A new farm loan waiver scheme in Maharashtra was a pre poll promise of the Shiv Sena government. Chief Minister said “Crop loans outstanding till September 30, 2019, will be waived by MVA government. The upper ceiling for the amount is Rs two lakh. The scheme will be called Mahatma Jyotirao Phule loan waiver scheme”. As per the latest news, the 3rd phase Mahatma Jyotiba Phule Shetkari Karj Mafi Yojana list of beneficiaries will be published till end of July 2020.

Under Mahatma Jotirao Phule Farmers Debt Relief Scheme, a fund of Rs. 7,000 crore has been budgeted for the year 2020-21. Maharashtra government has approved to disburse Rs. 1,306 crore from this fund, excluding the funds disbursed earlier. So far, 25.77 lakh account holders in the state have been given debt relief of Rs 16,690 crore.

Maharashtra Mahatma Jyotirao Phule Shetkari Loan Waiver Scheme Apply Offline

Maharashtra govt. has announced a loan waiver of upto Rs. 2 lakh for farmers with cut off date of 30 September 2019. The Mahatma Jyotirao Phule Farmer Loan Waiver Scheme of the newly formed Shiv Sena, NCP & Congress coalition regime comes over two years after the Rs. 34,000 crore loan waiver announced by the then BJP-Sena government. Previously, the state govt. had launched the Chhatrapati Shivaji Maharaj Shetkari Samman Yojana (छत्रपती शिवाजी महाराज शेतकरी सन्मान सन २०१७ कर्जमाफी वितरण योजना) in 2017.

CM Uddhav Thackeray has made this announcement in the legislative assembly on the last day of winter session of legislature. However, there was no word on how much financial burden the new Farm Loan Waiver Scheme in Maharashtra would put on the state treasury. Mahatma Jyotiba Phule Loan Waiver Scheme would require minimum documentation and would be hassle free.

Member of Parliament (MP), state legislators and government employees will not receive the benefit of Maharashtra Mahatma Jyotiba Phule Shetkari Karj Mukti Yojana. The new Kisan Karz Mafi Yojana will cover farmers who cultivate fruit trees and sugarcane as well as conventional crops.

Maharashtra Mahatma Jyotiba Phule Loan Waiver Scheme Application Process

The state govt. will make a film for farmers to better understand the application procedure for Mahatma Jyotiba Phule Farm Loan Waiver Scheme. No person will have to stand in long queues unlike previous CSMSSY loan waiver scheme. All the farmers who wish to avail benefits of crop loan waiver scheme will need to approach their bank only with Aadhaar card.

Upon reaching the banks, Bank officials will take the person’s thumb print and the government will transfer the amount to the loan account of the farmer. In addition to this, it is important to note that no online form submission will be needed for Mahatma Jyotirao Phule Farm Loan Waiver Scheme 2020-21. Applicants will have to follow the offline application process to get their name enrolled in Mahatma Jyotiba Phule Shetkari karj Mukti Yojana list of beneficiaries.

Opposition of Maharashtra Jyotirao Phule Shetkari Karj Mukti Yojana

Former CM and current leader of opposition, Devendra Fadnavis alleged that the government had not fulfilled its original promise of full loan waiver. He questioned the govt’s failure to provide financial assistance of Rs. 25,000 per hectare to farmers who suffered losses due to unseasonal rain.

Fadnavis and other BJP MLAs then staged a walk out in protest of Mahatma Jyotirao Phule Farm Loan Waiver Scheme. Moreover, Devendra Fadnavis also alleged that the scheme will benefit very few farmers as most of them were already covered by his government’s CSMSSY 2017 scheme. He said that the govt. is cheating farmers as it is not offering full loan waiver.

महाराष्ट्र के मुख्यमंत्री उद्धव ठाकरे ने सरकार बनने के बाद 21 दिसम्बर 2019 को किसानों के लिए महात्मा जोतिराव फुले शेतकरी कर्जमुक्ती योजना की घोषणा करी थी। अपने न्यूनतम साझा कार्यक्रम (सीएमपी) के तहत इस सरकारी योजना का ऐलान किया था। मुख्यमंत्री उद्धव ठाकरे ने किसान कर्ज माफी योजना 2019 की घोषणा विधानसभा के शीतकालीन सत्र के अंतिम दिन करी थी। जिसमें उन्होने बताया की 30 सितम्बर 2019 तक किसानों द्वारा लिए गए फसल ऋण को उनकी सरकार द्वारा माफ किया जाएगा। महात्मा जोतिराव फुले शेतकरी कर्ज मुक्ती योजना की तीसरी लाभार्थी सूची जारी कर दी गई है जिसमें किसान भाई अपना नाम नीचे बताई गई प्रक्रिया के अनुसार देख सकते हैं।

जैसा की आप अभी जानते हैं की शिवसेना ने सरकार बनाने से पहले यह ऐलान भी किया था की अगर उनकी सरकार सत्ता में आती है तो सबसे पहले वह महात्मा जोतिराव फुले शेतकरी कर्जमुक्ती योजना को प्रदेश में शुरू करेंगे। अभी के लिए किसान कर्ज माफी योजना 2020 में 2 लाख तक का ऋण ही माफ किया जाएगा। इसके साथ ही मुख्यमंत्री उद्धव ठाकरे ने 10 रूपये की शिव थाली योजना का भी ऐलान किया। आधिकारिक बयान के अनुसार महात्मा जोतिराव फुले शेतकरी कर्ज मुक्ती योजना की तीसरी लाभार्थी सूची जुलाई महिनें के अंत तक जारी करी जाएगी।

