Assam government is going to invite Swami Vivekananda Assam Youth Empowerment Yojana 2020 apply online form. In this SVAYEM Self Employment Scheme of Assam, govt. will provide Rs. 50,000 each to 2 lakh youth to encourage entrepreneurship. Eligibility Criteria for SVAYEM Self Employment Scheme 2020

All the applicants must fulfill the below mentioned criteria to become eligible for the SVAYEM Scheme Assam:-

  • Applicant must be a permanent resident of Assam state.
  • The age of the applicant must be less than 40 years.
  • He / She must have passed matriculation.
  • The applicant should be a part of the existing Self Help Groups, Joint Liability Groups etc. before 1 September 2020.

Redesigned SVAYEM is the biggest self-employment programme launched by any government in Assam since Independence. Works to be Given under SVAYEM Scheme 2020 in Assam

Groups under SVAYEM Scheme 2020 would be given free contracting licence to pick up work in departments like Flood Control, PWD. These groups can pick where they want to work and they would be given free registration. All the 10th class pass candidates whose age is less than 40 years can apply for the SVAYEM Self Employment Scheme. Assam government has launched Abhinandan Education Loan Subsidy Scheme 2020 for students. Under this scheme, govt. will encourage students to pursue higher studies by providing Rs. 50,000 subsidy on education loans. Students can check eligibility criteria and apply online for Abhinandan Scheme at assam gov website to get your name enrolled in list of beneficiaries. The subsidies of Rs. 50,000 will be released from 7th to 10th of October.

Under the Abhinandan Education Loan Subsidy Scheme of last year, students who have taken education loans from banks at any point of time will get a subsidy of Rs. 50,000. Assam Himanta Biswa Sarma has announced this move on 4th September 2020. Earlier, CM Sarbananda Sonowal had distributed 1 time education loan subsidy sanction letters of Rs. 50k each to 1,546 students. The government will restart disbursing the amount under the education loan subsidy scheme. A total of 5,547 applicants have already received bank approval for the same. 

Assam CM on 26 December 2019 started Abhinandan Yojana during a programme held at Srimanta Sankardev Kalakshetra in Guwahati. The state govt. of Assam has taken various initiatives to maximize academic opportunities for students. This includes scholarships, free admission into educational institutions, distribution of free textbooks etc. Now the new progressive education loan subsidy scheme will be implemented in a phase wise manner.

Eligibility Criteria for Abhinandan Education Loan Subsidy Scheme 2020

All the applicants must fulfill the following eligibility criteria to become eligible for Abhinandan Education Loan Subsidy Scheme:-

  1. Applicant student must be a permanent resident of Assam.
  2. Education loan should have been availed from any Scheduled Commercial Bank or Regional Rural Bank within the state recognised by the Reserve Bank of India.
  3. No Income Criteria.
  4. All the loans sanctioned before 31 March 2019 amounting to Rs. 1 lakh or more.
  5. For all education loans sanctioned since 1 April 2019, after disbursement of 25% of sanctioned loan amount.
  6. Beneficiaries already benefited under Bidya Lakshmi Scheme is not eligible for application in this scheme.
  7. Loan accounts must not be under NPA Status.

Exceptions to Abhinandhan Education Loan Subsidy Scheme

There are 2 exceptions to Abhinandan Education Loan Subsidy Scheme. All the students will not be able to enjoy benefits of this scheme in the following cases:-

  • Education loan falls under NPA status – NPA or Non-Performing Assets refers to those loans which have been declared in default or are on the verge of being declared so. It generally happens when repayment installments of loans are “past due” for a specific time period. In general, all the banks declare education loans as NPA after specified duration of 90 days.
  • Education Loan is benefited by Bidya Lakshmi Scheme – 2nd type of exemption refers to education loans under Bidya Lakshmi Scheme. This scheme was launched by govt. in 2017 to assist state govt. employees. The salient features of Bidya Laxmi Scheme are as follows:-
    • In this Bidya Lakshmi Education Loan Scheme, all the state govt. employees can avail an education loan of Rs. 5 to 10 lakh.
    • The rate of interest will be 4%.
    • All those persons who wants an education loan of above Rs. 10 lakh can take this type of loan from State Bank of India (SBI). However, the govt. benefits would be limited to Rs. 10 lakh.
    • There will be no collateral or security charged up to Rs. 10 lakh.

