PM Swamitva Yojana 2020 Online Application / Registration Form – Bank Loans on Village Property

Prime Minister Narendra Modi has launched PM Swamitva Yojana (स्वामित्व योजना) 2020-21. The central govt. will invite PM Swamitva Yojna online application / registration form at the new portal (to be launched). It is an integrated property validation solution for rural India. Now people living in rural areas can take loans from banks on their village property under PM Swamitva Scheme. Pradhan Mantri Modi has also launched E Gram Swaraj Portal / eGramSwaraj App on National Panchayati Raj Day (24 April 2020) along with this scheme.

In the new PM Swamitva Yojana 2020-21, the demarcation of inhabited land in rural areas would be done by the use of latest surveying methods. For this purpose, central govt. will use Drone’s technology with the collaborated efforts of the Ministry of Panchayati Raj, State Panchayati Raj Department, State Revenue Department and Survey of India. PM Modi will hand over the physical copies of property titles of their homes and surrounding areas to 1,32,000 landowners in 763 villages across the country under the Svamitva Yojana on 11 October 2020.

The unified e-GramSwaraj portal (egramswaraj.gov.in) and app will provide single interface to prepare and implement Gram Panchayat Development Plan (GPDP). The PM Swamitva Yojana portal will launch soon where people would be able to apply online for mapping of their village properties and availing bank loans.

Below is the complete process to apply online the PM Swamitva Scheme 2020-21:-

  • Step 1: Firstly visit the official PM Swamitva Yojana online registration portal to be launched soon.
  • Step 2: After making login, applicants can find out the link of new registration.
  • Step 3: Accordingly, applicants can fill the details one by one on the registration form and also upload the required documents.
  • Step 4: Finally, applicants can click at the “Submit” button. Candidates can then take a printout of the completed application form for future reference.

Then the notification regarding completion of PM Swamitva Yojana apply online process would be sent on the registered mobile number. PM Swamitva Yojana will ensure faster development of rural areas along with strengthen e-governance in Panchayati Raj institutions. People can now check the complete details of their property at the portal. Just like online property registration and valuation in various states, the central govt. will also invite PM Swamitva Yojana online registration / application form.

Handing Over of Property Titles to Land Owners in Villages by PM Modi

PM Modi will hand over property titles to land owners in villages on 11 October 2020. The title deeds which will be handed over to the villagers will enable land owners to access bank finance using their property as collateral. This will also help in keeping a record of properties in rural India. The title deeds will also map all urban or Abadi (populated) areas of 6.40 lakh villages in the country by 2024. The title deeds will also help in ending the property disputes that have gone on for years.

The physical copies as well as digital property cards of the title deeds will be handed over to house owners from 763 villagers. This will include 221 from Haryana, 2 from Karnataka, 100 from Maharashtra, 44 from Madhya Pradesh, 346 from Uttar Pradesh and 50 from Uttarakhand. The distribution of these title deeds under the Swamitva scheme will provide an integrated asset verification system for the rural areas.

Under the Swamitva scheme, the land in rural populated areas will be mapped using modern technologies including the use of drones to demarcate the land. The demarcation will be done with the help of the Ministry of Panchayati Raj, State Revenue Departments and the Survey of India. The representatives of the revenue department and other departments will prepare a record of the ownership in the presence of the owner. In addition to this, a detailed arrangement has also been made to settle the disputes on the spot.

Benefits of PM Swamitva Yojana 2020

Here are the benefits of Pradhan Mantri Swamitva Yojana 2020:-

1) PM Swamitva scheme will end confusion and fights over property.

2) This scheme will ensure proper planning for development in villages / panchayats.

3) In rural areas, the central govt. will keep track of all panchayati works online.

4) Union govt. will perform mapping of each and every house in the villages with the use of drones.

After houses are mapped, beneficiaries will get a PM Swamitva Yojana certificate. Accordingly, people would be able to avail bank loans in villages over their properties just like people in urban areas takes bank loans. On the basis of this scheme, the central govt. will provide awards on the Panchayati Raj Diwas from next year. This scheme aims to upgrade the people in rural areas.

Here are the salient features and highlights of the PM Swamitva Yojana 2020:-

  • The PM Swamitva scheme is aimed to create a record of land ownership in rural areas.
  • The scheme will provide ownership rights to people in the villages and will also help in settling the land disputes which go on for years.
  • The residential land in villages will be measured using drones to create a non-disputable record. It is the latest technology for surveying and measuring of land.
  • The scheme will be carried out in close coordination with the Central Panchayati Raj ministry, Survey of India, Panchayati Raj departments and Revenue departments of various states.
  • Drones will be used to draw a digital map for every property falling inside a village and will also demarcate the boundaries of revenue areas.

Every year on 24 April 2020, central govt. celebrates National Panchayati Raj Day. In order to strengthen e-governance in rural areas, govt. has now launched PM Swamitva Yojana apply form, E-Gram Swaraj online portal and eGramSwaraj mobile app. These initiatives have been launched by PM Narendra Modi himself through video conference due to COVID-19 pandemic. Every year on this occasion, Ministry of Panchayati Raj has been awarding the best performing Panchayats/ States/ UTs across the country under the Incentivization of Panchayats in recognition of their good work for improving delivery of services and public goods.

Awards are given under various categories namely Deen Dayal Upadhyay Panchayat Sashaktikaran Puraskar (DDUPSP), Nanaji Deshmukh Rashtriya Gaurav Gram Sabha Puraskar (NDRGGSP), Child-friendly Gram Panchayat Award (CFGPA), Gram Panchayat Development Plan (GPDP) Award and e-Panchayat Puraskar (given to States/UTs only). This year due to Coronavirus lockdown, awards under only 3 categories viz. Nanaji Deshmukh Rashtriya Gaurav Gram Sabha Puraskar (NDRGGSP), Child-friendly Gram Panchayat Award (CFGPA) and Gram Panchayat Development Plan (GPDP) award have been finalized and will be shared with the concerned States/ UT.

All the owners of 2 wheeler or 4 wheeler must be fitted with HSRP number plates compulsorily as per CMVR 1989 Rule 50. High Security Registration Plates (HSRP) was introduced by the central government in 2012 to check duplication of number plates. It is also meant to ensure uniformity in size, font and color.

Step 10: Finally, applicants can make payment through online mode. People can enter GST number if GST is registered. Your order will be confirmed through SMS and E-Mail.

Here applicants can check Appointment Status through Order ID, Vehicle Registration Number, Captcha and click at the “Search” button.

Government Order on HSRP in UP

Regional Transport Offices in Uttar Pradesh have met dealers and briefed them about HSRP fixing process. UP Transport Department has done its job and it is now upto dealers to create a portal and issue online appointments. This number plate installation process has to be completed very fast. Any vehicle owner can seek an appointment online with his / her dealer to get the HSRP fitted.