10 रूपये की शिव थाली योजना की घोषणा अभी कुछ दिन पहले करी थी पर शनिवार को इसकी शुरुआत कर दी है जिसके तहत 50 जिलों में इसको शुरू किया जा चुका है।

  • सभी स्टेप्स को पूरा करने के बाद महात्मा ज्योतिबा फुले शेतकरी कर्ज मुक्ती, माफी सूची खुल जाएगी।

महात्मा जोतिराव फुले शेतकरी कर्जमुक्ती योजना 2020

महात्मा ज्योतिबा फुले किसान ऋण माफी योजना में जिन भी किसानों ने समय पर कर्ज का भुगतान किया है उनके लिए एक विशेष योजना लाई जाएगी। जिसमें उन्हे ज्यादा फसल ऋण उपलब्ध कराया जाएगा और इसके साथ ही अन्य लाभ भी दिये जाएंगे। महाराष्ट्र के वित्त मंत्री जयंत पाटिल ने कहा कि कर्ज माफी शर्तरहित होगी और इसका विवरण भविष्य में मुख्यमंत्री कार्यालय की ओर से जारी किया जाएगा। अभी के लिए जिन भी किसानों का 30 सितम्बर 2019 तक कर्ज बकाया है उन्ही को स्कीम का लाभ दिया जाएगा और योजना का पहला चरण मार्च से शुरू होगा।

महात्मा ज्योतिबा फुले किसान कर्ज माफी योजना 2020 के माध्यम से सभी छोटे-सीमांत किसानों को लाभ मिलेगा। इसके साथ ही वे किसान जो गन्ने, फलों के साथ अन्य पारंपरिक खेती करते हैं वे भी इसके अंतर्गत कवर किए जाएंगे। राज्य के कोष पर इसका कितना प्रभाव पड़ेगा इसकी जानकारी सरकार ने नहीं बताई है।

विधानसभा सत्र समाप्त होने के बाद एक सम्मेलन को संबोधित करते हुए मुख्यमंत्री ठाकरे ने कहा की कर्जमाफी योजना में कम से कम दस्तावेज जमा करने होंगे और परेशानी नहीं होगी।

महात्मा जोतिराव फुले शेतकरी कर्ज माफी योजना – आवेदन प्रक्रिया

जैसा की सीएम उद्धव ठाकरे ने बताया की किसान कर्जा माफी योजना (Maharashtra Mahatma Jyotirao Phule Shetkari Loan Waiver Scheme Apply Offline) के लिए कम से कम दस्तावेज जमा करने होंगे इसी बात को ध्यान में रख कर उन्होने बताया की जिस भी किसान का लोन बकाया है उसको अपना आधार कार्ड और बैंक की पास बुक लेकर बैंक में जाना है। जहां पर उससे कुछ प्रक्रिया को पूरा करवाया जाएगा और लोन की राशि उसके खाते में ट्रान्सफर कर दी जाएगी। सभी लाभार्थी यह ध्यान रखें की इस महात्मा जोतिराव फुले शेतकरी कर्ज माफी योजना में ऑनलाइन पंजीकरण फॉर्म नहीं भरवाये जाएंगे।

A new Free Online Course “ATL App Development Module” has been launched by NITI Aayog in collaboration with Indian homegrown startup Plezmo. The central govt. is inviting registration & login for this free online app development course at appcourse.plezmo.com under Atal Innovation Mission (AIM). Through this free online course under AIM’s flagship Atal Tinkering Labs initiative, the skills of school students will be transformed from being App users to App makers.

PM Narendra Modi has been encouraging the citizens to use technology and innovate for an Aatmanirbhar Bharat (Self Reliant India). It is crucial for the young Indians to learn skills at a young age and to enable them to become the next generation of technology leaders. So under the Atal Tinkering Lab initiative, AIM, NITI Aayog has started ATL App Development module. It would be a boon for India’s young minds to innovate and create new apps.

Uttar Pradesh Board starts advance registration for admission process of students who want to take admission in Class 9 and 11 at upmsp.edu.in. The Uttar Pradesh Madhyamik Shiksha Parishad is inviting UP Board Class 9th & 11th Admission Advance Registration at the official website. This UPMSP registration is for academic year 2020-2021 and UP Board has also released a complete schedule for the registration dates. As per the latest notification, the last date of UP Board Classes 9 and 11 advance registration is 5 August 2020. The UP board will conduct the admission process for intake in UPMSP Class 9 and UPMSP Class 11 in around 28,00 UP Board-affiliated schools across the state till 25 August 2020.

UPMSP Notification for UP Board 9 & 11 Class Admission Advance Registration

The official notification regarding the advance registration has been issued on the official website. The principals of the concerned schools are required to deposit challan of Rs. 50 as an advance registration fee for each student. This advance payment will be deposited in the government treasury. List of 9 Business Loan Schemes for Women Entrepreneurs Schemes 2020-21

Here is the list of 9 business loan schemes for women entrepreneurs 2020-21 launched to provide loans upto Rs. 25 lakh to women for their business:-

Oriental Mahila Vikas Yojana

Under this scheme, the Oriental Bank of Commerce (OBC) bank provides loans to women who individually or jointly, own a proprietary concern and holds 51% share capital. In Oriental Mahila Vikas Yojana, women entrepreneurs are given loans ranging from Rs. 10 lakh to 25 lakh for small scale industries. Accordingly, no type of guarantor is required to avail this loan and women entrepreneurs can repay their loans over a period of 7 years. Around 2% loan interest rate concession is also given to women entrepreneurs.