Kifayati LED Bulb Yojana 2020 has been launched by the Punjab State Power Corporation Limited (PSPCL). This scheme aims to provide viable power solutions to the people hailing from below poverty line (BPL), scheduled caste (SC) & backward classes (BC) backgrounds. PSPCL has allocated a total amount of Rs. 8.63 crore for this Kifayati LED Bulb Yojna to distribute for LED bulbs at the earliest.

In the Kifayati LED Bulb Yojana, each existing eligible consumer from BPL, SC and BC categories, availing electricity subsidy having sanctioned load upto 1 KW would be provided with 2 LED bulbs at Rs. 30.

Central government is inviting Gobar Dhan Scheme 2020 online registration form at https://sbm.gov.in/Gobardhan/. The scheme namely Galvanizing Organic Bio-Agro Resources (Gobar) Dhan Scheme was firstly announced by the then FM Arun Jaitley on 1 February 2018. Gobar-Dhan shall benefit rural people in general and women in particular from clean bio gas fuel. It would be done through improvements on health and improvement in cleanliness in the villages.

Gobar Dhan initiative shall support biodegradable waste recovery and conversion of waste into resources. This shall provide economic and resource benefits to farmers and households and also support creating clean villages which is the objective of Swachh Bharat Mission (Gramin). This Gobar Dhan Scheme will focus on managing cattle dung and use it as bio-fuel / bio-CNG. Accordingly, this scheme is another step of central govt. to “Double the Farmers Income by 2022”.

PM in 41st Man Ki Baat Programme on 25 February 2018 asked farmers to convert waste into compost, bio-gas and bio fuel. This will reduce pollution as well as will generate additional income for the farmers. For this, govt. has opened Gobar Dhan Yojana Portal.

Objectives of SBM Gobardhan Scheme

The main objectives of the SBM Gobardhan Scheme is to increase rural income, rural jobs and to keep villages clean through solid waste management. Accordingly, Gobar Dhan Scheme 2020 aims to positively impact the Gram Panchayats with 3Es, which are as follows:-

  • Energy : Self-reliance with respect to energy through utilisation of agricultural and animal waste to generate bio-energy through bio-gas plants.

Salient Features of Gobar Dhan Yojana

The main aim of Gobar Dhan Yojana is to make farmers self reliant apart from converting waste to energy. This scheme will help in managing and reuse cattle dung and thus makes the nation “Open Defecation Free”. Accordingly, farmers can reuse this waste as compost and fertilizer in agriculture. This agri-focused scheme was firstly announced in Union Budget 2018-19 to improve the life of villagers. The important features and highlights of this scheme are as follows:-

In his 41st address to the Nation (Man Ki Baat), PM Modi has announced that the central govt. is going to launch an Online Gobar Dhan Yojana Portal to connect farmers to buyers. Central govt. aims to create new jobs through waste collection and transportation. Moreover under Swacch Bharat Mission Gramin, govt. will focus on converting dung, farm waste, kitchen waste into biogas energy.

My Family My Responsibility Campaign – Majhe Kutumb Majhi Jababdari Abhiyan in Maharashtra

Maharashtra government is going to launch My Family My Responsibility Campaign from 15 September 2020. This Majhe Kutumb Majhi Jababdari Abhiyan will involve a massive effort to reach out to every home in the state. This would be done to assess the health condition of its residents and provide medical help and guidance if required.

To implement My Family My Responsibility campaign, govt. will also seek assistance from elected public representatives, NGOs and local residents. The Maharashtra govt. has given directions to hospital authorities to ensure that those who do not need medical care should not remain admitted in the hospital.

People who have received treatment should be discharged at proper time. The state govt. will also ensure that hospital beds are not occupied unnecessarily so that they are available for the needy.

Maharashtra My Family My Responsibility Campaign 2020

The state govt. of Maharashtra has announced to conduct state-wide door to door campaign namely Majhe Kutumb Majhi Jababdari Abhiyan from 15 September. This announcement to start My Family My Responsibility Campaign was made by the Chief Minister Uddhav Thackeray on 4 September 2020. As per the new from the sources, the state govt. is going to cover 2.25 crore families in Maharashtra through this campaign.

Majhe Kutumb Majhi Jababdari Abhiyan Phase 1 & Phase 2

Health department of Maharashtra will launch the campaign in 2 subsequent phases. The first phase of My Family My Responsibility Campaign is scheduled to start on 15 September 2020 and will end on 10 October 2020. The second phase of this campaign will start on 12 October 2020 and is scheduled to end on 24 October 2020.