If one vehicle owner has relocated from the city where one bought the vehicle, then person can go to any dealer of automobile brand in new city. If the current city does not have a dealer then one can apply online for High Security Registration Plates in the nearest district. Before making online application, owner must ensure that there is no challan pending against the vehicle and its registration is valid.

The chip embedded HSRP number plates stores ownership details of vehicles in national database. In addition to this, engine and chassis numbers are also stored in national database for vehicles. The centralized records are very helpful in identification of any stolen car or bike.

Verification of Vehicle Details at VAHAN Portal

On the other hand, a dealer must verify details of the vehicle from the state government’s VAHAN portal. Dealer has to inform the vehicle owner through SMS if details does not match. The owner will have to visit the regional office and get details updated. All the vehicle owners who does not gets confirmatory SMS from their dealers will have to pay fee online, print receipt and get appointment. An HSRP for 4 wheeler may cost around Rs. 500 and for a 2 wheeler around Rs. 200. No manual application will be accepted by dealers. Once the HSRP is fitted, dealers will have to update details on the VAHAN portal.

Maharashtra Nav Tejaswini Yojana 2020 – Rural Women’s Empowerment Scheme

Nav Tejaswini Yojana has been approved by the Maharashtra cabinet on 8 October 2020. Ministry of Women and Child Development’s (WCD) will implement Nav Tejaswini Scheme for which Rs. 523 crore will be granted to Mahila Bachat Gat or women Self-Help Groups (SHGs). This programme focuses on women’s development through women’s self-help groups which are an effective means of improving the living conditions of poor households.

Maharashtra Nav Tejaswini Scheme will ensure that poor rural women have a wider range of opportunities and support. It would strengthen women’s self-help groups and provides access to financial services. This Rural Women’s Empowerment Scheme would improve income generation by developing participants skills and providing market and policy support.

This programme will increases women’s access to functional literacy and labour-saving infrastructure. The new Tejaswini project will also boost participation of women in local governance and supports government policies that empower women.

Nav Tejaswini Yojana 2020

The Nav Tejaswini Yojana will be implemented under the Mahila Arthik Vikas Mahamandal. MAVIM is a state women’s development corporation which aims to empower women and provide employment to SHG women. The Nav Tejaswini Scheme will benefit around 10 lakh families in rural areas. Nav Tejaswini Rural Women’s Empowerment programme will provide financial support to such rural families to pull them out of poverty. Also, the Tejaswini project will facilitate low-interest loans to women. 

The cabinet committee of Maharashtra govt. has also approved provisions for boosting rural women entrepreneurship in Maharashtra. For this purpose, the International Funds for Agriculture Development (IFAD) will grant Rs. 333 crore and the state government will provide funds amounting Rs. 190 crore. This grant is for establishing and supporting rural women entrepreneurship.

Rural Women Entrepreneurship in Nav Tejaswini Rural Women Empowerment Programme

The state govt. of Maharashtra aims to financially empower women through Self Help Groups (SHGs) movement. The SHG movement in rural areas is being vigorously run through the MAVIM. Since women did not own property, they were not part of any formal banking system as independent individuals for seeking loans. Currently, loans are provided through SHGs but the loan amount is small and it is sanctioned to the self-help groups and not the women members independently.

Even though women are capable and trained for the industry or entrepreneurship, yet they face difficulties seeking loan approvals. Women find it difficult to get loans to set up businesses, small enterprises and produce goods among others. Accordingly, Maharashtra Nav Tejaswini Rural Women Empowerment Programme will prove to be revolutionary. The emphasis of Nav Tejaswini Yojana will be on providing personal loans to women and bank linking of SHGs’ Bachat Gat.

Vikel to Pikel Initiative in Nav Tejaswini Scheme

Under the Vikel Te Pikel initiative under Nav Tejaswini Scheme, the Maharashtra govt. aims to uplift the SHGs to the next level. This would be done by initiating ways like establishing their cooperatives, federation and companies. Laying emphasis on local need, productivity and demand, Vikel to Pikel Scheme will focus on procuring products from SHGs.

To upgrade the quality and presentation of SHG products, IFAD will be facilitating international standard skills and guidance to the groups. Moreover with the help of modern technology the SHGs products will be manufactured at par with private manufacturers as well as corporate sector products. MAVIM will provide every possible assistance for branding of products, packaging and quality of products.

The main objective of Nav Tejaswini Yojana is to empower women, children nourishment and make Maharashtra a healthy state. The Tejaswini project will also focus on the nutrition of women and children. Besides, acknowledge the plight of women and efforts will be made to increase their participation in the decision-making process.

AP Jagananna Vidya Kanuka Scheme 2020-21 – YSR Educational Kits to Govt. School Students

Andhra Pradesh government has launched Jagananna Vidya Kanuka Scheme 2020-21 for students on 8th October 2020. Under this YSR Educational Kits Scheme, the state government will provide Vidya Kanuka Kits to government school students. The government has launched this scheme so that the students of govt. schools can easily focus on their studies.

Under the Jagananna Vidya Kanuka Scheme, the state government would provide kit consisting of three pairs of uniforms, textbooks, notebooks, a pair of shoes, two pairs of socks, belts and a school bag to each student of class 1st to 10th in government schools.

A total of 43 Lakh students across the state will be given Vidya Kanuka Kits under the scheme. The state government will spend Rs. 648.09 crore for the scheme. Andhra Pradesh govt. had issued an order earlier on 12 March 2020 granting administrative permits to purchase educational kits. AP Government has launched Jagananna Vidya Kanuka Scheme on 8th October 2020, where all the school going students will be provided with uniform, books, belt, shoes, and socks.

Jagananna Vidya Kanuka Scheme

The state govt. of Andhra Pradesh will distribute these special kits containing 6 items for students studying in public schools. It is important to note that the cost of uniform stitches are deposited in bank accounts of mothers who send their children to schools.

Jagananna Vidya Kanuka Scheme – Kit Details

The Vidya Kanuka kits will be distributed among the students on the reporting day which will consists of the following.

  1. 3 Pair of Uniform: Each student of class 1st to 10th will be provided 3 pairs of school uniform as per their fit size.
  2. 2 Pairs of socks: 2 pairs of socks which will be all weather socks will be given in the Vidya Kanuka kit.
  3. 1 Pair of shoes: Each student will be given a pair of school uniform shoes of either black or white color.
  4. Texts & Notebooks: Textbooks and notebooks according to the class of the students will be provided on the same day along with the kit.
  5. 1 Belt: A belt which is essentially a uniform belt would also be given to the students of all classes from 1st to 10th under the Vidya Kanuka scheme.
  6. Bag: A school bag with size matching his/her class will be provided so that students can easily carry their study material from home to school and vice-versa.

How to Apply for Jagananna Vidya Kanuka Scheme

There is no need to apply online or offline for Jagananna Vidya Kanuka scheme as the kits will be directly distributed in the government schools. The scheme will be implemented by the school education department of Andhra Pradesh government.