Udyogini Scheme

Under Udyogini Scheme, women b/w 18 and 45 years of age are given loans upto Rs. 1 lakh. These loans are for working in business, agriculture, retail and small entrepreneurs sector. If the annual income of a woman entrepreneur’s family is less than Rs. 45000 then only she can avail loan through Udyogini scheme. A subsidy of 30% is also provided for loans up to Rs. 10,000 to widows, destitute or disabled women of SC and ST categories.

Sukanya Samriddhi Yojana

Under SSY scheme, loans are given to women starting businesses from small enterprises. This includes tuition center, tailoring unit or beauty parlor etc. Women will also get Mudra Card at the time of granting the loan and this Mudra Card will work in the same way as your credit card and will have a limited amount of 10% of the loan amount. Moreover, the loan amount is given between Rs. 50,000 to 5 lakh. The loan amount under Tarun component of Mudra Scheme is Rs. 10 lakh.

Bharatiya Mahila Bank Business Loan

Bharatiya Mahila Bank commercial loan is for women entrepreneurs who want to start a new venture from property and SME in retail. Women entrepreneurs are given a maximum loan amount of upto Rs. 20 crores and a rebate of 0.25% is also given. The interest rate on this loan amount is usually 10.15% or more.

Annapurna Scheme

Under the Annapurna Scheme, women entrepreneurs who want to set up food catering industry to sell food items like packaged food, breakfast etc. In this scheme, loan of Rs. 50,000 is given to women entrepreneurs by the State Bank of Mysore. Women can pay it in monthly installments of 36 months and loan will be given to fulfill the primary needs of the female entrepreneur that is to buy utensils and other equipment.

Dena Shakti Scheme

Dena Shakti Scheme is best of for all women entrepreneurs want to grow their business in the field of agriculture, manufacturing, micro-loans, retail stores or micro enterprises and need financial support. Women entrepreneurs are given a maximum loan amount of Rs. 20 lakh for retail trade at 0.25% interest rate. This amount can be easily repaid by bank provided in the loan by monthly payment of installments by women entrepreneurs.

Cent Kalyani Scheme

If women want to start their new venture or want to revise it, then Central Bank of India gives them the benefit of the loan DHS scheme. Under Cent Kalyani Scheme, this loan can be availed by women entrepreneurs who are involved in business ventures like village, small and medium industries, self-employment, agricultural retail trade. Women entrepreneurs do not need any guarantor while taking loan and the maximum loan amount given is Rs. 1 lakh.

Mahila Udyam Nidhi Scheme

Punjab National Bank (PNB) launches Mahila Udyog Nidhi Yojana. Under this scheme, the objective is to provide loans to women enterprises involved in small scale industries. The loan amount can be easily repaid by women entrepreneurs in a period of 10 years. Different loan schemes are also included under Mahila Nidhi scheme, beauty parlor, day care center, auto rickshaw. The maximum loan amount given under Mahila Udyam Nidhi Scheme is Rs. 10 lakh.

Stree Shakti Packages

This scheme makes women entrepreneurs get discount rate in loan amount. If the loan amount of a woman entrepreneur is more than Rs. 20 lakh, then it provides a discount of 0.50% at that interest rate. This Stree Shakti Packages has been operated by the central govt. through most branches of SBI Bank.

Shri Arun Jaitley Financial Assistance for Group C Employees Scheme in Rajya Sabha

Rajya Sabha Secretariat has started Shri Arun Jaitley Financial Assistance for Group C Employees Scheme on 14 July 2020. This is an Employees Welfare Scheme in the name of former central govt. minister Arun Jaitley as he was the leader of house in Rajya Sabha. The new scheme seeks to award 3 scholarships to children of group “C” employees of the secretariat. These scholarships are for higher technical and professional education. In addition to this, the employees will also get financial support in case of death and medical emergency.

The new Shri Arun Jaitley Financial Assistance for Group C Employees Scheme has been formulated and approved based on the decision of Sangeeta Jaitley. She was the wife of the senior leader Arun Jaitley who passed away in August 2019. She urged Rajya Sabha chairman M Venkaiah Naidu in a letter last year to utilize the family pension she is entitled to for the benefit of the bottom rung of the secretariat.

In her letter, Sangeeta Jaitley wrote “I would like to humbly request the Honourable Parliament to deploy this pension amount towards the welfare of the most needy segment of the institution which Arun served for almost 2 decades, the class IV employees of the Rajya Sabha.

Shri Arun Jaitley Financial Assistance for Group C Employees Scheme

The govt. has launched Shri Arun Jaitley Financial Assistance for Group C Employees Scheme. This scheme would be funded by the pension amount which Arun Jaitley’s family receives as he has been a member of the upper house. As mentioned earlier, children of group C employees of secretariat would be given 3 scholarships for higher technical and professional education. Accordingly, employees would be extended financial support in case of death & medical emergency.

Mrs. Jaitley’s annual family pension entitlement at present rates comes to over Rs. 3 lakh and she has already transferred the amount to the secretariat for the period since the demise of Shri Jaitley last year. The scheme is being made operational from the current financial year.

Arun Jaitley believed that education wasn’t just a right but is a critical aspect for a New India. So, the Arun Jaitley’s family donated his pension amount to benefit Rajya Sabha Secretariat’s Group C Employees- to include a welfare scheme, scholarships for kids. This is the best way to honour the ideals of such a huge personality like Shri Arun.

Mr Naidu also thanked Jaitley family for their gesture and wrote “Deeply touched by the gesture of the family of late Shri Arun Jaitley Ji in donating his pension for the welfare of Rajya Sabha Secretariat’s Group C employees, including scholarships for their children. It is indeed an exemplary way of paying tribute and honouring his memory.”