Goal of Majhe Kutumb Majhi Jababdari Campaign

The major goals of Majhe Kutumb Majhi Jababdari campaign to be conducted in Phase 1 and Phase 2 are as follows:-

  • Push volunteers to impart health education to citizens.
  • Conducting door-to-door meeting.
  • Measuring body temperatures of people.
  • Checking oxygen levels of citizens.
  • Checking other symptoms such as tiredness, throat pain/dry cough, diarrhoea, and loss of smell and taste.
  • Volunteers will also check for co-morbidities and will advise people to get an appropriate treatment for it.

The campaign will be implemented at the level of gram panchayat and municipal corporations with the help of elected representatives.

Need for My Family My Responsibility Campaign

The COVID-19 tally of Maharashtra state has now crossed 9 lakh mark with over 23,350 cases of Coronavirus in the past 24 hours. This happens to be a record surge and highest ever single day spike. The number of active patients stands at 2.36 lakh while the recovery rate is 71.03 per cent. Among cities, Mumbai saw the spike of 1,910 new cases, taking its tally to 1.55 lakh. With 37 deaths, the toll in the city reached 7,869.

In order to fight against the rising number of Coronavirus cases, the state government has announced to start My Family My Responsibility door-to-door campaign from September 15. In this abhiyan, volunteers will not only screen the state’s population for COVID-19 symptoms but also educate people about the symptoms to ensure early detection of the disease. This scheme will cover 2.25 crore families in Maharashtra, which recorded the highest number of new coronavirus till now.

Besides rising cases, the campaign was also initiated on the back of easing of restrictions, which has contributed to the spread of COVID-19. Earlier, during the lockdown, the state government had started the campaign ‘Chase the virus’ to “trace, test and treat” Covid patients to contain the spread of coronavirus in the state. As per the economic survey, the state has a population of 11.24 crore.

Raj Kisan Sathi Portal Registration process is soon going to be started by the Rajasthan government. At this portal, around 150+ mobile apps for farmers will remain available at one place. As we all know that farmers are backbone of the Indian nation. The farmers supply us food items such as dal, rice, wheat etc. which comes from their hard work in fields. Now the state govt. is going to start farmers registration process which will enable them to avail scheme benefits online.

Now a days, most of the farmers schemes benefits can be obtained after applying online through Direct Benefit Transfer (DBT) mode. Jharkhand Rajya Khadya Suraksha Yojana (JRKSY) – Food Security Scheme for 18 Lakh Beneficiaries

Jharkhand Rajya Khadya Suraksha Yojana (JRKSY) has been approved by the Jharkhand state cabinet on 8 September 2020. It is a separate scheme will guarantee monthly subsidized 5 Kg food grains to poor people. The new JRKSY scheme will cover around 18 lakh people who are covered by the National Food Security Act (NFSA).

Under Jharkhand Rajya Khadya Suraksha Yojana, beneficiaries will get each kilogram of foodgrains at Rs. 1. Applications for JRKSY scheme can be made through online mode. The beneficiaries will be segregated on the basis of ward in urban local bodies, district, block and panchayat levels and their names will be published online.

The new JRKSY scheme will cost Rs. 213 crore per annum to the state exchequer. Currently, there are approx. 28 lakh people in Jharkhand who are out of the ambit of NFSA.

Jharkhand Rajya Khadya Suraksha Yojana (JRKSY) 2020

The important features and highlights of the new Jharkhand Khadya Suraksha Yojana are as follows:-

  • The Jharkhand state cabinet has approved JRKSY Food Security Scheme on 8 September 2020.
  • In this scheme, govt. will provide 5 Kg food grains per month at subsidized rates to poor people.
  • The scheme will cover approx. 18 lakh beneficiaries of National Food Security Act (NFSA).
  • Each beneficiary will get foodgrains at the cost of Rs. 1 per Kg.
  • The online applications will be invited for enrollment in the JRKSY scheme at the state govt’s portal or a new dedicated portal.
  • Jharkhand govt. will segregate beneficiaries based on ward in ULBs, district, block and panchayat levels.
  • The names of the beneficiaries of the Jharkhand Rajya Khadya Suraksha Yojana will be published online.
  • The state govt. will spend Rs. 213 crore on this food security scheme in Jharkhand.

Till date, there are more than 28 lakh people who are not covered in NFSA list of beneficiaries. All such people who are eligible can apply for ration card online or through offline mode to get enrolled in National Food Security Act.