Official Launch of YSR Vidya Kanuka Kits Scheme

Andhra Pradesh government had earlier proposed to distribute the Vidya Kanuka Kits to the students on the 1st day of the school academic year. However, it is now decided to distribute them ahead of the commencement of the classes to facilitate the students to get the cloth of uniform stitched by the time they start attending classes. The state government is yet to take a call on reopening of schools which was delayed due to the Covid pandemic. The academic year most likely will begin in November 2020.   

Jagan will formally launch the scheme at Punapadu Government School in Krishna district. Officials said this was yet another step taken by the State government towards increasing the enrolment rate in government schools and bringing down dropout rate. Under the Jagananna Vidya Kanuka Scheme, around 42,34,322 kits will be distributed across the state, with an estimated cost of Rs 650 crore.

Officials said full transparency was maintained in the purchase of material through reverse tendering and e-procurement. Apart from distributing the kits, the government has also embarked on the Nadu-Nedu initiative to provide 10 basic facilities in all the schools before the commencement of the academic year. 

The facilities include construction of compound walls, black boards, fans and other furniture to give a new look to the government schools.

Need for AP Jagananna Vidya Kanuka Kits Scheme

Andhra Pradesh govt. is making all efforts to improve the overall quality of education. In line with Amma Vodi Scheme, Goru Mudda Scheme, Nadu-Nedu, English medium education, AP govt. will provide Vidya Kanuka Kits to each student.

The state govt. aims to increase literacy rate and Gross Enrollment Ration (GER) in colleges through these initiatives. Till date, the refurbishment work of 12,365 schools had been initiated in 1st phase of Naadu Nedu Scheme.

AP govt. has identified 9 basic components including toilets, fans, drinking water, furniture, repair works, compound walls and English labs. Around 45,000 schools, colleges and hostels would be covered under the Mana Badi Nadu Nedu scheme. English medium curriculum is being developed for class 1 to 6 with thin and child-friendly books along with handbooks for parents.

To enable teachers to learn English medium teaching, self-learning apps, training and assessment tests are introduced. From now onward, each school will have an English lab while Telugu will remain a compulsory subject.

The state govt. is also spending an additional Rs. 344 crore for the implementation of the Goru Mudda scheme. In this scheme, ration and quality of the food would be verified at 4 levels by different agencies including parents, SHGs, Village and Ward Secretariats and RDOs.

Assam government has launched Swanirbhar Nari – Atmanirbhar Assam Scheme 2020 to empower economically disadvantaged women. The new scheme aims to create more than 3.72 lakh sustainable individual and 822 community assets. This Swanirbhar Nari Scheme would benefit around 4 lakh families in 1st phase.

The Swanirbhar Nari – Atmanirbhar Assam Scheme would be implemented under MGNREGA with convergence of schemes of various state departments and missions. It includes Assam State Rural Livelihood Mission, Agriculture & Horticulture, Fishery, Environment & Forest, Handloom and Textiles, Sericulture, Veterinary and Animal Husbandry etc.

Asset Creation in Atmanirbhar Assam Scheme

In case of individual asset creation, 5 identified activities would be implemented across all Development Blocks. For community asset creation, 20 activities would be implemented in selected Development Blocks. In addition to this, monitoring committees from panchayats upto State level would be constituted for effective implementation of the scheme.

Need for Swamirbhar Naari Scheme

Many women personalities like Sati Joymati, Sati Sadhani, Kanaklata Baruah, Mangri Orang, Indira Miri have exemplified women power in the Assam state. CM mentioned that women of the Assam state are very hardworking and even urged them to show utmost commitment in implementing the Swanirbhar Naari – Atmanirbhar Asom Scheme.

CM has underlined the role of PRI representatives in ensuring effective implementation of the Swanirbhar Naari – Atmanirbhar Asom Scheme. Chief Minister called upon PRI representatives to extend full cooperation to the women SHG beneficiaries. It would enable PRI representatives to perform their duties with honesty, sincerity and dedication. Assam govt. will take strict action against panchayats found to be involved in corrupt practices, anomalies or negligence while implementing the scheme.

CM also announced awards to first 3 best performing panchayats to the tune of Rs. 3 lakh, 2 lakh and 1 lakh each. CM said that the Swanirbhar Naari – Atmanirbhar Asom Scheme is a big initiative for women empowerment. CM urged all departments to act responsibly and extend full cooperation to the panchayat and rural development department. The present state government has unleashed efforts to ensure equal development across the state. Exemplary steps have been taken to safeguard rights of the indigenous people through distribution of land pattas to over 1 lakh local landless families.

Efforts were on to provide land pattas to small tea growers of the state and eviction drives were carried out against encroachers for preservation of sattras, namghars and other religious institutions. Furthermore, Assam govt. is making consistent efforts to make the state free of corruption, illegal migration, insurgency and pollution.

It is the vision document of the state government’s plan for developments in the state for the next 5 years. Education for Students

Senior Citizen Savings Scheme Interest Rate is equal to Fixed Deposits (FD) in banks. But SCSS 2020 follows an advantage that FD interests are paid yearly while SCSS Interest is paid quarterly. SCCSS 2020 Interest is not Tax Free and has to be paid as per Income Tax Slab Rates. However, people will get tax benefit under 80C of IT Act. TDS would be deducted @10% if interest in FY comes out to be more than Rs. 10,000.

Senior Citizen Saving Scheme Account Opening & Eligibility

Senior Citizens Savings Scheme can be opened in any post office pan India. Candidates can also avail benefits of senior citizen saving scheme in banks. Central govt. has permitted SCSS account opening in various Nationalized banks like SBI, HDFC, Canara bank to ensure higher reach and easy accessibility. For an amount below Rs. 1 lakh, subscribers can open their account in cash but for more than Rs. 1 lakh, subscribers needs to make payment through cheque.

Individuals can fill the application form in Form A along with pay-in-slip in Form D. Any individual who falls in the below mentioned categories can open Senior Citizen Saving Scheme Account:-

  • Individual who is 60 years or above in age.

Senior Citizen Saving Scheme – Nomination Facility

Subscribers are allowed to open single account / joint account with spouse. Spouse may / may not be a senior citizen. Accordingly, age of only 1st application will get considered for Senior Citizen Saving Scheme Account Opening. Subscribers at the time of account opening or after opening the account can nominate any person (select nominee) through filling application in Form C.

In SCSS, any subscriber can operate more than 1 accounts in individual capacity or jointly. The maximum limit even in the joint account still remains Rs. 15 lakh (in multiples of Rs. 1000) only. Subsequently, individuals can open any number of accounts but the total balance (adding balance in all separate accounts) must be lesser than the maximum limit of Rs. 15 Lakh.

Senior Citizens Savings Scheme – Maximum / Minimum amount

There shall only 1 deposit in SCSS account in multiples of Rs. 1000 under SCSS Rules, 2004. Thus minimum amount to deposit is Rs. 1000 while maximum amount is Rs. 15 lakh. There can be only 1 deposit in an account but person can open multiple accounts in Post Office.