ઓનલાઈન પ્રવેશ ફાળવ્યા બાદ જરૂરી આધાર-પુરાવા સાથે જે તે શાળાનો શાળા સમયે સંપર્ક કરવાનો રહેશે. જે તે શાળા તમારી પાસે જરૂરી આધાર-પુરાવા માંગશે. તમો જરૂરી અધાર-પુરાવા રજૂ કરતા હોય તો પણ શાળા પ્રવેશની ના પાડે તો તાત્કાલિક જે તે જિલ્લાના જિલ્લા શિક્ષણાધિકારી/ જિલ્લા પ્રાથમિક શિક્ષણાધિકારી / (મહાનગરપાલિકા વિસ્તારની શાળા માટે જિલ્લા શિક્ષણાધિકારીને મળવું)ની કચેરી ખાતે રૂબરૂ જઈ વાંધા અરજી આપવાની રહેશે.

Can minority schools with case pending in the honourable Supreme Court be selected for admission

જે શાળાઓ લઘુમતી હોવાનો દાવો કરતી હોય અને તેવી શાળાઓ પાસે પ્રાથમિક શાળા લઘુમતી હોવા અંગેનું સક્ષમ અધિકારીનું લઘુમતી દરજ્જાનું પ્રમાણપત્ર ન હોય અને નામદાર સુપ્રીમ કોર્ટમાં દાખલ થયેલ પીટીશન SLP(C) NO. 21715/2018માં પક્ષકાર તરીકે જોડાયેલ હોય તેવી શાળાઓને પણ વેબપોર્ટલ ઉપર RTE પ્રવેશ માટે દર્શાવવામાં આવેલ છે. જે વાલી/વિદ્યાર્થી આવી શાળાઓ RTE પ્રવેશ માટે પસંદ કરશે અને પ્રવેશ ફાળવ્યા બાદ આવી શાળાઓ પ્રવેશ આપવાની ના પાડશે તો આવી શાળાઓ સામે સુપ્રીમ કોર્ટની સુચના મુજબ કડક કાર્યવાહી કરી શકાશે નહી. આથી, RTE હેઠળ આવી શાળાઓમાં પ્રવેશ નામદાર સુપ્રીમ કોર્ટના આખરી ચુકાદાને આધિન રહેશે. જેની સર્વે વિદ્યાર્થી/વાલી નોંધ લઈ આવી શાળાઓ પસંદ કરવાની રહેશે. એકવાર પ્રવેશ ફાળવ્યા બાદ જો નામદાર સુપ્રીમ કોર્ટનો ચુકાદો સરકારશ્રીનાં વિરુદ્ધમાં આવશે તો તેવા વિદ્યાર્થીઓને જે તે સમયે ઉપલબ્ધ ખાલી જગ્યાઓ, અંતરનો માપદંડ, માધ્યમ વગેરે જળવાતા હશે તો જ તેઓનો અન્‍ય જગ્યાએ સમાવેશ કરવામાં આવશે. અન્‍યથા પ્રવેશ રદ થશે. તે ધ્યાને રાખી આવી શાળાઓની પસંદગી કરવાની રહેશે.

Punjab government has launched Ayushman Bharat Sarbat Sehat Bima Yojana for farmers. In this scheme, each farmer is entitled to cashless health insurance cover of Rs. 5 lakh per family per year. People can avail cashless and paperless treatment at empanelled government and private hospitals. All the farmers who had sold their produce in FY 2018 & 2019 can avail benefits of free health treatment scheme.

  • Information regarding government hospitals.

आरटीई छत्तीसगढ़ प्रवेश 2020 – पात्रता

RTE Chhattisgarh 2020 Admission के लिए ऑनलाइन आवेदन करने से पहले आवेदक नीचे दिये गए योग्यता मानदंड जांच सकते हैं:

  • आवेदक के माता-पिता की सालाना आय सभी स्रोतों से मिला कर 1 लाख रुपये से अधिक नहीं होनी चाहिए।
  • अनुसूचित जाति (Scheduled Caste), अनुसूचित जनजाति (Scheduled Tribe), अनाथ (Orphan) उम्मीदवार भी आवेदन कर सकते हैं।
  • इसके अनुसार सभी उम्मीदवार जिनका नाम बीपीएल सूची में है, वे भी एडमिशन ले सकते हैं।
  • विधालय में प्रवेश के समय आवेदनकर्ता की आयु 6 से 14 वर्ष की होनी चाहिए।

Colour Scheme of Vehicle Number Plates in India – Check New MoRTH Notification

Central government has issued a new notification for New Colour Scheme of Vehicle Number Plates in India. Ministry of Road Transport and Highways (MoRTH) has released this update on 16 July 2020 to remove any ambiguity regarding number plates of vehicles. In the new scheme, battery operated vehicles will continue to display alpha numerals in yellow colour with a green background. Vehicles with temporary registration will display alpha numerals in red with yellow background. Moreover, vehicles in possession of dealers will display alpha numerals in white with red background. In this post, we will tell you about the complete colour code scheme of number plates of Indian vehicles.

The new notification by MoRTH is to rectify the anomalies in the chapter on “The assignment of registration mark on vehicles for various States and Union Territories at a glimpse”. This is done through tabulation of items so that it clearly enunciates the colour of the alpha numerals and the back ground of registration plate of different class and category of vehicles.

The new notification of Colour Scheme of Vehicle Number Plates in India has been issued only for enabling clarity, and nothing new has been prescribed for the plates. Previously, the central govt. had prescribed different registration marks on vehicles for various states and union territories. Now it prescribed colour of alpha numerals and background on registration plates for different categories of vehicles.