Amendment in CrPC to Empower Courts

The state cabinet has approved an amendment to CrPC to enable courts to try an accused even when he / she is absconding. As pet the new regulations, the statements of witnesses can be recorded and documents can be examined even when the accused is not present during the court’s proceedings. 3 courts in Ranchi, Jamshedpur and Dhanbad which are prosecuting cases of economic offences were also empowered to take up cases of GST violations.

Renaming of College / Hospital

The state cabinet has approved a proposal to Pataliputra Medical College and Hospital (PMCH) in Dhanbad after late JMM leader Nirmal Mahto. In addition to this, Hazaribag Medical College and Hospital was renamed after tribal revolutionary Sheikh Bhikhari. The medical colleges in Dumka were renamed after tribal revolutionary Fulo Jhano and medical colleges in Palamu were renamed after tribal revolutionary Medini Ray.

Approval to COVID Pandemic Cess Rules 2020

Jharkhand govt. has also given its post-facto approval to the Jharkhand Mineral Bearing Land (Covid Pandemic Cess Rules 2020). These new rules mandates an additional cess of Rs. 100 per ton on mined minerals for accumulation in a special pandemic fund. The collected cess will meet the state’s efforts to combat the viral outbreak. The bill will be tabled in the upcoming assembly session.

Jharkhand Land Mutation Bill Approved

Another key proposal namely Jharkhand Land Mutation Bill 2020 has been approved. The land mutation bill aims at making “jamabandi” claims online and setting up of competent authorities for settlement of the claims at district levels. A new scheme to make government building barrier-free for movement of physically challenged visitors and employees was also approved. The state govt. will spend Rs 30 crore in the scheme for the disabled people to construct special toilets, ramps and signages at government buildings and complexes.

Guidelines for Kerala Vidyakiranam Scheme

The guidelines of Kerala Vidyakiranam Scheme 2020 are as follows which must be checked before applying for scheme:-

  • Scholarship will be provided to all classes for duration of 10 months.
  • Assistance will be provided as onetime for each class.
  • Those benefiting from other educational assistance schemes are not eligible to apply under this scheme.
  • Applicants pursuing courses from Govt. approved Institutions are eligible to apply. Students pursuing courses from parallel colleges and doing part time courses need not apply.

The duly filled application forms must be forwarded through the respective Institution heads to the concerned District Social Justice Officers. The scholarship amount will be transferred to the bank account of the eligible beneficiaries.

Eligibility Criteria for Kerala Vidyakiranam Scheme 2020

Only those applicants who fulfills the eligibility criteria mentioned below will become eligible for Kerala Vidyakiranam Scheme:-

  1. Scholarship will be provided to children of disabled parents belonging to BPL category.
  2. The disability of father/ mother must be 40% or more.
  3. Applicants having copy of BPL ration card / Income certificate from the concerned Village Officer are eligible.
  4. Applicant must have copy of Medical board certificate showing percentage of disability.
  5. Attested copy of Disability ID card.

PMMVY or Pradhan Mantri Matritva Vandana Yojana or Pradhan Mantri Martu Vandana Yojana is a flagship scheme of Narendra Modi Government for pregnant women and lactating mothers. Under the PMMVY pregnancy aid scheme, the central government is providing a financial assistance of Rs. 6000 to the pregnant women and lactating mothers for the first live birth of child.

The PMMVY registration for claiming Rs. 6000 pregnancy aid can be done through the Anganwadi Centers (AWC) or the nearest approved health facility. The application form for registration under Pradhan Mantri Matritva Vandana Yojana can be obtained directly from the Anganwadi Centers or the approved health facility free of cost. The PMMVY pregnancy aid scheme application forms can also be downloaded from the official website of Ministry of Women and Child Development.

The dully filled PMMVY application form can be submitted at the same Anganwadi center or the health facility for the claim of pregnancy aid amount of Rs. 6000. The pregnant women and lactating mothers who have their pregnancy on or after 1 January 2017 are eligible to apply for Pradhan Mantri Matritva Vandana Yojana.

AP YSR Asara Scheme 2020 – Debt Waiver for Women Self Help Groups (SHGs)

Andhra Pradesh government is going to launch AP YSR Asara Scheme 2020 for Women Self Help Groups (SHGs). Chief Minister YS Jagan Mohan Reddy will start this YSR Aasara Scheme on 11 September 2020. In this debt waiver scheme, the state govt. will reimburse outstanding loans of SHGs. After the official launch, people would be able to check their status, beneficiary list of scheme aiming to forgive loans.