However, the maximum amount is restricted to the retirement benefits received by any person or Rs. 15 lakh (whichever is lower).

Senior Citizen Saving Scheme 2020 – Highlights at a Glance

The important features and highlights of Senior Citizen Savings Scheme are as follows:-

  • An individual of the Age of 60 years or more may open the account.
  • An individual of the age of 55 years or more but less than 60 years who has retired on superannuation or under VRS can also open account subject to the condition that the account is opened within one month of receipt of retirement benefits and amount should not exceed the amount of retirement benefits.
  • There shall be only one deposit in the account in multiple of INR.1000/- maximum not exceeding INR 15 lakh.
  • A retired personnel of Defence Services (excluding Civilian Defence employees) shall be eligible to open an account under this Scheme on attaining the age of 50 years subject to the fulfilment of other specified conditions
  • Maturity period is 5 years.
  • A depositor may operate more than one account in individual capacity or jointly with spouse (husband/wife).
  • Account can be opened by cash for the amount below INR 1 lakh and for INR 1 Lakh and above by Cheque only.
  • In case of Cheque, the date of realization of Cheque in Govt. account shall be date of opening of account.
  • Nomination facility is available at the time of opening and also after opening of account.
  • Account can be transferred from one post office to another.
  • Any number of accounts can be opened in any post office subject to maximum investment limit by adding balance in all accounts.
  • Joint account can be opened with spouse only and first depositor in Joint account is the investor.
  • In case of SCSS accounts, quarterly interest shall be payable on 1st working day of April, July, October and January. It will be applicable at all CBS Post Offices.
  • *Quarterly interest of SCSS accounts standing at CBS Post offices can be credited in any savings account standing at any other CBS post offices.
  • Premature closure is allowed,
    (i) If closed before 1 year , no interest will be payable, if paid already will be recovered.
    (ii) after one year on deduction of an amount equal to 1.5% of the deposit to be deducted.
    (iii) after 2 years 1% of the deposit to be deducted.
  • After maturity, the account can be extended for further three years within one year of the maturity by giving application in prescribed format. In such cases, account can be closed at any time after expiry of one year of extension without any deduction.
  • TDS is deducted at source on interest if the interest amount is more than INR 50,000/- p.a.
  • Investment under this scheme qualifies for the benefit of Section 80C of the Income Tax Act, 1961 from 1.4.2007.

Janaushadhi Suvidha Sanitary Napkins – Suvidha Sanitary Pads @ Rs. 1 at Jan Aushadhi Kendras

Central government has now started Janaushadhi Suvidha Sanitary Napkins initiative to promote menstrual hygiene among women. In this scheme, Indian govt. is providing Suvidha Sanitary Pads at just Rs. 1 through Jan Aushadhi Kendras. Jan Aushadhi Suvidha Sanitary Napkin is being made available in more than 6300 Pradhan Mantri Bhartiya Janaushdhi Pariyojna – PMBJP Kendras across the country at a minimum price of Rs. 1 per pad. The market price of the similar Sanitary Napkins is around Rs. 3 to Rs. 8 per pad. 

Suvidha Sanitary Pads are available at the subsidized rates at designated Jan Aushadhi Stores. These sanitary napkins were sold in a pack of 4 and thus a packet will be priced at just Rs. 4 only. These oxo-biodegradable sanitary napkins are a massive boost to promote women hygiene.

The subsidized oxo-biodegradable sanitary napkins at Rs 1 under the brand name Suvidha are available at 6,300 Jan Aushadhi Kendras across the country.

Suvidha Sanitary Pads at Rs. 1 at Jan Aushadhi Kendras

To fulfill its pre poll promise, Modi govt. is now providing Janaushadhi Suvidha Sanitary Napkins at only Rs. 1 per pad. The cost of manufacturing single sanitary pad comes at around Rs. 2.5. So to ensure reduced retail prices for sanitary pads, govt. will provide subsidy. The total annual expenditure on subsidy will depend on the sales volume.

Since inception (4 June 2018) to 10th June, 2020 over 4.61 crore sanitary Napkins was sold at Pradhan Mantri Bhartiya Janaushadhi Kendras. After the revision in the prices on 27 August 2019, over 3.43 Crore pads have been sold till 10th June 2020 at Pradhan Mantri Bhartiya Janaushadhi Kendras. After reduction in prices, the sale of these pads is expected to jump over 2 times.

Central govt. is focusing on quality, affordability and accessibility to raise women hygiene. These pads are useful for poor women as average market price of sanitary napkin is between Rs. 3 to Rs. 8. This move of Modi govt. is a major step towards empowerment of women in India through Bhartiya Jan Aushadi Pariyojana

Need for Jan Aushadhi Suvidha Sanitary Pads

Menstruation and menstrual practices still face some social, cultural, and religious restrictions which are a big barrier in the path of menstrual hygiene management. On the eve of World Environment Day 4th June 2018, Government of India proudly announced the launch of “Jan Aushadhi Suvidha Oxo-Biodegradable Sanitary Napkin” for women of India. As per the reports of National Family Health Survey 2015-16, around 58% of women aged between 15 to 24 years use locally prepared napkins, sanitary napkins and tampons. Atal Pension Yojana – अटल पेंशन योजना

Under the Atal Pension Yojana, Central govt. contributes 50% of the subscriber’s contribution or Rs. 1000 per annum (whichever is lower) for 5 years. Govt. contribution is restricted only for those people who are non-income tax payers and are also not covered under Statutory Social Security Scheme. All the bank account holders can apply for this APY Scheme and get guaranteed minimum pension from govt. of India. Atal Pension Yojana is one of the Jan Suraksha Schemes launched by NDA Government which aims to create social security at old age.

Now APY subscribers contribution amount can be changed anytime during a year w.e.f 1 July 2020. Earlier the subscriber was allowed to make change only in the month of April. Check details in the section later. From 1 July 2020, banks has restarted auto-debiting contributions from the accounts of Atal Pension Yojana (APY) subscribers.

STEP 3: Here enter your Aadhaar Number and generate OTP on your registered mobile number. After entering OTP, click “Continue” button.

Eligibility Criteria for Atal Pension Yojana

The candidates must fulfill the following eligibility criteria to avail Atal Pension Yojana Benefits:-

  1. All the subscribers must be an Indian Citizen
  2. Applicants must lie between 18 to 40 years of age.
  3. The minimum contribution period for APY is 20 years after which govt. of India will provide guaranteed minimum pension.
  4. Aadhaar and Mobile number are essentially recommended documents for KYC of beneficiary, spouse and nominee. Moreover for address proof candidates can submit ration card or bank passbook.
  5. To participate in the scheme, the applicant should have a saving bank account and should not be a member of any statutory social security scheme.
  6. All the existing members of Swavalamban Yojana NPS Lite which did not gain much popularity has automatically been migrated to Atal Pension Yojana.
  7. The applicant should not be a tax-payer to the country.