Indian vehicles number plates comes in 8 different colour combinations:-

  • Private vehicle number plates have black lettering on a white background.
  • Commercial vehicles, such as taxis, buses and lorries, have black lettering on a yellow background.
  • Yellow lettering on a black background is used to denote a Rental vehicle.
  • White lettering on a light blue background indicates that the vehicle belongs to a foreign embassy or consulate.
  • Number plates of battery operated vehicles, i.e. electric vehicles have alpha numerals in yellow colour with a green background.
  • Vehicles with a temporary registration number will have to display have to alpha numerals in red with yellow background.
  • Dealers vehicles will be required to display alpha numerals in white with red background.
  • The 8th form of number plate is quite special and very exclusive. It features the state emblem of India in gold on a red background. This number plate is for Indian president or one of the governors of a federal state or union territory.

Besides standard registration numbers, India also offers vanity plates, though the options available are rather limited. The only bits customers can choose are the last four digits and the series of the number plate. Only numbers that have never been used are on offer.

Security of Vehicle Number Plates in India (HSRP)

Since 2005, India has a law on new secure number plates namely High Security Registration Plates (HSRP). However, implementation has been very slow and has yet to be completed in some federal states. The new vehicular number plates have special security features enabling them to be fitted and removed only with a special device. If these registration plates are tampered, then these number plates becomes unusable. In such cases, it would be impossible to fit different plates on the vehicle.

One more security element for vehicles number plates is a registration mark – hologram sticker that is affixed to the windscreen. It contains registration number, number of the transport authority issuing the plate, engine number, body number and a lasered PIN code. The PIN can be read with a special laser camera and in combination with the sticker that is non-transferable and becomes unusable if removed. The aim is to improve the protection of vehicles from theft and to prevent criminals from using stolen number plates for their activities.

New Notification for Number Plates of Vehicles

The notification issued by the Ministry of Road Transport and Highways said, “Earlier, the Ministry had prescribed different registration mark on vehicles for various states and union territories under sub-section (6) of section 41 of the Motor Vehicles Act, 1988 (59 of 1988) vide S.O.444(E), dated the 12th June, 1989. Later, the Ministry vide SO 827 (E) dated 11th November, 1992 amended the S.O.444(E), dated the 12th June, 1989 to prescribe the colour of the alpha numerals and the back ground registration plate for different class and category of vehicles.

Further, the Ministry vide GSR 901 (E) dated 13/12/2001 prescribed the colour of the registration plate for transport and non transport class of vehicles. It came to the notice of the Ministry that the amendment in the chapter, “The assignment of registration mark on vehicles for various States and Union Territories at a glimpse’ inserted vide S.O. 444(E), dated the 12th June, 1989 was left out. Due to which certain ambiguities were noticed. Hence, this notification has been issued for enabling clarity.”

Confused? Allow us to explain it: Simply put, this notification prescribes no new regulation for vehicle number plates and has been issued merely to ensure clarity. As stated above, the ministry had previously prescribed different registration marks for vehicles across different states and union territories. Later, the ministry prescribed the colour of the alpha numerals as well as the background on registration plates for different categories of vehicles. Apparently this had caused some confusion and thus new notification is issued.

Significance of Characters in Indian Vehicle Number Plates

The first two characters of an Indian registration number are letters denoting the federal state or union territory, of which there are 36 in India. Next up are two digits indicating the regional transport authority within the state or territory that issued the registration number. After that, there are one, two or three letters showing the current series of registration numbers. The final four digits are the number unique to the plate.

The last feature of a number plate is the IND sign on the left. Above that is Ashoka Chakra (the symbol depicted on the Indian flag), and below it is the number plate’s lasered PIN code. Some states and territories (such as the National Capital Territory of Delhi) add an extra letter before the series explained above in order to designate the vehicle type. Each state can use its own set of codes for this purpose. Delhi, for example, makes a distinction between motorbikes, cars, electric vehicles, public transport vehicles, three-wheeled rickshaws, taxis, pick-up trucks, and rental vehicles.

The Haryana state government has started this official website to provide employment opportunities to ITI Pass Youths. At the newly launched Mistry ITI Haryana Portal, interested technicians can apply / register online for getting jobs. While technician will get work, citizens can also search technicians as per their requirement.

The Mistry Haryana Portal is a unified database of all technicians in the state of Haryana and help technician to get work. The Mistry ITI Haryana platform aims to facilitate citizens to search technicians (mistry) as per their requirement so that citizens can easily get the service providers/ Skill holders (ITI pass-outs) near their location.

The state govt. will now act a facilitator as the platform will link technicians and citizens. Technicians will get opportunities and citizens will find technicians, thus maximizing the scope of employment for technicians of Haryana.

Dept. of Skill Development & Industrial Training in Haryana

The Department of Skill Development and Industrial Training, Haryana is imparting skill-based training to the unemployed youth of the state through the network of 172 (139 Co-Ed.+33 Women) Govt. ITIs and 246 Private ITIs under Craftsman Training Scheme. Engineering & Non- Engineering trade courses of one and two years duration are being run in these ITIs.

In the year 1966, when Haryana came into being, there were 48 Govt. ITIs with a seating capacity of 7156 whereas now, there is a total of 418 Govt. & Pvt. ITIs with 1,21,600 sanctioned seats offering courses in 81 different trades. Quality of training in ITIs is being upgraded regularly by improvement in curriculum, training methodology and training of trainers through industry sector council at Govt. of India. New trades are also being introduced as per market demand.