Many women in Andhra Pradesh state have incurred massive loans and now would get relief under YSR Asara Scheme. These loans were taken to cope up with expenses towards education, health care, elderly care, daily needs and other emergencies. A total amount of Rs. 6345.87 crore would be released for the benefit of 7,91,257 SHGs.

Women will now come out of the vicious cycle of debts which they were in due to incapability to cope with exorbitant rates of interest. It is a big step to help women as govt. will give big relief by forgiving their loan amounts.

AP YSR Asara Scheme 2020 for Women SHGs

The state govt. of Andhra Pradesh will now launch AP YSR Asara Scheme on 11 September 2020. AP govt. will reimburse all the outstanding loans taken by all the women members of self-help groups belonging to the SC, ST, BC, and minority communities as on 11 April 2019 in four instalments. The sum of outstanding loans as on cut off date was calculated, the result was over Rs. 25,383.49 crore. The main aim is to waive off loans of debt ridden women SHGs in the state.

The AP YSR Asara Scheme will ensure that women are not forced to go back to take loans at higher interest rates once again. The amount given under Aasara scheme can also be used for their future prospectus if they have repaid their loan already. The govt. will still stick to its promise of reimbursing the total outstanding loan.

Pradhan Mantri Matsya Sampada Yojana Operational Guidelines for Fisheries Sector at dof.gov.in

Prime Minister Modi has digitally launched PM Matsya Sampada Yojana on 10 September 2020 in Bihar. Central govt. had earlier released operational guidelines of scheme on 30 June 2020 at dof.gov.in. For this purpose, Indian govt. has made an investment of Rs. 20,050 crore comprising of Rs. 9407 crore of central share, Rs. 4,880 crore of state share and Rs. 5763 crore of beneficiaries contribution. The PMMSY operational guidelines will help states in speedy implementation of the scheme for FY 2020-21 to FY 2024-25 as a part of Atmanirbhar Bharat Package. e-Gopala App, a comprehensive breed improvement marketplace and information portal for direct use of farmers has also been launched.

Under PM Matsya Sampada Scheme, govt. is going to turn India into a hotspot for fish and aquatic products. This would be done through appropriate policy, marketing and infrastructure support. PM Matsya Sampada Yojana will promote aquaculture by ensuring easy access to credit. Moreover, the central govt. also intends to bring all fishermen under the coverage of all farmer welfare programmes and social security schemes with expanded coverage for accident insurance.

PMMSY will be implemented over a period of 5 years from FY 2020-21 to FY 2024-25 in all States/Union Territories. PMMSY with diverse interventions along the fisheries value chain would revolutionise the fisheries and aquaculture sector and steer it to next level. Moreover, this scheme with an array of 100 diverse activities is by far the largest investment in fisheries sector. This scheme will bring Blue Revolution through sustainable and responsible development by addressing critical infrastructure gap in fisheries sector.

Pradhan Mantri Matsya Sampada Yojana (PMMSY) 2020

PM Modi led central govt. is committed towards “Blue Revolution” or “Neeli Kranti”. India has the potential to achieve 1st place in the world in production of fish. So, the Union Cabinet has approved the launch of a new PM Matsya Sampada Yojana 2020 to promote aquaculture. Aims and objectives of PMMSY

The following are the main aim and objectives of PM Matsya Sampada Yojana 2020:-

  • Harnessing of fisheries potential in a sustainable, responsible, inclusive and equitable manner.
  • Enhancing of fish production and productivity through expansion, intensification, diversification and productive utilization of land and water.
  • Modernizing and strengthening of value chain – post-harvest management and quality improvement.
  • Doubling fishers and fish farmers incomes and generation of employment.
  • Enhancing contribution to Agriculture GVA and exports.
  • Social, physical and economic security for fishers and fish farmers.
  • Robust fisheries management and regulatory framework.

Benefits of PM Matsya Sampada Yojana

The central govt. has also created a special fund to develop infrastructure related to fishing industry. This fund would be used for creation of fisheries infrastructure facilities both in marine and inland fisheries sectors. The central govt. has targeted to achieve its target of additional 70 lakh tonnes fish production by FY 2024-25. The govt. aims to reach additional Rs. 1 lakh crore in fisheries exports and generate 55 lakh employment opportunities over next 5 years. Union govt. is also focusing on reducing post-harvest losses from 20-25 per cent to about 10 per cent.