All the candidates can opt for monthly pension between Rs. 1000 to Rs. 5000 and ensure regular monthly contribution. In addition to this, people can also opt to increase or decrease their pension amount anytime in a year (earlier in the month of April). How To Make Atal Pension Yojana Registration at Banks

Here is the complete procedure to make registration for Atal Pension Yojana at banks:-

  1. All the national banks provide the pension yojana, so, you can visit the bank with which you have your account and register yourself for APY.
  2. The registration forms are available online as mentioned above, as well as, at the bank branches. You can download the form and submit it at the bank or you can fill and submit it at the bank itself.
  3. Provide a valid mobile number and attach the photocopy of your Aadhar card.

Once your application is approved, you will receive a confirmation SMS on your registered mobile number.

Penalty on Delayed Contributions by Banks

Usually a penalty is collected by banks for delayed contributions under Atal Pension Yojana. As per the official APY website, these are the penal charges for delayed contributions:-
A) Rs. 1 per month for contribution up to Rs 100 per month.
B) Rs. 2 per month for contribution between Rs 101 and Rs 500.
C) Rs. 5 per month for contribution between Rs 501 and Rs 1,000.
D) Rs. 10 per month for contribution exceeding Rs 1,001.

All the citizens who have joined National Pension Scheme (NPS) are eligible for this APY Scheme. This social security scheme was launched in June 2015. Pension Fund Regulatory and Development Authority (PFRDA) administers APY through NPS architecture. If the monthly contribution is not made of continuous 6 months, the account will be frozen. The account will be deactivated if no payment is made for 12 months or will be closed in case non-payment for 24 months.

The latest PFRDA communication also stated that penal interest will not be charged if the subscriber’s pension scheme account is regularised before September 30, 2020. “Penal interest will not be charged if your non-deducted APY Contributions from April-2020 to August-2020 are regularised along with regular APY contributions before 30th September, 2020.”

Spouse Now Eligible for Atal Pension Yojana

The government has made a very important amendment to the Atal Pension Yojana which now allow spouse to receive the pension benefits in case of premature (before 60 years of age) death of the subscriber. The amendment has been made after receiving feedback from various quarters across the country. The option of handing over the lump-sump amount to the nominee/spouse in case of premature death was not preferred by many. Instead, people want to continue contributing after the death and receive pension benefits after the subscriber would have turned 60 years of age.

In case of death of both subscriber and spouse, the nominee will be entitled to receive the pension wealth, as accumulated till age of 60 years of the subscriber. The spouse will now be able to continue the contribution to the plan for remaining period and receive same pension benefits after the subscriber would have completed 60 years.

In exceptional circumstances, that is, in the event of the death of beneficiary or specified illness, as mentioned in the PFRDA (Exit and withdrawals under the National Pension System) Regulations, 2015, before the age of 60 years, the accumulated pension wealth till date would be given to the nominee or the subscriber as the case may be.

APY Subscribers Contribution Amount Can be Changed Anytime During Year

PFRDA has asked banks to process requests for change in Atal Pension Yojana (APY) subscribers contribution amount anytime during a year. This move aims at making APY Scheme more attractive and the new arrangement has been made available from 1 July 2020. Earlier, subscriber was allowed to make change in contribution amount in the month of April.

The new arrangement will enable subscribers to increase / decrease their pension plans as per their changed income levels and capacity to pay APY contributions. It is very important to continue contribution in the APY Scheme till the age of 60 years. PFRDA has asked “all banks to process upgrade / downgrade of pension amount requests of APY subscribers throughout the year w.e.f 1 July 2020“.

However it is important to note that a subscriber can change pension plan only once in a financial year. There are around 2.28 crore subscribers enrolled under the APY scheme.

Restart of Auto Debit Contributions from APY Account

As you are aware, vide its circular (Ref. No: PFRDA/2020/8/P&D-APY/1) dated 11 April 2020, Pension Fund Regulatory and Development Authority (PFRDA) had instructed Banks to stop auto-debit of APY contribution till 30th June 2020. Accordingly, auto debit for APY contributions has resumed from 1st July 2020.

Tax Benefits of Atal Pension Yojana

Contributions made by an individual under the Atal Pension Yojana are eligible for the deductions under section 80CCD of the Income Tax Act, 1961. Maximum deduction allowed under section 80CCD (1) of the Income Tax Act, 1961 is 10% of gross total income subject to maximum deduction of Rs. 1,50,000 p.a. as specified under section 80CCE of the Income Tax Act.

An additional contribution of Rs. 50,000 p.a. is eligible for an additional deduction of Rs. 50,000 p.a. under section 80CCD(1B) of the Income Tax Act, 1961. These deductions are subject to the fulfillment of the conditions mentioned in the Income Tax Act, 1961. Tax laws are subject to amendments from time to time. Exiting the Scheme

Once enrolled, the candidate can exit the scheme anytime, the contribution will be refunded to the subscriber along with the net actual interest earned on his contributions. Any special circumstances such as death of the beneficiary can also be considered as the closure of the scheme and amount will be paid to nominee in this case.

PFRDA Recent Proposal to Revamp Atal Pension Yojana

PFRDA has sent a proposal to the central government which states the following things:-

  • An Increase in the Pension Limit from Rs. 5000 per month to Rs. 10,000 per month. Till date, the pension limit is confined to 5 slabs starting from 1000 to 5000.

अटल पेंशन योजना – जरूरी पात्रता व शर्तें

एपीवाई या नेशनल पेंशन स्कीम का लाभ लेने के लिए केंद्र सरकार द्वारा कुछ नियम व शर्तों के साथ पात्रता (Atal Pension Yojana Eligibility & Conditions) भी रखी है जिसमें अगर कोई व्यक्ति योग्य निकाल जाता है तभी वह इस योजना का लाभ ले सकता हैं। जिसकी सूची आप नीचे देख सकते हैं:

अटल पेंशन योजना अंशदान जुर्माना

अटल पेंशन योजना के तहत अंशदान में देरी से योगदान होने पर बैंकों द्वारा जुर्माना लिया जाता है जो राशि के हिसाब से इस प्रकार है:

  • 100 रुपये प्रति माह के योगदान पर 1 रुपए जुर्माना
  • 101 से 500 के बीच 2 रुपए प्रतिमाह
  • 501 से 1,000 रुपये के बीच योगदान के लिए प्रति माह 5 रुपये
  • 1,001 से ऊपर रुपये की राशि पर 10 रुपए प्रतिमाह जुर्माना बैंक लेते हैं

अटल पेंशन योजना – अभिदाता अंशदान राशि में कर सकते हैं बदलाव

पीएफआरडीए ने हाल ही में एक नई अधिसूचना जारी करी है जिसमें यह कहा गया है कि 1 जुलाई 2020 से एपीवाई योगदान राशि संबंधित अंशधारक के बचत खाते से स्वत: कटनी शुरू हो गयी है। कोविड-19 महामारी के कारण योगदान राशि जमा करने पर 30 जून तक के लिये रोक लगायी गयी थी। मौजूदा व्यवस्था के तहत अगर एपीवाई योगदान अप्रैल-अगस्त 2020 के बीच लंबित है, वह 30 सितंर तक अंशधारकों के बचत खातों से 30 सितंबर तक स्वत: कट जाएगा और उसके लिये जुर्माना स्वरूप कोई ब्याज नहीं देना होगा।