Central govt. has launched National Initiative for School Head’s and Teacher’s Holistic Advancement (NISHTHA) Scheme. HRD Ministry is inviting online applications for world’s largest NISHTHA teacher training program at nishtha.ncert.gov.in. This integrated programme aims at building capacities of around 42 lakh participants. The new Nishtha Teachers Training Program is a national mission to improve learning outcomes at the elementary level. There are around 120 National Resource Group, 33000 State Resource Groups and 42 lakh Teachers, Principals, BRCs and CRCs.

NISHTHA includes all teachers and heads of school at elementary level in all government schools. Even all faculty members of State Councils of Educational Research and Training (SCERT’s) and District Institutes of Education and Training (DIETs) are covered. Block Resource Coordinators and Cluster Resource Coordinators in all States and UTs would also be covered. Nishtha Online is integrated teacher training for change i.e Samagra Shiksha.

NISHTHA integrated training program will motivate and equip teachers to encourage and foster critical thinking in students. Students would then be able to handle diverse situations and teachers can act as first level counsellors.

NISHTHA Teacher Training Schedule

The central govt. will provide training to teachers directly through 33120 Key Resource Persons (KRPs) and State Resource Persons (SRP) identified by the State and UTs. These KRPs and SRPs will in turn be trained by 120 National Resource Persons identified from National Council of Educational Research and Training (NCERT), National Institute of Educational Planning and Administration (NIEPA).

All the states and UTs will get an option to contextualize the training modules and use their own material and resource persons. This would be done keeping in view the core topics and expected outcomes of NISHTHA teachers training program. The important features of NISHTHA are activity based modules including in-built continuous feedback mechanism, online monitoring and support system, training need and impact analysis (Pre and Post training).

An integrated monitoring and support mechanisms involving BRCs, CRCs, NGOs, KVs, NVs and CBSE schools will be set up at each stage to see whether the interventions provided during the training programme reach to classroom level.

Who all will be National Resource Person (NRP)

Educationists, Subject-Experts and Teacher Educators drawn from National level Institutions such as NCERT, NIEPA among others. National Resource Groups (NRGs) will train Key Resource Persons (KRPs) & State Resource Persons- Leadership (SRPL) of the States/Union Territories. One NRG includes 15 national level resource persons.

Who all will be Key Resource Person (KRP)

Faculty members of SCERTs, DIETs, IASEs, CTEs and Teachers from Senior Secondary Schools identified by the states/UTs for building their capacities by the National Resource Persons.

What is the function of State Resource Groups (SRGs)

One State Resource Group (SRG) includes 05 KRPs & 01 SRPL from SCERTs, DIETs, CTEs, IASEs. SRGs will train the school teachers and school principals (functionaries at district, block and cluster level).

What will be the modalities of transaction of Nishtha mega training programme

This programme will be conducted in customized cascade mode, in which National Resource Group of Experts will train Key Resource Persons (identified by the state/ UT for further teacher training) and State Resource Persons (identified by the state/ UT for further training of school principals and other functionaries). These KRPs and SRPs will directly train teachers and school principals. Master trainer’s layer will be not be there in between. This will help in reducing the high percentage of communication loss which existed earlier, due to many layers.

How to update profile details on NISHTHA portal

Profile details on NISHTHA portal can be updated by following the steps. Firstly login into the portal using Username: <your email id> & Password: Password@123. Accordingly, you will be promoted to Change password on first time login. After changing password click on your username at top right corner and then click on Edit profile menu. Update the fields in the form and then click Update profile button to save the changes

PM Street Vendor’s Atmanirbhar Nidhi (PM SVANidhi) App has been launched by Ministry of Housing and Urban Affairs of Central Government on 17 July 2020. People can now download & install PM Svanidhi Mobile App on their smartphones from google play store through the direct link. This new PM SVA Nidhi mobile application aims to provide a user-friendly digital interface for lending institutions (LIs) and their field functionaries. The new app is developed for sourcing and processing loan applications of street vendors. All the applicant street vendors can now apply online for loans, perform vendor search, do e-kyc under PM Street Vendors Aatmanirbhar Nidhi Scheme through this app or through the previously launched pmsvanidhi.mohua.gov.in

PM SVANidhi Mobile App by MoHUA is a step towards boosting the use of digital technology. This PM Svanidhi app will facilitate field functionaries of LIs like Banking Correspondents (BCs) and Agents of Non-Banking Financial Companies (NBFCs) / Micro-Finance Institutions (MFIs), who have proximity with the street vendors, to ensure maximum coverage of the Pradhan Mantri Street Vendor Atmanirbhar Scheme.

The launch of PM Sva Nidhi mobile app will provide boost to the implementation strategy of the scheme besides promoting paper-less digital accessing of micro-credit facilities by the Street Vendors.

Who Should download PM SVANidhi Mobile App

The PM SVANidhi app can be downloaded from the Google Play store for use by the LIs and their field functionaries. After the start of lending process under PM SVANidhi scheme on 2 July 2020, more than 1.54 lakh street vendors have applied for working capital loan across States/ UTs. Out of these loan applications received from street vendors, more than 48,000 have already been sanctioned loans under PM Street Vendor’s Atmanirbhar Nidhi Scheme.

PM SVANidhi was launched by the Ministry of Housing and Urban Affairs (MoHUA) on 1 June 2020. This scheme aims to provide affordable working capital loan to street vendors to resume their livelihoods that have been adversely affected due to Covid-19 lockdown.