FIDF fund would be used to attract private investment in creation and management of infrastructure facilities. Moreover, govt. will also focus on acquisition of the state-of-the-art technologies. FIDF is going to provide concessional finance to state govt, cooperatives, individuals and entrepreneurs. This finance would be used to take up identified investment activities of fisheries development. Under FIDF, loan lending would be over a period of five years from 2018-19 to 2022-23. The maximum repayment will be over a period of 12 years inclusive of moratorium of 2 years on repayment of principal.

Need For PM Matsya Sampada Yojana

Fisheries and aquaculture are an important source of food, nutrition, employment and income in India. These sectors provides livelihood to more than 20 million fishermen and fish farmers at the primary level and twice the number along the value chain. Fish being an affordable and rich source of animal protein is one of the healthiest options to mitigate hunger and malnutrition.

The Gross Value Added (GVA) of fisheries sector in the national economy during 2018-19 stood at Rs 2,12,915 crores (current basic prices) which constituted 1.24% of the total National GVA and 7.28% share of Agricultural GVA. The sector has immense potential to double the fishers and fish farmers incomes as envisioned by government and usher in economic prosperity.

Fisheries sector in India has shown impressive growth with an average annual growth rate of 10.88% during the year from 2014-15 to 2018-19. The fish production in India has registered an average annual growth of 7.53% during last 5 years and stood at an all-time high of 137.58 lakh metric tons during 2018-19. The export of marine products stood at 13.93 lakh metric tons and valued at Rs. 46,589 crores (USD 6.73 billion) during 2018-19.

Foreseeing the immense potential for development of fisheries and for providing focused attention to the sector, the Government in its Union Budget, 2019-20 has announced a new scheme, the Pradhan Mantri Matsya Sampada Yojana (PMMSY).

The scheme intends to address critical gaps in fish production and productivity, quality, technology, post-harvest infrastructure and management, modernization and strengthening of value chain, traceability, establishing a robust fisheries management framework and fishers’ welfare. It would also address issues like low productivity in inland Aquaculture, disease, sustainability of marine fisheries, sanitary and phyto-sanitary matters that impact the competitiveness of India’s exports along with global bench marking.

Components of PM Matsya Sampada Yojana (PMMSY)

The PMMSY will be implemented as an umbrella scheme with 2 separate components which are as follows:-
A) Central Sector Scheme (CS): Under the PMMSY central sector (CS) component, govt. has earmarked an amount of Rs. 1720 crore.
B) Centrally Sponsored Scheme (CSS): Under the PMMSY Centrally Sponsored Scheme (CSS) Component, an investment of Rs. 18330 crores has been envisaged. This investment is segregated into Non-beneficiary oriented and Beneficiary orientated sub-components / activities under the following 3 broad heads. These are Enhancement of Production and Productivity, Infrastructure and Post-harvest Management, Fisheries Management and Regulatory Framework.

PMMSY Scheme Implementation Guidelines

Most of the activities under the PM Matsya Sampada Yojana would be implemented with active participation of States / UTs. A well-structured implementation framework would be established for effective planning and PMMSY implementation. Here are the full implementation guidelines:-