इसके अलावा आधिकारिक विज्ञप्ति के अनुसार नियामक ने सभी बैंकों से साल में कभी भी एपीवाई अंशधारकों के आग्रह के अनुसार पेंशन राशि को घटाने-बढ़ाने के बारे में कदम उठाने को कहा है। यह व्यवस्था एक जुलाई से प्रभाव में आ गयी है। पीएफआरडीए के अनुसार हालांकि अंशधारक वित्त वर्ष में केवल एक बार पेंशन योजना में बदलाव कर सकते हैं। अटल पेंशन योजना के तहत करीब 2.28 करोड़ अंशधारक पंजीकृत हैं।

Telangana government is inviting online applications for TS Layout Regularization Scheme 2020 at lrs.telangana.gov.in. People can now fill Telangana LRS Scheme 2020 apply online form, check fees calculator, application status as well as last date at the portal. It is another process of land regularisation similar to the earlier one time Sada Bainama Registration process.

The state govt. of Telangana has approved this LRS Scheme with the government coming out with “Telangana Regularization of Unapproved and Illegal Layout Rules, 2020. These new rules are applicable for the entire state including both urban and rural areas. The rules will be applicable for all existing unapproved sub-division of plots, existing unapproved layouts or ventures.

It includes those plots which have been sold through a registered sale deed and unauthorised layouts developed provided at-least 10% of plots are sold through the registered deed on or before August 26 this year. No illegal/ unauthorized plots will be permitted after the cut-off date.

How to Apply Online for Telangana LRS Scheme 2020

What is Layout Regularization Scheme (LRS) Telangana

The state govt. of Telangana has a view to promote planned development of urban areas in the state. So, the KCR led state govt. is encouraging development through approved layouts and development of integrated townships through both public and private initiative. There are many unapproved and illegal layouts which are violating the Statutory Development Plan/Master Plan and Layout Rules lacking in development standards. These buildings and layouts are lacking in basic infrastructure facilities like proper roads, street lights and drainage.

Such substandard and unapproved sub-divisions of land into building plots is effecting objective of planned development along with the planned extension of services and amenities by the local bodies. Many unapproved and illegal layouts putting extra pressure on the local bodies due to infrastructure deficiencies. The state govt. has already decided not to allow registration of plots of such unapproved or illegal layouts. So, state govt. of Telangana has started the Layout Regularisation Scheme. Saida Bainama Registration at Meeseva Centres

All the applicants can file for regularisation online directly or at a Meeseva centre or a citizen service centre by 15 October 2020. The fees for making layout regularisation is given below:-

  • All the individual plot owners having to pay Rs. 1,000.
  • The layout developers should pay Rs. 10,000 through any online payment mode.

A self-attested copy of first page of the registered sale deed/title deed, in case of unsold plots and the layout owner shall file copies of sale deeds of at least 10% of total plots.

Conditions for LRS Scheme Registration in Telangana

The municipal or any other competent body concerned can seek any other document once an intimation is received following initial registration under the LRS Scheme. Application for regularization of unapproved layout and subdivision of plots can also be made by a society/association/colony developer representing the plot owners in an unapproved layout. If the application is of a site that is contrary to the land use stipulated in the statutory plan, necessary conversion charges will be levied.

If 10% open space is not available in the unapproved layout pro-rata open space charges at 14% of the plot value prevailing as on 26 August 2020. These charges comes along with conversion charges which have to be remitted within 3 months of intimation and latest by 31 January 2021. This can be done either in installments or in one go within this time period failing which regularization of plot will not be considered and will be treated as unauthorized. No relaxation of time shall be granted.

Mandatory Norms for Telangana LRS Scheme 2020

For Telangana LRS Scheme 2020, road width should be of minimum 9 metres. In case of weaker section layouts or plots less than 100 sq metres, the road width may be 6 metres. If required road width is not available, required depth for widening equal on both sides will be insisted and water bodies will be preserved in the layout.

The regularization measure is not applicable for plots or layouts from the application of land ceiling laws, land disputes or claims over title, boundary disputes. For assigned lands, prior clearance from the district collector will have to be obtained. Even if a few plot holders comes forward for regularisation in an unapproved layout, the layout pattern approved by the competent authority then municipal authorities and additional collectors of local bodies for gram panchayats will be applicable to the entire layout.

The applicant should furnish copies of the sale deed/ title deed only. Agreement of sale or the general power of attorney not be considered as evidence. No layout/development will be allowed in the bed of any kind of water bodies and in the full tank level (FTL) of any lake, pond, ‘kunta’ and in ‘shikam’ lands.

Water bodies and courses will be maintained as recreational/green buffer zone, and no layout development activity other than recreational will be permitted within: 30 metres from the boundary of river course/ lakes of area of 10 hectares and above; 9 metres from the boundary of lakes / ‘kuntas/shikam’ lands of area less than10 hectares; 9 metres from the boundaries of canal, ‘vagu’, etc., and two metres from the defined boundary of the ‘nala’ or storm water drain.

Restricted zones in Telangana LRS Scheme

For layout development activity within the restricted zone near the airport or within 500 metres distance from the boundary of defence areas/ military establishments, necessary clearance from the Airport Authority/ Defence Authority concerned has to be obtained. In case of sites in the vicinity of oil/gas pipelines, clear distance and other stipulations of the respective authority should be complied with.

For areas covered under G.O.Ms.No.111 – protection of catchment area of Osmansagar and Himayatsagar lakes – apart from the provisions of statutory Master Plan of HMDA/ HADA, the restrictions on layout and development activity imposed will be applicable. Exclusion Criteria for Telangana LRS Scheme 2020

Sites/plots under legal disputes, ceiling surplus lands/government lands/endowment lands/wakf lands/shikam lands and entered in prohibitory register of lands maintained by Revenue Department will also not be entertained for regularisation. Plots or layouts not regularised will not be provided with water supply connections and services like drainage, Registration Department will not allow sale or any transaction of such sites and building approvals will be denied.

The PMJJBY is available to people in the age group of 18 to 50 years having a bank account who give their consent to join / enable auto-debit. Aadhar would be the primary KYC for the bank account. The life cover of Rs. 2 lakhs shall be for the one year period stretching from 1st June to 31st May and will be renewable. Risk coverage under this scheme is for Rs. 2 Lakh in case of death of the insured, due to any reason.

The premium is Rs. 330 per annum which is to be auto-debited in one installment from the subscriber’s bank account as per the option given by him on or before 31st May of each annual coverage period under the scheme. The scheme is being offered by Life Insurance Corporation and all other life insurers who are willing to offer the product on similar terms with necessary approvals and tie up with banks for this purpose.