PM Street Vendor’s Atmanirbhar Scheme

The new PM Street Vendor’s Atmanirbhar Nidhi Scheme targets to benefit over 50 lakh Street Vendors who had been vending on or before 24 March, 2020 in urban areas including those from surrounding peri-urban/ rural areas. Under the PM Svanidhi Scheme, the vendors can avail a working capital loan of up to Rs. 10,000, which is repayable in monthly installments in the tenure of 1 year.

On timely or early repayment of the loan, an interest subsidy at the rate of 7% per annum will be credited to the bank accounts of beneficiaries. This interest subsidy on loans under PM SVANidhi Scheme would be credited through Direct Benefit Transfer (DBT) mode on a quarterly basis. There will be no penalty on early repayment of loan.

The PM Svanidhi Scheme promotes digital transactions through cash back incentives up to an amount of Rs. 100 per month. Moreover, the vendors can achieve their ambition of going up on the economic ladder by availing the facility of enhancement of the credit limit on timely or early repayment of loan.

Beneficiaries of PM SVANidhi Scheme

As per the initial data collected from state governments, around 50 lakh street vendors would be benefited from PM Street Vendor Atmanirbhar (PM SVANidhi) Scheme. The central govt. will extend a credit flow of Rs. 5,000 crore to this sector. Moreover, those street vendors who makes use of digital payments and timely repayments would be incentivized through monetary rewards.

It is important to mention that only a fraction of those 50 lakh phereevaala may have credit history with commercial banks as banks didn’t had a product designed for this sector. The major objective is to make street vendors self reliant and not fall in debt trap of lenders for such small amount.

1. What is PM Street Vendor’s Atmanirbhar Nidhi Yojana?
This is a Central Sector Scheme to facilitate street vendors to access affordable working capital loan for resuming their livelihoods activities, after easing of lockdown. Pradhan Mantri Street Vendor’s Atmanirbhar Nidhi is a special micro-credit facility scheme to providing affordable loans to street vendors. As livelihoods of these daily wage earners have been impacted seriously due to COVID-19 lockdown, govt. has started this scheme. The scheme will provide working capital loan to enable street vendors to resume their life. In this scheme, street vendors from peri-urban or rural areas would be the beneficiaries.

2. Who are Street Vendors/Hawkers?
Any person who works in vending of articles, goods, wares, food items or merchandise of daily use or offering services to the general public. The street vendors may offer these services in the street, footpath, pavement etc. from either a temporary built-up structure or by moving from one place to another. The goods that are supplied by them are vegetables, fruits, ready-to-eat street food, tea, pakodas, breads, eggs, textile, artisan products, books/ stationery among others. The services provided by street vendors include barbershops, cobblers, pan shops, laundry services etc.

3. What are PM SVANidhi Scheme Objectives?
To provide working capital loan up to Rs 10,000 at a subsidised rate of interest. The govt. will incentivize regular repayment of loan and will reward digital transactions. The main objectives are:-
(i) To facilitate working capital loan up to 10,000 at subsidized rate of interest;

7. Which lending institutions will provide credit under the PM SVANidhi Scheme?
For the successful implementation of the scheme, the Urban Local Bodies will play a significant role. The lending institutions under the scheme are Scheduled Commercial Banks, Regional Rural Banks, Small Finance Banks, Cooperative Banks, Non-Banking Financial Companies (NBFCs), Micro Finance institutions and Self Help Group banks.

8. What is the rationale of the PM Svanidhi Scheme?
The COVID-19 pandemic and consequent lock-down have adversely impacted the livelihoods of street vendors. They usually work with a small capital base, which they might have consumed during the lockdown. Therefore, credit for working capital to street vendors will be helpful to resume their livelihoods.

9. What is the amount of initial working capital loan?
The Initial working capital loan is upto Rs. 10,000/- for a tenure of one year.

10. I have an Identity Card /Certificate of Vending. How can I apply for the loan?
You can approach a Banking Correspondent (BC)/ Agent of Micro Finance Institution (MFI) in your area (ULBs will have the list of these persons). They will help you in filling up the application and upload the documents in a Mobile App/ Portal.

11. How will I know that I am in the surveyed list?
You can access this information on the website of Ministry of Housing and Urban Affairs.

12. My name is in the list of surveyed vendors, but I do not have either Identity Card or Certificate of Vending? Can I avail the loan facility? If yes, what is the process?
Yes, you can still avail the Scheme benefits. A Provisional Certificate of Vending would be issued to vendors through an IT based Platform. The BC/ Agent will help you in filling up the application and upload the documents in a mobile App/ Portal.

13. I stay in the surrounding rural area and vend in the city. Am I eligible for the Scheme? If yes, what is the process?
OR
14. I am a vendor from the city but not included in the survey. How can I avail benefits of the Scheme?
The Scheme is available to vendors of surrounding development/ peri-urban/ rural areas vending in the geographical limits of the cities/ towns and those left out of the survey. If you belong to this category you have to produce one of the following documents to obtain the Letter of Recommendation from ULB/TVC:
(i) Documents of past loan taken from a bank/ NBFC/ MFI for the purpose of vending; or
(ii) If you are a member of street vendors’ association like NASVI, NHF, SEWA etc., your membership details; or
(iii) Any other documents to prove that you are a vendor; You can also request ULB through a simple application on white paper to conduct local enquiry to ascertain the genuineness of your claim. After receipt of LoR, you may approach BC/ Agent to apply for the loan.

15. What are the KYC documents required in addition to CoV/ ID / LoR?
You may carry anyone of the following documents for KYC purpose:
(i) Aadhaar Card,
(ii) Voter’s Identity Card,
(iii) Driving Licence,
(iv) MNREGA Card,
(v) PAN Card.