  • For optimal outcomes, Cluster or area-based approach would be followed for PMMSY Scheme with requisite forward and backward linkages and end to end solutions. The suitable linkages and convergence will be fostered with other centre and state government schemes wherever feasible.
  • Various new and emerging technologies like Re-circulatory Aquaculture Systems, Biofloc, Aquaponics, Cage Cultivation etc. would be given thrust to enhance production and productivity, quality, productive utilization of waste lands and water for Aquaculture.
  • Special focus on Coldwater fisheries development and expansion of Aquaculture in Brackish Water and Saline Areas.
  • Activities like Mariculture, Seaweed cultivation and Ornamental Fisheries would be promoted as these activities have potential to generate huge employment opportunities.
  • Focused attention would be given for fisheries development in Jammu and Kashmir, Ladakh, Islands, Northeast, and Aspirational Districts through area specific development plans.
  • Govt. will promote high value species, establishing a national network of Brood Banks for all commercially important species, Genetic improvement and establishing Nucleus Breeding Center for self-reliance in Shrimp Brood stock, organic aquaculture promotion and certification, good aquaculture practices, end to end traceability from ‘catch to consumer’, use of Block Chain Technology, Global Standards and Certification, Accreditation of Brood banks, Hatcheries, Farms, residues issues and aquatic health management supported by a modern laboratory network.
  • In PMMSY scheme, development of Coastal fisher communities would be done in a holistic manner through integrated modern coastal fishing villages with necessary infrastructure.
  • Collectivization of fishers and fish farmers through Fish Farmer Producer Organizations (FFPOs) to increase bargaining power of fishers and fish farmers is a key feature of PMMSY.
  • Aquaparks as hub of fisheries and aquaculture activities with assured, affordable, quality inputs under one roof, post-harvest infrastructure facilities, business enterprise zones, logistic support, business incubation centers, marketing facilities etc.
  • Insurance coverage for fishing vessels has been introduced for the first time. Annual Livelihood support for fishers during ban/lean period would be provided.
  • Well-structured extension support services are envisaged under PMMSY. Youth would be engaged in fisheries extension by creation of 3347 Sagar Mitras in coastal fisher villages. Besides, large number of Fisheries Extension Services Centers would be set up in private space to create job opportunities to young professionals.
  • Major investments in construction and modernization of Fishing Harbours and Landing centers for hygienic handling of fish, urban marketing infrastructure to deliver quality and affordable fish, development of state of the art whole sale fish markets, retail markets. E-marketing and E-trading of Fish etc.
  • Support will be provided for safety and security of fishers at sea, acquisition of technologically advanced fishing vessels for fishermen for promotion of deep-sea fishing, upgradation of Fishing vessels for improving the export competitiveness, communication and/or tracking devices and Bio-toilets in fishing vessels.

Private sector participation would be promoted for the development of entrepreneurship, business models, promotion of ease of doing business, innovations and innovative project activities including start-ups, incubators etc. in fisheries sector.

Major Impact of PM Matsya Sampada Yojana (PMMSY)

Here is the major impact of Pradhan Mantri Matsya Sampada Yojana 2020:-

1) Enhancing fish production from 137.58 lakh metric tons (2018-19) to 220 lakh metric tons by 2024-25.

2) Sustained average annual growth of about 9% in fish production

3) An increase in the contribution of GVA of fisheries sector to the Agriculture GVA from 7.28% in 2018-19 to about 9% by 2024-25.

4) Double export earnings from Rs.46,589 crores (2018-19) to about Rs.1,00,000 crores by 2024-25.

5) Enhancing productivity in aquaculture from the present national average of 3 tonnes to about 5 tonnes per hectare.

6) Reduction of post-harvest losses from the reported 20-25% to about 10%.

7) Enhancement of the domestic fish consumption from about 5-6 kg to about 12 kg per capita.

Generate about 55 lakhs direct and indirect employment opportunities in the fisheries sector along the supply and value chain.

Launch of PMMSY Scheme in Bihar

The event of official launch of PMMSY scheme is held through digital mode on 10 Sept 2020. PM Office said that the investment of Rs. 20,050 crore under PMMSY is the highest ever in the fisheries sector. The project in Bihar envisages investment of Rs. 1,390 crore with the central share of Rs. 535 crore and the additional fish production target pegged at three lakh tons.  During the current fiscal, the Union government has sanctioned Bihar’s proposal costing Rs 107 crore.

The e-Gopala app will provide solutions to farmers on all these aspects. The prime minister has also inaugurated one-unit fish feed mill at Madhepura and two units of ‘Fish on Wheels’ assisted at Patna under ‘blue revolution’.

Among other launches by Modi is the comprehensive fish production technology centre at Dr Rajendra Prasad Central Agricultural University in Pusa in Bihar.  The centre with facilities for seed production technology and demonstration unit technology for fish, referral laboratory and diagnostic testing, will facilitate in boosting fish production and assist in capacity building of fish farmers, the PMO said.

PMMSY scheme aims to raise the fish production by an additional 70 lakh tonne by 2024-25 and reduce the post-harvest losses from 20-25% to about 10%. It has also said that the PMMSY will increase the fisheries export earnings to Rs 1,00,000 crore by 2024-25.

Gujarat government has launched Saat Pagla Khedut Kalyanna Scheme on 10 September 2020. Chief Minister Vijay Rupani e-launched this scheme from Gandhinagar in an event organized by Department of Agriculture and farmers Welfare and Co-operation. Kisan Parivahan Yojana

Benefits of Saat Pagla Khedut Kalyan Na Yojana

In the Mukhyamantri Pak Sangrah Yojana and Kisan Parivahan Yojana, govt. will provide financial assistance of Rs. 400 cr to 1.25 lakh farmers in a single day. With this assistance, in the next 3 months, the storage capacity of the state’s own godowns will be increased by 2.32 lakh tonnes and crop wastage will be prevented. In the Kisan Paribahan Sahay Yojna, farmers will be able to turn to economic prosperity by selling farm produce in the market in his small vehicle.