Premium for Jeevan Jyoti Bima Yojana

The premium of Pradhan Mantri Jeevan Jyoti Bima Yojana can be affordable by people belonging to almost all income groups including EWS and BPL. The insurance cover will commence from 1st June of the same year and will stretch to 31st May of the next year.

STEP 2: Fill the application form and go to the bank where you have an active saving bank account. Make sure you have the enough balance in the account to pay the premium.

STEP 3: Give declaration of good health and a signed consent of joining the scheme and auto-debit of premium amount. The consent document is attached along with the download application form.

Termination of Pradhan Mantri Jeevan Jyoti Bima Yojana

The insurance cover will terminate in any of the following events and no benefit will become payable there under.

  • Upon attaining the age of 55 years subject to annual renewal up to that date (entry, however, will not be possible beyond the age of 50 years).
  • Closure of the saving bank account or the insufficiency of the balance at the time of renewal.
  • In case the applicant is found to be covered under more than one saving bank account, only one will remain active, rest will be terminated and the premium will be forfeited.
  • The subscriber can himself/herself can exit the scheme any time in any particular year and can re-join by paying the full premium from the succeeding year.

How to Claim Jeevan Jyoti Bima Yojana Cover Amount

In case of claim the nominees/heirs of the insured person have to contact respective bank branch where the
insured person was having bank account. A death certificate and simple claim form is required to submit and the claim amount will be transferred to nominees account. Chhattisgarh govt. has started Dr. Khubchand Baghel Swasthya Sahayata Yojana 2020 and its official website is dkbssy.cg.nic.in. Under this new integrated health scheme, govt. will subsume previous healthcare schemes to provide better & quality medical facilities to people. The other name of scheme is CG Mukhyamantri Vishesh Swasthya Sahayata Yojana and would be implemented in a trust based model.

CG CM Vishesh Swasthya Sahayata Yojana will provide 4 times more medical coverage to people than Ayushman Bharat Scheme. All the Antyodaya / priority ration card holder families would be able to get cashless treatment upto Rs. 5 lakh in all govt. / private institutions.

Even the other ration card holders families to get treatment upto Rs. 50,000 per year. This CG Integrated Health Scheme will benefit over 56 lakh families in the state.

Dr. Khubchand Baghel Swasthya Sahayata Yojana 2020

Chhattisgarh has emerged as one of the fastest developing states in the country since its formation in 2000. The eligible families of Mukhyamantri Vishesh Swasthya Sahayata Yojana will be provided treatment up to a maximum of Rs. 20 lakh for rare diseases. Eligibility for Khubchand Baghel Swasthya Sahayata Yojana Application

Family with priority and Antyodaya Ration Card holders (as per the updated list of Government of Chhattisgarh).

Authorized Hospital for Treatment in Khubchand Baghel Swasthya Sahayata Yojana

Assistance under the Dr. Khubchand Baghel Swasthya Sahayata Yojana will be provided only after getting treatment in the registered hospital of the state and outside the state. The following hospitals will be registered under the scheme:-

1. All government hospitals in the state and outside the state.

2. State and outside state registered private hospitals.

Help for Diseases in Khubchand Baghel Swasthya Sahayata Yojana

Assistance under the Chief Minister’s Special Health Assistance Scheme will be provided only after getting treatment in the state and outside the registered hospital. The following hospitals will be registered under the scheme:-

  • Liver Transplant
  • Kidney Transplant
  • Lung Transplant
  • Heart and lung transplant
  • Heart disease
  • Haemophilia (only with acute complications requiring intensive care) and Factor-8 and 9 (in case of surgery / trauma / acute bleeding) (whose treatment is not available in other state schemes or the amount is exhausted)
  • Cancer (whose treatment is not available in other state schemes or the amount has expired)
  • Aplastic anemia (whose treatment is not available in other state schemes or the amount has been exhausted)
  • Cochlear implant (for children up to 7 years old) (only for treatment in government hospital)
  • Acid attacks (cosmetic procedures) (only for treatment in government hospital)
  • Recommendation by special committee will be mandatory for applications received for various types of rare diseases (whose treatment is not available in other schemes of the state) and treatment.

The list of above diseases can be amended by the state government with the recommendation of the above technical committee as per requirement. Referral from government medical college hospitals will be mandatory for any of the medical services registered in the above list. 

The above services can also be reserved for government entities from time to time by the state nodal agency. In case of transplantation, the availability of all the prescribed No Objection / Certificates / Documents will be compulsory as per the instructions of Hon’ble Supreme Court and other rules of the government in respect of transplantation. People can now check the cashless assistance for different categories of ration card holders.

CG Mukhyamantri Vishesh Swasthya Sahayata Yojana Assistance

The assistance amount under Dr Khubchand Baghel Health Assistance Scheme is given below:-

  1. Priority and Antyoday (people under below poverty line BPL) ration cards will get health & medical facilities upto Rs. 5 lakh per annum.
  2. People covered under Ayushman Bharat – PM Jan Arogya Yojana (AB-PMJAY) to get health and medical facilities upto Rs. 5 lakh per annum.
  3. All the other ration card holder families will get treatment upto Rs. 50,000 per year under Dr. Khubchand Baghel Health Assistance Scheme.

CG Mukhyamantri Vishesh Swasthya Sahayata Yojana will increase the beneficiary family count from earlier 42 lakh to 56 lakh having health treatment coverage up to Rs 5 lakh in the state. After the launch of this scheme, Chhattisgarh is the only state in the country covering almost 90% families with the health benefit coverage up to Rs 5 lakh per annum. PM Kaushal Vikas Yojana 3rd Phase – PMKVY 3.0 to Start for Skill Development

Central government is going to launch PM Kaushal Vikas Yojana 3rd Phase in the next financial year. PMKVY 3.0 will get started from 1 January 2021 to realize its target for skill development of one crore youths. PM Modi led Union govt. will put in place structures and incentives to enable skilling in new age technologies across various sectors. In PMKVY 3.0 scheme, govt. will provide skill development training through registered training centers in various industrial verticals. Moreover, govt. will lay special focus on COVID-19 related skills.

The main objective of PMKVY 3rd Phase is to enable youths to get jobs and to cope up with changing job roles. The govt. wants to create workforce which is capable of accessing new opportunities and insulate it from technical shocks. PMKVY 3.0 will focus on imparting skills related to healthcare, home delivery, sanitising, cleaning services among others.

PMKVY scheme was launched in FY 2015 and revamped in 2016 to impart skill training to 1 crore persons by 31 March 2020. The Modi govt. has allocated Rs. 12,000 crore for PMKVY Scheme. Now the 3rd Phase is likely to start in next financial year, so youths can check the PMKVY training centers list, course list and job roles.