16. What is the rate and amount of interest subsidy?
The rate of interest subsidy 7%. The interest subsidy amount will be credited directly in your account on quarterly basis. In case of early payment, the admissible amount of subsidy will be credited in one go. For a loan of `10,000, if you pay all the 12 EMIs in time, you will get approximately Rs. 400 as interest subsidy amount.

17. Do I need to give any collateral to avail this loan?
No collateral security is required.

18. What is the amount of incentive for digital transactions?
The on-boarded vendors would be provided with a monthly cashback in the range of Rs. 50 to Rs. 100 as per the following criteria:
(i) On executing 50 eligible transactions: 50;
(ii) On executing the next 50 eligible transactions: Additional 25; and
(iii) On executing the next 100 eligible transactions: Additional 25.
Each transaction > 25 will be counted.

19. I am not familiar with digital transactions. Will there be any capacity building for doing that?
An agent from MFI/ payment aggregator will approach you to onboard and help in conducting sample transactions. You will also be provided with a debit card and a QR code.

20. Is there any incentive for timely/ early repayment of loan?
Yes, on timely/ early repayment of loan of initial working capital, a vendor becomes eligible to avail a higher tranche of loan in next cycle.

21. Is there any penalty for repayment of loan before the scheduled date?
There is no penalty for pre-closure of the loan.

22. How can I enhance my chances of availing this loan?
You may become a part of Common Interest Group (CIG) formed by ULB or Joint Liability Group (JLG) formed by a lending institution.

23. Who all can I approach to avail the facility?
You may meet a member of SHG or ALF or CLF or call toll free number.

24. Will I get Identity Card for use?
Yes, you will be issued Provisional Identity Card on approval of loan and permanent CoV/ID will be issued within 30 days.

Complete process will be automated through a Mobile App and Web Portal. You will be able to check real time status of your application. Whole process, if paper/ information is complete, may take less than 30 days.

Commercial Banks Will Face Difficulty in Disbursing Loans

Central govt’s recent announcement to offer Rs. 10,000 loans to phereevaala (फेरीवाला) under PMSVA Nidhi scheme will put commercial banks in trouble. It is because commercial banks does not have any past experience in disbursing such small size loans in urban clusters. The new PM Street Vendor Atmanirbhar Scheme 2020 proposes bank credit facility for initial working capital upto Rs. 10,000 for each vendor.

In the nation wide Coronavirus (COVID-19) lockdown, street vendors suffered the most as these people are daily earners. This Rehdi / Patri Wala Loan scheme (रेहड़ी / पटरी वाला लोन योजना) will cover urban as well as rural vendors doing business in the adjoining urban areas. However, mainstream bankers are not excited with extension of such small amount of loans under PM Street Vendor Atmanirbhar Nidhi (PM SVANidhi) Scheme.

Difficulty in Credit Appraisal for Street Vendors Without Credit History

It is of major concern that how to do credit appraisal for an entity without any credit history. As per some of the bankers, self help group model which are followed to extend loans in the rural areas could be followed which is given below:-

A) In this model, a group comprising women borrowers mostly is formed with 10-12 individuals of a neighborhood in a rural area.
B) Here individuals of the group can take responsibility for timely repayment by other members. These groups are required to show savings habit, for at least 6 months, before lending can start.

Problems in Self Help Group (SHG) Model for PM SVANidhi Yojana

The main problem in SHG model for PM Street Vendor Atmanirbhar Nidhi (PM SVANidhi) Yojana is that it may not be feasible to form such a group in urban areas. People of urban areas are apprehensive to be a guarantor of another borrower in the group. Moreover, there is no time to build savings habit as the vendor requires the loan immediately.

Small Finance Banks, MFIs can Disburse Loans Speedily

It is believed that the micro finance institutions (MFIs), and small finance banks who focuses on lending money to urban poor could emerge as the key player to make Street Vendor Loan Scheme a success. SFBs and micro-finance institutions have customers who belong to these community and have expertise in extending small ticket loans.

Key to Implement PM Street Vendor Atmanirbhar Nidhi (PM SVANidhi) Yojana

In order to make Street Loan Vendor Scheme 2020 (दस हज़ार फेरीवाला कर्ज योजना) acceptable for lenders, certain key aspects should be kept in mind:-

Interest Rate – There is need to place an interest cap for such loans which should be linked with the cost of funds. Ideally, it should be linked to the MCLR [marginal cost of funds based lending rate] rather than the government prescribing a particular rate.

Speedy Disbursal – The success of this scheme depends on the speed at which the loan is delivered. For this purpose, govt. will have to keep documentation short and simple. It should be a single page document as the purpose of loan is speed and convenience at which it is delivered. If borrower runs around for a week, then they will lose interest. So, customer delight is one of the key implementation strategy.

Credit Guarantee – Loans under this scheme are likely to be under the Mudra scheme. Mudra loans are guaranteed by Credit Guarantee Trust for Micro And Small Enterprises (CGTMSE). It is not easy to get claims for CGTMSE in case there is a default. Many questions are asked to settle claims as well as loan appraisal report is seen. So in case of NPAs, these loans would incur losses for bankers.

Claim Settlement Criteria – To prevent bankers from loss, CGTMSE should clearly state the claim settlement criteria upfront. A deadline must be specified within which a claim should be paid and if not, then interest should accrue.

It is important that the Street Loan Vendor Scheme 2020 mechanism is effective. The finance ministry is expected to detail the contours of the दस हज़ार फेरीवाला कर्ज योजना in the next few days.