Rajasthan Anandam Scheme 2020 to Make Community Outreach Mandatory in Higher Education

Rajasthan Anandam Scheme 2020 will soon be launched by the CM Ashok Gehlot led state government. Aanandam Scheme will inspire college students to contribute towards society and earn academic credits in return. In Rajasthan, community service will now be a credited subject to instill values like “Joy of Giving” in students in higher education institutes. The state govt. will make community outreach mandatory for college and university students.

The new Rajasthan Anandam Scheme will be the first-of-its-kind initiative in the country and has already received acceptance from most universities. More than 20 lakh college students will have to compulsorily volunteer for social causes. Such students will be familiarized with community service as part of their syllabus in this academic session.

The students will have to work for the welfare of society through assigned tasks, works which they have to complete on time. In this article, we will tell you about the complete details of the scheme.

This will earn two credits for a project in each semester or 50 marks for each project to be completed in 4 months. HP Sahara Yojana 2020 Offline Application – Rs. 3,000 per Month to Poor Patients for Health Treatment

HP Sahara Yojana 2020 offline application has now been started by the Himachal Pradesh government on 11 September 2020. In this scheme, the state govt. will provide Rs. 3,000 per month to people suffering from severe diseases. HP Sahara Yojna will cover specific serious illnesses like paralysis, parkinson, cancer, muscular dystrophy, hemophilia, thalassemia and renal failure. The state govt. will provide financial assistance to patients belonging to economically weaker sections (EWS) category.

This Sahara Scheme was announced in the Himachal Pradesh Budget 2019-20 to provide assistance to poor patients for medical treatment. Through HP Sahara Yojana, people would be able to meet the hardships faced during prolonged treatment of chronic diseases.

The state govt. of Himachal Pradesh had allocated Rs. 2,482 crore for healthcare scheme in Budget 2019-20 earlier. Now the scheme would continue benefiting people in the FY 2020-21 also.

Himachal Pradesh Sahara Yojana 2020 Offline Application

The important features and highlights of this Sahara Yojana in Himachal Pradesh are as follows:-

  • For medical treatment, govt. will provide Rs. 3,000 per month to EWS category patients.
  • Serious diseases like paralysis, parkinson, cancer, muscular dystrophy, haemophilia, thalassemia are included. Moreover, chronic renal failure or any other disease which renders a person permanently incapacitated are also included.
  • The main aims is to assist poor patients suffering from fatal diseases to migrate hardships faced during prolonged treatment.
  • In the 1st phase, around 9,471 patients had been covered for which Rs. 14.40 crore were provided in FY 2019. Now for the FY 2020-21, this scheme will continue to benefit those patients along with new ones.
  • CM Jai Ram Thakur had announced this Sahara Yojana earlier in 2nd HP Budget 2019-20. CMO Office has now officially started this scheme on 11 September 2020 for FY 2020-21 through a tweet on CMO Himachal (@CMOFFICEHP).

A campaign would be launched to popularize the Sahara Yojna. The Accredited Social Health Activists (ASHA) and other health workers would identify beneficiaries and will assist them with prescribed formalities. The HP state govt. will also provide an incentive of Rs. 200 to ASHA workers to encourage participation. Offline application process will be carried out by these Anganwadi workers, Asha workers along with their helpers.

HP Sahara Yojana 2020 Eligibility Criteria

All the people who wants to become the HP Sahara Yojana beneficiaries must fulfill the conditions given below:-

  1. Resident of Himachal Pradesh – All the applicants who wish to avail assistance must be a permanent resident of the Himachal Pradesh state.
  2. Economically Weaker Sections – All the candidates who belong to economically weaker section (EWS) category and comes below poverty line can avail assistance and treatment.
  3. Income Criteria – The annual income of the candidate from all sources, must not exceed Rs. 4 lakh p.a.
  4. Diagnosed Patients – Candidates who are on diagnosis must present a proof of their illness to get assistance.

Odisha Garima Scheme 2020 has been launched by the CM Naveen Patnaik led state government on 11 September 2020.
