companies under SPECS scheme.

Modified Electronics Manufacturing Clusters (EMC 2.0) Scheme

Modified EMC 2.0 scheme gives an incentive of 50% of the project cost which amounts to Rs. 3,762 crores to the companies. With this scheme, the government aims to lure big companies along with their ancillaries to set up base in India. In addition to the incentive, the central government will give minimum land area of 200 acres (100 acres for North East and hill states) for large manufacturing clusters. EMC 2.0 Scheme will fortify the linkage between domestic and international market by strengthening supply chain responsiveness, consolidation of suppliers, decreased time-to-market, lower logistics costs among others.

How to Apply Online for Modified EMC 2.0 Scheme

Modified EMC 2.0 Scheme will provide financial assistance for setting up of both EMC projects and Common Facility Centres (CFCs) across the country. The Scheme is open for receipt of applications for a period of 3 years from the date of notification. Further period of 5 years is available for disbursement of funds to the approved projects. An application shall be made by Project Implementing Agency (PIA) which can be State Government or State Implementing Agency (SIA) or Central Public Sector Unit (CPSU) or State Public Sector Unit (SPSU) or Industrial Corridor Development Corporation (ICDC) such as DMICDC among others. All the applications received under the EMC 2.0 Scheme through Project Management Agency (PMA) will be considered by Project Review Committee (PRC) for giving its recommendations to the PMA for according approval/ rejection of the projects.

Objectives of 3 India Electronics Manufacturing Schemes

With these 3 schemes namely PLI, SPECS and Modified EMC 2.0, the central govt. aims to achieve 5 objectives:-

A) Expansion of manufacturing base on the lines of Korea, China and Taiwan.

B) Developing a trusted value chain.

C) 20%-30% higher value addition.

D) Increase foreign exchange savings.

E) Generation of upto 10 lakh jobs in India.

The respective portals of 3 India Electronics Manufacturing Scheme to receive applications have been made live by the IFCI which is a public-sector NBFC. As per the data from MeitY, production of mobile handsets in 2018-19 has reached 29 crore units worth Rs. 1.70 Lakh crore from just 6 crore units worth Rs. 19,000 crore in 2014. While the exports of electronics has increased from Rs. 38,263 crore in 2014-15 to Rs. 61,908 crore in 2018-19.

India’s share in global electronics production has reached 3% in 2018 from from just 1.3% in 2012. The schemes are expected to increase production of mobile phones and their parts to around Rs.10,00,000 crore by 2025 and generate around 5 lakh direct and 15 lakh indirect jobs.