PM Kaushal Vikas Yojana 3rd Phase (PMKVY 3.0)

PM Kaushal Vikas Yojana (Skill Certification Scheme) 3rd Phase will focus on enabling a large number of Indian youth to take up industry relevant skill training to help them secure better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL). The key components of PMKVY 3.0 would be short term training, RPL, special projects, Kaushal and Rozgar Mela, placement assistance, continuous monitoring, standardized branding and communication.

Start Date for PMKVY 3rd Phase

The one-year scheme was supposed to launch in April 2020 but was delayed due to the Covid-19 pandemic and will now begin on 1 January 2021. Previous version of PMKVY Scheme (PMKVY 2.0) was a grant-based model. Under that scheme, the training and assessment cost was directly reimbursed to training providers and assessment bodies in accordance with common norms. As per the official data, more than 69 lakh candidates had been trained across the country under the PMKVY till 1 October 2020.

Skill Development Minister said that govt. will cross 90% of target under the ongoing PMKVY Scheme by training and skilling the youths. Moreover, the govt. will also come up with PMKVY Phase 3 which would be bigger and cover larger aspects. Skills to be Focused in PM Kaushal Vikas Yojana Phase 3

As per the ministry officials, this PM Kaushal Vikas Yojana Phase 3 will focus on imparting skills related to the following:-

  • Healthcare
  • Artificial intelligence
  • 3D printing
  • Home delivery
  • Sanitising
  • Cleaning services
  • Logistics

All these services have become extremely important during the Covid pandemic. Officials added that while the scheme was supposed to be for a duration of five year, it was cut short to just one year due to shortage of funds amid Corona crisis.

The scheme is at the final stages of approval. The total cost of the scheme is about Rs 950 crore. It aims to skill 8 lakh youth in this year. This scheme will see a paradigm change in how training is implemented and is a precursor of a much longer and bigger scheme, which is being conceptualized for implementation from next year.

Bottom to Top approach at District Level

The ministry has decided to take a bottom-to-top approach with this PM Kaushal Vikas Yojana Phase 3. In this phase, district-level skilling committees will determine the demand for particular skills and set up courses accordingly. The ministry will then extend grants to these centres based on the demand and skilling programmes. India is witnessing a demand for skills related to Covid management like logistics and sanitisation, so the focus will largely be on skilling students and workers with such skills.

Role of District Committees in PMKVY Phase 3

The district committees will be directed to mobilise candidates and spread awareness about the courses through events like the “Kaushal Melas”. The committees will be tasked with creating information and counselling centres to counsel potential candidates. Moreover, district level committees will ensure that all candidates get post-training support through placement, self-employment and apprenticeship opportunities. Even after placements, help will be extended to all candidates to ensure they sustain their work.

The government has earmarked 5% of the PMKVY expenses to help the district committees with administrative and other expenditure. Under phase 2 of PMKVY, training partners were largely in charge of roles like mobilisation, counselling of candidates and batch formation which have now been handed to the district skill committees in this phase.

PMKVY 3.0 to Focus on Entrepreneurship

Training providers are owners of skill centres across the country and are engaged in providing skills to the Indian youth. Under phase 2, skills in sectors like beauty and wellness, apparel and tailoring, construction and auto mechanics, were provided. PMKVY will now focus more on entrepreneurship, demand-driven skill development, digital technology, and skill pertaining to industry 4.0.

However, govt. will help public sector and private sector companies to organize and promote apprenticeship programme. Till date, there are only 4 lakh apprentices in India out of which 2 lakh are in central public sector enterprises. This number is quite low in comparison to countries like Japan where number is 1 crore and China with 2 crore apprentices. CPSEs have also been asked to triple the number of apprentice to 6 lakhs.

Tamil Nadu Athikadavu Avinashi Scheme 2020 – Raise Groundwater Recharge & Drinking Water Supply Level

Tamil Nadu govt. has started Athikadavu Avinashi Scheme 2020 to raise level of groundwater recharge & drinking water supply. TN govt. allocated Rs. 500 crore more in Budget for Athikadavu Avinashi Scheme 2020-21. The state govt. had given administrative sanction to implement the scheme on 28 March 2018. Environment Clearance was given on 19 December 2019. The main purpose of this scheme is to recharge and raise the ground water levels.

The Athikadavu Avinashi Scheme aims to ensure fresh drinking water supply to all households in the state. The main aim is to provide piped water supply to each family across the Tamil Nadu state. An amount of Rs. 1,000 crore was sanctioned for the project estimated to cost Rs. 1,652 crore. A pipeline is to be created for 1,058 Km and 6 pump houses constructed.

A total of 1,048 water bodies would benefit from the Athikadavu Avinashi Scheme to provide irrigation facilities to people.

Tamil Nadu Athikadavu Avinashi Scheme 2020

TN Athikadavu Avinashi Scheme will provide irrigation facility to 24,468 acres in drought prone areas and groundwater depleted areas in Erode, Tirupur and Coimbatore districts. Water would be pumped from the Bhavani river. The water bodies to be fed include tanks, ponds and check dams in Erode, Tirupur and Coimbatore districts. These cover Perundurai, Chennimalai, Nambiyur, Gobichettipalayam, Bhavanisagar, Uthukuli, Avinashi, Tirupur, Annur, Sulur, Sarkarsamakulam, Periyanaickenpalayam and Karamadai blocks.

Objectives of Athikadavu Avinashi Scheme

Around 1.5 TMC surplus water would be drawn from the Bhavani basin (limited to pumping of 250 cusecs for 70 days). TN Athikadavu Avinashi Scheme will cater to drinking water needs, augment ground water and will provide irrigation facilities in drought hit areas. The state govt. has sanctioned Rs. 500 crore in Budget 2020-21 for speedy implementation of Athikadavu-Avinashi Groundwater Recharge Scheme.

Implementation of Athikadavu Avinashi Scheme

The check dams which are built between ponds and tanks for water conservation and percolation should be filled along with ponds and tanks. Only this would provide real time benefit. The check dams are real infrastructure for ground water augmentation should be neglected. The Athikadavu Avinashi Scheme must be speeded up and finished on target before 2021 assembly elections. Moreover, Phase 2 of scheme (Sirumugai-Periyakallipatti and Perundurai and surrounding areas) as proposed by the TN government to augment the needs of left out areas should be started at the earliest.

In addition to this, TN govt. has started construction of 4 pump houses and work on the remaining 2 pump houses will begin next week and pipelines would be laid soon. Tamilnadu govt. has sanctioned Rs. 230 crore for rehabilitation of Noyyal river basin. As per the PWD officials, the Noyyal River basin is 158.35 km long and has 18 anicuts. The entire stretch of the river basin is to be delisted and vegetation removed from the bunds and the river.

The Annapurna Akshaya Patra Yojana aimed to provide affordable, hygienic and nutritious food to poor. At present a target of distributing 1000 packets everyday has been set by the administration which will later be increased up to 10000 food packets everyday. AAPY scheme aims to offer a hygienic and affordable food to needy people in the state of Punjab and Haryana at the lesser cost compared to the market price.
